Veteran Benefits - State

These benefits are administered by the State of Minnesota, Department of Veterans Affairs, State Veterans Service Building, St. Paul, MN 55155.


Financial Assistance - Includes assistance based on the standard budget developed by the Department in the following areas: food, housing, heating fuel, public utilities, board and room, personal needs, transportation, emergency food orders, and rent vendors. It may also include payment of health insurance coverage. Eligibility requirements are as follows:

  • Veteran must have served a minimum of 181 consecutive days on active duty, and discharged under honorable conditions.
  • Veterans with less than 181 days active duty may qualify if discharged due to disabilities incurred on active duty and rated by the VA as service-connected.
  • The applicant for assistance must reside in Minnesota at the time of application.
  • Disability: The veteran must be disabled in order to participate in this program. Disability is determined by the veteran furnishing a statement from a local doctor or the VA Medical Center. Disability eligibility is then   determined on the veteran's inability to provide a living for himself/herself and his/her dependents as established by the Department. The disability need not be service-connected.
  • Income Guidelines: Financial assistance is issued on a need basis. All income is deducted from a cash grant on a dollar-for-dollar basis. Income is defined as wages, Workmen's Compensation, VA pension, VA compensation, Social Security, VA education allowances, Supplemental Security Income, General Assistance, Minnesota Supplemental Aid, rental income, alimony and sick leave pay. Note: Families receiving MFIP are ineligible to receive assistance from the Department under this program.


Emergency Medical Assistance - To qualify it must be "an unexpected set of circumstances demanding immediate medical attention". Scheduled appointments generally are not covered. However, the emergency does not necessarily have to result in admission, and dependents may also be covered.

Claims must be submitted within 90 days of occurrence or release from the hospital. You then have another 90 days, for a total of 180 days, to send in all medical reports, bills, EOB's, and other pertinent information.

The Department of Veterans Affairs must have final bills from all providers before they can pay. Bills must be itemized, show dates of service, procedure codes, and patient's name. Please see your County Veterans Service Officer to assist you in filing this claim.


Dental & Optical Assistance - Dental and optical care may be provided in accordance with the availability of funds. Eligibility is based on financial need, and pre-approved exam authorization forms will be sent upon verification of eligibility. Note: Exam authorizations are void if not completed within 90 days for optical and dental benefits.


Clothing Allowance - The State may provide financial assistance to applicants to meet minimal clothing needs under certain conditions, such as catastrophic loss, etc.


Minnesota National Guard Tuition Reimbursement Program - To qualify for this program, the applicant must be enlisted in the Minnesota National Guard. Applicants are reimbursed on a sliding fee schedule of 50% or more, depending on the type of educational institution he or she is attending. The school may be in-state or out-of-state, public or private, and either a 2 year or 4 year program. Interested applicants should contact their local recruiter.


Minnesota State Veterans Cemetery - Eligibility criteria for burial in a state cemetery are the same as those for Fort Snelling National Cemetery, including eligible members of the National Guard and Reserve. Spouses who have not remarried, unmarried children under age 21, and unmarried children up to age 23 who are attending school are eligible. "Dependent children", as defined by VA regulations, are also eligible.

There are no fees for veterans or qualified armed forces personnel. No plot selection is allowed, but applications for burial in a state cemetery may be made in advance. Permanent granite headstones are provided, but the cost of grave-liners are the responsibility of the family, and are required by law. Minnesota Veterans Nursing Homes - Honorably discharged veterans who are residents of Minnesota and served a minimum of 180 consecutive days on active duty (unless discharged early because of disablility incurred during active duty), are eligible to apply. Spouses and widows of eligible veterans may apply if they are over 55 years of age and live in Minnesota. All applicants must show medical need for admission, and meet the Home's admission criteria. Residents contribute to the cost of their care according to their financial means.
