Meeting of May 26, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 26, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Resolution No. 2015-112

Whereas, the County desires to dispose of excess EDP Equipment (PCs, Printers, Desktops, Laptops and other related items) that is considered to be obsolete; and

Whereas, disposal of such equipment will provide safe access to County storage areas and rid the County of unnecessary clutter; and

Whereas, the equipment has no market or book value.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Administrator is herby authorized to contract for or arrange to have the Information Technology Department dispose of the nonfunctional, obsolete EDP equipment after removing all data therefrom and have said equipment recycled and a list of said equipment provided to the Finance Director.

Resolution No. 2015-113

Whereas, the Springsted Report and the County Administrator have identified the need for additional human resources programs and services in the County; and

Whereas, the current Human Resources Generalist has provided notice of their intention to accept a position with another organization; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners to authorize the recruitment and hiring of a Human Resources Generalist.

Be it Further Resolved by the Wabasha County Board of Commissioners that Ms. Bedsted's resignation be accepted with gratitude for the time spent working for the County.

Resolution No.: 2015-114

Whereas, Wabasha County has a contract with Fahrner Asphalt Sealers LLC, and

Whereas, the Wabasha County Engineer recommends sealcoating a portion of County Highway 58 (2nd Street and Pierce Ave) at this time.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby authorize the Wabasha County Engineer to proceed in the proposed sealcoat work on County Highway 58 (2nd Street and Pierce) as a Supplemental Agreement to the existing contract with Fahrner Asphalt Sealers LLC.

Resolution No.: 2015-115

Whereas, the Board authorized the Public Health Director to fill the nursing position left vacant when Kathleen Evers retired, and;

Whereas, the Director of Nursing and the Home And Community Based Services Supervisor interviewed potential candidates, and;

Whereas, the Director and Supervisor are in agreement that the position be offered to Ashlee Lang, PHN on pay grade 6, step 3 of the non-union pay scale, and

Whereas, both parties agree that June 30, 2015 is an appropriate start date,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Ashley Lang, PHN be hired effective June 30, 2015, contingent on passing a criminal background study and employment drug screen test. Starting hourly rate will be pay grade 6, step 3 of the non-union pay scale

Resolution No.: 2015-116

Whereas, Public Health is in need of certified Public Health Nurses, and

Whereas, Jodi Johnson just become a certified Public Health Nurse on May 18, 2015, and

Whereas, the Personnel Committee has reviewed the request from the director to move Jodi Johnson from an RN position to a PHN position within Public Health and has recommended approval by the County Board, effective May 18, 2015, paygrade 6, step 8

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Jodi Johnson move from RN status to PHN status effective May 18, 2015. Starting hourly rate will be pay grade 6, step 8 of the non-union pay scale

Resolution No.: 2015-117

Whereas, Public Health will have a vacancy effective July 2, 2015 due to the retirement of Caren Passe, RN and

Whereas, the Personnel Committee has approved recommending to the county board that this position be refilled by either an RN or PHN at 40 hours per week, with position to start at a step no higher than step 3 of the appropriate pay scale

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Public Health Director is authorized to advertise, interview, and offer employment to an RN or PHN for this position at a pay step no higher than step 3 of the appropriate pay grade. Employment may begin June 30, 2015 to coincide with the start date of another nurse so that orientation and training can be done at the same time.

Resolution No.: 2015-118

Whereas, each county in the state is required to have a county assessor who is appointed by the county board of commissioners based on his or her knowledge and training in the field of property assessment and taxation; and

Whereas, on May 12, 2015 Wabasha County Assessor Loren Benz notified the County that he would retire from office effective June 30, 2015; and

Whereas; when a vacancy occurs, the county board of commissioners must fill the office for the remainder of the term, by appointment, within 90 days; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that they accept Mr. Benz's resignation with gratitude for his many years of service to the County and authorizes the recruitment and appointment of a successor County Assessor.

Resolution No.: 2015-119

Whereas, the Zumbrowatha Trails Snowmobile Clubs of Wabasha County request that Wabasha County be their local sponsoring unit of government for pass-through of MN DNR snowmobile trail system funding.

Now therefore be it Resolved by the Wabasha County Board of Commissioners that: Wabasha County act as the sponsor for an application for funding to the State of Minnesota Department of Natural Resources for development of maintenance of snowmobile trails managed by the clubs of Zumbrowatha Trails-Wabasha County for the 2015-2016 snow season.

Be it further resolved: that upon approval of its application by the state, that Wabasha County may enter into an agreement with the State of Minnesota for the above referenced project and that it will act as the pass-thru for funds to the clubs as outlined in the Assistance Program manual.

Be it further Resolved: that the County Auditor/Treasurer and/or Deputy Auditor/Treasurer is hereby authorized to serve as the fiscal agent for the above referenced project.

Be it further resolved: that Marvin Howatt is appointed to be a County Trail Coordinator to work with the county clubs and assist the county in administering this program.

Resolution No.: 2015-120

Whereas the State of Minnesota DNR along with Wabasha County has approved the Zumbrowatha Trails Association of Wabasha County's request for the County to act as the sponsoring unit of government for pass-thru of funds to the snowmobile clubs for the 2015-2016 snow year as outlined in the Assistance Program Manual.

Therefore, be it resolved that the Wabasha County Commissioners enter into a County-Club contract with each of the five snowmobile clubs within the Zumbrowatha Trails Association to administer their club's portion of the trail system for the 2015-2016 snow year according to the regulations outlined in the contract. The five snowmobile clubs consist of the Zumbro Valley, Wabasha Driftskippers, Cliff & Coulee Climbers, Polar Barons and the Four Seasons.

Resolution No.: 2015-121

Whereas, SAP 079-598-025 – Grading and Aggregate Surfacing on County Road 68 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Fitzgerald Excavating and Trucking Inc. for completion of Project SAP 079-598-025 in the amount of $7508.59.

Resolution No. 2015-122

Whereas, the Wabasha County has engaged in negotiations, mediation, and arbitration with the Teamsters Law Enforcement bargaining unit, and;

Whereas, the parties have reached an arbitrated agreement, and;

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners approves the adoption of the attached agreement (Exhibit #1).

Resolution No.: 2015-123

Whereas, in 2006, Wabasha County convened an easement to Carol and William Dunn. The title document incorrectly described the easement, thereby creating a title defect.

Whereas, an Amended Easement Agreement has been prepared to correct this title defect.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the Amended Easement Agreement
