Meeting of June 23, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 23, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Motion to approve the consent agenda including the following:

Resolution No.: 2015-132

Whereas, due to unforeseen circumstances, the position of Chief Deputy for the Wabasha County Sheriff's Office has become temporarily vacant; and

Whereas, the County Sheriff and County Administrator have identified the need to keep the position filled; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners authorizes the appointment of Curt Struwe as Interim Chief Deputy until the position returns to a full-time filled status. It is understood that this appointment shall last until August 31, 2015. However, the County Administrator and County Sheriff are authorized to extend the referenced deadline if mutually agreed upon.

Be it Further Resolved that all terms and conditions of Mr. Struwe's employment will remain the same except that his current base hourly rate shall receive an additional $2.00 hour in pay retroactive to June 15, 2015 to compensate for the additional responsibilities of the position during the term of the appointment.

Resolution No.: 2015-133

Whereas, there is a vacancy for the position of one Engineering Technician II at the Wabasha County Highway Department.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise and hire one Engineering Technician as either I or II depending on qualifications.

Resolution No.: 2015-134

Whereas, Wabasha County has advertised, taken and reviewed applications and conducted interviews for one vacant Highway Maintenance Worker position,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Mr. Keith Erickson is hereby authorized to be hired as a Highway Maintenance Worker at the Grade 7 start step of $17.15 per hour as stated in the AFSCME Local 3533 (Highway Department) Labor Agreement.

Resolution No.: 2015-135

Whereas, the Wabasha County Assessor's Office has a current vacancy in the position of certified appraiser due to the incumbent Shelly Schad leaving her position.

Whereas, Ms. Schad has been an employee in good standing in the Assessor's Office since 2013,

Whereas, this position is full time @ 37.5 hours per week,

Whereas, the Assessor recommends this position be filled,

Now, Therefore be it Resolved by the Wabasha County Board of Commissioners hereby accepts the resignation of Shelly Schad and thanks her for her years of service to Wabasha County effective June 12, 2015. Further the Assessor is authorized to fill the vacancy to maintain normal operations of the Assessor's Office.

There was discussion and consensus to approve the contract extension with Laser Products.

Resolution No.: 2015-136

Whereas, Wabasha County uses equipment and services from ZixCorp Systems, Inc. to monitor and secure some electronic communications,

Whereas, county usage of those services has exceeded the previous limitations, and an upgrade is required to comply with the terms of the service agreement,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Services Agreement with ZixCorp Systems, Inc, dated May 29, 2015 is hereby ratified,

Further, be it Resolved, the finance director will include second and third payments in the budgets for 2016 and 2017.

Resolution No.: 2015-141

Whereas, Emergency Management has access to a grant which can be used to purchase equipment to improve the county's ability to respond to incidents and emergencies,

Whereas, the Emergency Management Director and the IT Director have considered appropriate uses for this funding and have identified improvements to the Emergency Operations Center as the best use of this funding at this time,

Whereas, this funding is only available until the end of June 2015,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Emergency Management Director is authorized to participate in this grant and sign any necessary documents,

Further, be it Resolved, the IT Director is authorized to purchase network and telephone equipment, along with any appropriate accessories, cables, licenses and services, up to a limit of $10,000,

Further, be it Resolved, the Auditor/Treasurer will issue Auditor's Warrants to pay for the invoices within the timelines specified by the grant.

Resolution No.: 2015-137

Whereas, The Wabasha County Human Services Board and the Wabasha County Board of Commissioners authorized a 5-county Fraud Prevention Investigation agreement involving Resolutions #HS2013-17, #HS2013-21, #2013-120, and #HS2015-20; and,

Whereas, the County Boards of Goodhue, Fillmore, Houston, Winona and Wabasha counties wish to continue participation in the Regional Administrative Agency Cooperative Agreement for Fraud Prevention with the State of Minnesota; and

Whereas, we are requesting this position be permanent contingent on continued receipt of state-funding sufficient to cover all expenses related to this position.

Now, therefore be it resolved by the Wabasha County Board of Commissioners, that the Fraud Prevention Investigator position continues permanently contingent on continued receipt of state-funding sufficient to cover all expenses related to this position.

Resolution No.: 2015-138

Whereas, the legislature of the State of Minnesota requires that Minnesota's counties develop a Solid Waste Management Plan in accordance with Minn. Stat. §§ 115A.46; 115A.471; 115A.551, subds. 6-7; 115A.552; 115A.557, subd. 2-3; 115A.63; 115A.84; 115A.914; 115.96, Subd.6-7; 115A.917; 115A.97; Minn. Rules 9215 and all other applicable statutes and rules; and

Whereas, Minnesota counties recognize the need to plan for and practice environmentally sound methods of managing their solid waste stream; and

Whereas, in 1989, the legislature of the State of Minnesota enacted legislation to require that Solid Waste Management Plans be amended to include the requirements in Minn. Stat. §§ 115A.551, 115A.914 and 115A.96, Subd. 6 (1991); and

Whereas, Wabasha County recognizes the need to plan for and implement waste reduction, recycling, education, yard waste, source separated organic materials composting, special and problem material waste management strategies, and processing of MSW.

Now Therefore Be It Resolved, that the Wabasha County Board of Commissioners hereby approves and adopts the Wabasha County 2015-2025 Solid Waste Management Plan.

Be It Therefore Further Resolved, that the Wabasha County Board of Commissioners submits this document to the Commissioner of the Minnesota Pollution Control Agency pursuant to applicable Minnesota laws and rules.

Resolution No.: 2015-139

Whereas, the County has entered into a Service Agreement with La Crosse County, La Crosse, WI, for delivery of solid waste from Wabasha County to Xcel Energy, French Island, La Crosse, WI; and

Whereas, the County has been delegated the authority to enter into a delivery contract with the solid waste haulers in order to assure a supply of solid waste to a solid waste disposal facility that meets the County's environmental and other policy objectives, pursuant to Minnesota Statutes, Sections 471.59, 115A et. seq.; and

Whereas, the solid waste haulers that desire to operate in Wabasha County have signed a contract with the County to deliver waste to a Facility that meets the County's environmental and other policy objectives.

Now Therefore Be It Resolved, that the Wabasha County Board of Commissioners hereby approves the 2015-2020 Wabasha County Waste Delivery Contract with each of the solid waste haulers listed in the attached documents.

Be It Further Resolved, that any solid waste hauler that does not enter into a contract with Wabasha County for the delivery of solid waste to a disposal facility that meets the County's environmental and other policy objectives will be prohibited from collecting household solid waste in Wabasha County.
