Meeting of November 17, 2015 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, November 17, 2015 at 9:00 a.m.

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Motion to approve the agenda after moving Item I after Item D.

Resolution No.: 2015-263

Whereas, CP 079-15-8180 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Fahrner Asphalt Sealers for completion of Project CP 079-15-8180 in the amount of $27,648.17.

Whereas, Wabasha County has advertised, taken, and reviewed applications for one vacant full-time Deputy Auditor/Treasurer,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Ms. Christine Getschmann is hereby authorized to be hired as a full-time Wabasha County Deputy Auditor/Treasurer with a starting date of November 18, 2015. Ms. Getschmann's anniversary date of hire and annual step increase will remain the same.

Whereas, Wabasha County has advertised, taken, and reviewed applications for one vacant full-time Administrative Assistant for the Environmental Services Department,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Ms. Lori Glomski is hereby authorized to be hired as a full-time Administrative Assistant for the Wabasha County Environmental Services Department with a starting date of November 18, 2015. Ms. Glomski's anniversary date of hire and annual step increase will remain the same.

Resolution No.: 2015-257

Whereas, the Laws of Minnesota for 2015, 1st Special Session, in Chapter 4, Article 3, Section 4, appropriated Local Water Management (LWM), Wetland Conservation Act (WCA), and Department of Natural Resources (DNR) Shoreland FY 2016 Natural Resources Block Grant (NRBG) funds to the Board of Water and Soil Resources (BWSR).

Whereas, the Minnesota Pollution Control Agency (MPCA) transferred to BWSR funds for their 2016 SSTS Programs to be allocated with the FY 2016 NRBG;

Whereas, Minnesota Statutes 103B.101, subd. 9 (1), and 103B.3369, subd. 5 authorize BWSR to award grants.

Whereas, Wabasha County, the Grantee, has met the criteria established by statute, BWSR, the DNR, and the MPCA and is eligible to receive NRBG grant funds.

Whereas, the Grantee has agreed to appropriate the required local match.

Whereas, the Grantee represents that it is duly qualified and agrees to perform all services described in this grant contract to the satisfaction of the State.

Whereas, as a condition of the grant, Grantee agrees to minimize administration costs.

Whereas, the (BWSR) has allocated funding for Fiscal Year 2016 & 2017 Natural Resources Block Grant (NRBG) allocation to Wabasha County with stipulations contained within the "Settlement Agreement" between BWSR signed in April of 2015.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that sign, signifying acceptance, of the FY 2016 & 2017 State of Minnesota Board Of Water and Soil Resources Natural Resources Block Grant.

Information and comments from the Proposed Transportation Sales and Use Tax Public Hearing (October 27, 2015) were summarized and available to the public.

Resolution No.: 2015-266

Whereas, the Wabasha County Fee schedule is reviewed on an annual basis by department heads; and

Whereas, the fee schedule includes both fees set by the County and outside agencies; and

Whereas, the updated fee schedule for 2016 has been attached.

Now therefore be it resolved, the Wabasha County Board of Commissioners approves the changes to the fee schedule for fees set by the County Board:

• Beacon Subscriptions:

24 hour-$9 (new)

Monthly-$40 ($5 increase)

Annually-$375 ($75 increase)

• Highway/Zoning:

Application for Address & Initial Installation-$150 ($15 increase)

Replacement Address Sign materials only-Cost + 10% admin (new)

Replacement Address Sign Post materials only-Cost+10% admin (new)

• Use of Hydro seeder-Other Governments-$25 per hour+operator+fuel+materials

• Use of Heated Asphalt Box-Other Governments-$10 per hour

• Nursing/case manager/care coordinator-$200 /visits/hour ($70 increase)

(Above fee approved by Human Services Board on 1/27/15.)

Be it further resolved, the Wabasha County Board of Commissioner approves the following changes to the fee schedule as approved per resolution listed:

• Citations for Zoning Violations (new fees approved-resolution 2015-179)

• Public Health Environmental Fees:

Type IV Septic Systems (new fee approved-resolution 2015-181)

Public non-community water supply facility (new fee approved- resolution 2015-181)

• Permit to Carry Handgun-(new fee structure approved- resolution 2015-198)

Resolution No.: 2015-267

Whereas, the Wabasha County Board of Commissioners establishes and revises financial policies for Wabasha County, and

Whereas, MN Statutes 385.071 requires the county board to establish policies and procedures in regards to various transaction done via electronic funds transfer, and

Whereas, updates to the county's current policy are needed to comply with this statute.

Now therefore be it resolved, by the Wabasha County Board of Commissioners that the revised financial policy for Electronic Funds Transfer has been approved.

Resolution No.: 2015-268

Whereas, the County of Wabasha has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and

Whereas, a list of authorities to transact business is provided to First State Bank annually; and

Whereas, it has become necessary to update authorized signers due to personnel changes.

Now, therefore, be it resolved that the Wabasha County Board of Commissioners hereby removes Nicki Moline as an authorized signer on the Social Welfare Fund Account at First State Bank of Wabasha.

Be it further resolved, by the Wabasha County Board of Commissioners that Lisa Koehler is hereby approved as an authorized signer on the Social Welfare Fund Account at First State Bank of Wabasha.

Resolution No.: 2015-269

Whereas, Wabasha County has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and

Whereas, the Finance Director has been authorized to open accounts as needed to receive funds for Supplemental Social Security Income (SSI) past-due benefits for a Social Services clients; and

Whereas, it has become necessary to update the authorized signatures for these accounts due to personnel changes.

Now therefore be it resolved, by the Wabasha County Board of Commissioners that Nicki Moline is removed as an authorized signer on these accounts.

Be it further resolved, by the Wabasha County Board of Commissioners that Lisa Koehler, Fiscal Supervisor is approved to be added as an authorized signer on the accounts.

Discussion was held pertaining to the County highway maintenance shops.

Presentations were made by the County Auditor-Treasurer, Attorney, Recorder and Sheriff. The salaries of these elected officials are set by the County Board. They are invited to attend a Board meeting to discuss the responsibilities and duties of their office and answer any pertinent questions.

Commissioners reported on meetings they attended.
