Meeting of December 1, 2015 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, December 1, 2015 at 4:00 p.m.

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

SPRINGER - KEY

Motion to approve the agenda.

SPRINGER - HALL

Motion to approve the consent agenda including the following:

Meal Vouchers

Per Diems

Resolution No.: 2015-280

(#10922 – Transport Van)

Whereas, a 2005 Ford Freestar (Transport Van) has over 215,000 miles; and,

Whereas, the Wabasha County Sheriff's Office is requesting that this vehicle be sold on Ebay; and,

Whereas, the Wabasha County Sheriff's Office is requesting that the proceeds from the sale of this vehicle be deposited to the Squad Replacement fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff's Office is authorized and directed to sell the 2005 Ford Freestar bearing VIN #2FMZA50675BA26599 on Ebay as noted above.

Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above.

HALL – GOIHL

Resolution No.: 2015-281

Whereas, John E. McNallan, Wabasha County parcel 07.00098.00 located at 32009 County Road 72 Millville MN 55957 has provided a written request to the Wabasha County Board of Commissioners regarding the local option abatement for property not qualifying for disaster credit as defined in MS 273.1233.

Whereas, the Wabasha County Assessor has determined that fifty percent or more of the home was destroyed by fire on September 1, 2015, and the home was not livable.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, a reduction in the 2015 property tax is granted on parcel R07.00098.00 based on the number of complete months the home is uninhabitable or unlivable.

SPRINGER - KEY

Resolution No.: 2015-282

Whereas, Resolution #2012-017 authorized the Wabasha County Sheriff Office to sell all County vehicles as directed by the County Board and funds from the sale of these vehicles be deposited into a Squad Replacement fund.

Whereas, the Wabasha County Sheriff's Office is requesting authorization that this fund be used to purchase law enforcement and jail equipment.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to use squad replacement funds to purchase law enforcement and jail equipment.

Motions Rescinded. Board needs more information.

Discussions were held on Paid Time Off and the Honeywell Facilities Study.

Commissioners reported on meetings they attended.

Motion to recess to the Truth in Taxation meeting held at 6:00 p.m. Courthouse, Wabasha; and the AMC Annual Conference in St. Cloud, December 6-8.
