The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, April 18, 2017 at 9:00 a.m.

The meeting was called to order by Board Chairperson Key.

Resolution No: 2017-078

Re-Appoint Extension Committee Member – Bev Hall

WHEREAS, Wabasha County delivers Extension programming throughout the County. One of the goals of the statewide Extension program is to create a stronger Minnesota through education and research.; and

WHEREAS, To oversee the goals of the programming and the performance of the Coordinator, the County has established an Extension Committee. The County Extension Committee consists of nine members, including two members of the County Board, the County Auditor and six county residents.; and

WHEREAS, Currently Bev Hall’s appointment has expired and the Committee is seeking her reappointment; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners re-appoints Bev Hall to the Wabasha County Extension Committee for a three year term which would expire on December 31, 2019.

Resolution No.: 2017-079

Whereas, Wabasha County implements many network servers in a virtual configuration on a small number of physical hosts;

Whereas, the IT Department has researched options compatible with our other systems and has selected suitable equipment;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the IT Director is hereby authorized to purchase two servers, related accessories and equipment, and a maintenance agreement for not more than $10,000.

Whereas, Wabasha County needs to add network capacity in several locations;

Whereas, the IT Department has researched options compatible with our other systems and has selected suitable equipment;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the IT Director is hereby authorized to purchase three network switches, and related equipment, for not more than $15,000.

Whereas, Wabasha County needs to add backup tape capacity;

Whereas, the IT Department has researched options compatible with our other systems and has selected suitable equipment;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the IT Director is hereby authorized to purchase a tape drive, cartridges, and related equipment, for not more than $5,000.

Resolution No: 2017-082

Minnesota DNR 2017 Federal Supplemental Boating Safety Patrol Grant

Contract #123246

Whereas, the Wabasha County Sheriff’s Office has been authorized to participate in the 2017 Federal Supplemental Boating Safety Patrol Grant; and

Whereas, the Sheriff’s Office has received the 2017 contract which needs to be approved and signed by the Sheriff, County Auditor (or equivalent) and County Board Chairperson; and

Whereas, the Sheriff requests the approval and signing of the 2017 Minnesota Department of Natural Resources Federal Supplemental Boating Safety Patrol Grant by the County Auditor (or equivalent) and Chairperson of the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2017 Minnesota Department of Natural Resources Federal Supplemental Boating Safety Patrol Grant is hereby approved and authorizes it’s signing by the Sheriff, County Auditor, and County Board Chairperson.

Resolution Number 2017-083

Resolution Authorizing Disposal of a 2009 Crown Victoria

Whereas, a 2009 Crown Victoria vehicle with over 166,000 miles is considered a surplus; and,

Whereas, the Wabasha County Sheriff’s Office is requesting that this vehicle be sold on TMRA Company; and,

Whereas, the Wabasha County Sheriff’s Office is requesting that the proceeds from the sale of this vehicle be deposited to the Squad Replacement fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized and directed to sell the 2009 Crown Victoria (#10395) bearing

VIN # 2FAHP71V89X134745 on TMRA Company as noted above.

Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above.

Resolution No.: 2017-084

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the proposal of Asphalt Surface Technologies Corporation for SAP 079-600-014 in the amount of $41,680.02 and that the County Engineer is hereby authorized to execute a Contract with Asphalt Surface Technologies Corporation for this work.

Resolution No.: 2017-085

Whereas, the County Board of Commissioners of the County of Wabasha, State of Minnesota, desires to offer for sale to the public, parcel of land that has forfeited to the State of Minnesota for non-payment of property taxes as listed on attached Tax Forfeited Land List 2015d; and

Whereas, the County Board of Commissioners must determine the appraised value of the forfeited property to be sold.  The sale price cannot be less than the appraised value.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the appraised value on the Tax Forfeited Land List 2015d.

Resolution No.: 2017-086

Whereas, a parcel of land has forfeited to the State of Minnesota for non-payment of taxes; and

Whereas, the Wabasha County Board of Commissioners desires to sell the parcel at a public auction.

 Be it Resolved by the Wabasha County Board of Commissioners that: the parcel of tax forfeited land listed on Tax Forfeited Land List 2015d be classified as non-conservation land; that the basic sale price of each parcel on the Tax Forfeited Land List 2015 be approved and authorization for a public sale be granted; pursuant to M.S. 282.01; that the sale will be held at 9:00 a.m., Wednesday, May 24, 2017 by the Wabasha County Auditor/Treasurer in the Commissioner’s Room of the Wabasha County Courthouse, for not less than the basic sale price; and that the sale be cash/money order/check only;  that the County Auditor/Treasurer  is hereby directed to publish a notice of sale as provided by law.

Be it Further Resolved, that the conditions and terms of the public sale shall be as described in the list contained here-in and approved by the Wabasha County Board of Commissioners.

Resolution No.: 2017-087

Whereas, the following applicant wishes to have their MN Lawful Gambling Exempt Permit approved:

Scott Murphy                        Elgin Fire Relief Assn

Whereas, Exempt Permit is for gambling at Eagles Nest of Plainview 25188 534th St Plainview, MN 55964, Plainview Twp.

Whereas, the application have been approved by Plainview Twp Board. The permit runs annually.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves, the MN Lawful Gambling Exempt Permit for Elgin Fire Relief Assn at Eagles Nest of Plainview.

Resolution No: 2017-088

Resolution Authorizing Professional Services Amendment NR. 02 to

License Agreement NR. 357 between Computer Information Systems, Inc. (“CIS”) and

Wabasha County, Minnesota (“USER” or “WABASHA COUNTY”)

Whereas, Wabasha County and CIS entered into License Agreement Nr. 357 on July 8, 2009 and;

Whereas, Resolution #2013-130 authorized the purchase/installation of MDT’s (Mobile Data Terminals);  Wabasha County and CIS executed Amendment Nr. 01 on September 9, 2013 and;

Whereas, the Sheriff is requesting approval of Amendment Nr. 02 to the agreement in which it will include additional Mobile Computer System features and functions known as “Field Reporting System” also referred to as Enhanced CAD Client in the agreement.

Whereas, the Sheriff requests the approval and signing of Amendment NR. 02 to License Agreement NR. 357 between Computer Information Systems, Inc. (“CIS”) and Wabasha County, Minnesota (“USER” or “WABASHA COUNTY”) by Systems Administrator, Blaine Hentz, and Chairperson of the County Board.

Whereas, CIS invoice #235430 in the amount of $52,866 will be paid in full by Wabasha County in which $22,572 will be reimbursed by the local police departments.  Breakdown of payment is as follows:

•    $20,400 will be paid by Capital Funds designated for mobile data terminals project per Resolution #2015-300

•    $9,894 will be paid according to their respective line items from the current budget

•    $22,572 will be reimbursed by the Wabasha Police Department, Plainview Police Department, and Lake City Police Department for their appropriate portion

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Amendment NR. 02 to License Agreement NR. 357 between Computer Information Systems, Inc. (“CIS”) and Wabasha County, Minnesota (“USER” or “WABASHA COUNTY”) is hereby approved and authorizes it’s signing by System Administrator, Blaine Hentz, and County Board Chairperson.

Now Therefore be it further Resolved: CIS invoice #235430 in the amount of $52,866 will be paid in full by Wabasha County in which $22,572 will be reimbursed by the local police departments.
