Meeting of August 18, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, August 18, 2009 at 9:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they had attended. Resolution No.: 2009-143
Whereas, the Wabasha County Board of Commissioners deems it in the best interest of the safety and welfare of its citizens to adopt an ordinance regulating placement of structures adjacent to the right-of-way of highways.
Be it resolved by the Wabasha County Board of Commissioners that the attached Setback Distance of Structures from the Right-of-Way of Highways Ordinance is hereby adopted and enacted.

Resolution No.: 2009-151
Whereas, the Wabasha County Board of Commissioners has approved a resolution on the disposal of excess equipment, adopted December 6, 2007, and
Whereas, the County Auditor/Treasurer had determined that the ES&S Model 150 Central Ballot Scanner as excess equipment due to decertification of said equipment by the Secretary of State, and
Whereas, the excess equipment will be disposed of by Tom Mosher, Solid Waste Coordinator.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the declaration and disposition of the ES&S Model 150 Central Ballot Scanner as excess equipment.

Resolution No.: 2009-152
Whereas, the Wabasha County Board of Commissioners has approved an appropriation in the amount of $6,000.00 in the 2009 Budget to be paid to the to the Wabasha County Historical Society, and
Whereas, the Wabasha County Historical Society is requesting this amount be paid to the organization.
Now, therefore, be it resolved, that the Wabasha County Board of Commissioners authorizes the payment of $6,000.00 to the Wabasha County Historical Society.

Resolution No. 2009-153
Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment from the Feedlot III Low Cost Share Fix 319 Grant for Ted Mehrkens in the amount of $5000.00.

RIESTER - DWELLE
Resolution No. 2009-154
Whereas, the Wabasha County Sheriff’s Office is requesting to hire 15 new positions; and
Whereas, the hiring process will proceed effective immediately.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Wabasha County Sheriff’s Office is hereby authorized to hire a total of 15 Jailers and Dispatchers effective immediately.

Sheriff Rodney Bartsh came before the Board to discuss a PSAP Supervisor Position. Previously the jail administrator held this position. Sheriff Bartsh stated that he would like to put someone else in this position. It would be a current employee. This person would dispatch and be the PSAP supervisor. Sheriff Bartsh stated that when the current jail closed in 2007 they hired 2 transport deputies. Sheriff Bartsh stated that when the jail opened they could use a sentence to serve position. He would like to turn a transport deputy into a sentence to serve position. Many county employees spoke on the benefits and facts of having a sentence to serve program.

Resolution Number: 2009-148
Whereas, Wabasha County is in the process of upgrading its 911 emergency radio and law enforcement service; and
Whereas, in order to effect the upgrade, radio communications equipment will be moved from the Hammond radio tower site to two existing Department of Transportation sites in Zumbro Falls and Bear Valley; and
Whereas, when the equipment is moved, the Hammond radio site will no longer be necessary and the tower can be permanently removed; and
Whereas, in response to inquiries, Wabasha County has received two bids for the removal of equipment and the dismantling of the tower, and transportation of the equipment to the new sites; and
Whereas, the bid received by Whitewater Wireless, a local firm, in the amount of $34,666.87, was the lowest of the two bids; and Whereas, the monies for this work is previously budgeted, and will come out of the 911 (290) account;
Now Therefore Be it Resolved by the Wabasha County Board of Commissioners that: Staff is hereby authorized to enter into an agreement with Whitewater Wireless to remove the radio equipment at the Hammond Tower site, to transport said equipment to the Zumbro Falls or Bear Valley sites, and to remove and dismantle the radio tower at that site, located at 58997 County Road 6 in Wabasha County.

Resolution Number: 2009-149
Whereas, with the completion of the Criminal Justice Center the County will reorganize office space to more efficiently and effectively serve the Citizens of Wabasha County, and,
Whereas, Wabasha County will move its Public Health Department from its current location to the County Services Building and divest itself of the Public Health Property,
Whereas, Wabasha County is subject to all provisions of the Americans With Disabilities Act
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County proceed with planning, design and bidding to bring the Courthouse/Annex into compliance with the ADA, including installation of an elevator and/or lift and handicapped accessible restrooms in the Courthouse. Board Chair Windhorst would also like the cost broken down by lift, restrooms and elevators.
