Meeting of July 7, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 7, 2009 at 9:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they had attended. Administrator’s Update: Space Committee – two options Completing furniture for CJC Public forum comments: Andru Peters spoke about the Regional Rail Authority in Wabasha County.

Resolution No.: 2009-128
Whereas, Project C.P. 79-09-7060, furnish and apply traffic paint to roads in Wabasha County, with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to AAA Striping Service Company in the amount of $2,765.90.

A public hearing is set for August 4th at 9:15 am to discuss revisions to the Structure Setback Distance Ordinance.

Resolution No: 2009-129
Whereas, Deputy Auditor/Treasurer Kathy Jeffery has requested an unpaid leave of absence for seven weeks commencing June 23, 2009, and
Whereas, the County Auditor/Treasurer and County Administrator have reviewed the request and can attest that it falls within one of the permitted reasons for such request in the County personnel policy, and
Whereas, the County Auditor/Treasurer and County Administrator both recommend that the request be granted.
Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Deputy Auditor/Treasure Kathy Jeffery’s request for an unpaid leave of absence for seven weeks be authorized.

Whereas, the following applicants wish to have their County On Sale and Sunday Liquor License approved:

Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff. The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2009 to July 31, 2010.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes payment from the Feedlot II supplemental grant, and the Feedlot III low cost share fix 319 grant for Jim Filbeck in the amount of $6,500.00; Darrell Klein in the amount of $6402.00; and Paul Drenckhahn in the amount of $3036.00

Whereas, Public Health has had 2 resignations from on call Home Health Aides, and
Whereas, Public Health has no on call Home Health Aides left in their employment,
Whereas, Public Health on call employees do not receive any on call compensation, do not receive county benefits, and are only paid when they do actual Home Health Aide work,
Be It Resolved, that the Wabasha County Board of Commissioners hereby authorize the advertisement for and hiring of 2 on call Home Health Aides.

Resolution No.: 2009-133
Whereas, telephone and data networking equipment are necessary for county government operations, and
Whereas, the Wabasha County IT Department has researched the current and future communication needs of the Criminal Justice Center and the county as a whole,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County IT Department be authorized to 1) contract with Ideacom Mid-America to purchase and install a telephone system based on the Mitel 5000 platform for $34,734.79,
2) to purchase, from competitive vendors, equipment to provide wired and wireless network access throughout the Criminal Justice Center and connect the Criminal Justice Center to the rest of the County’s data network, not to exceed $65,000,
and Furthermore, the Wabasha County Board of Commissioners hereby authorizes the County Auditor/Treasurer to issue warrants for applicable sales tax.

Resolution No.: 2009-134
Whereas, Wabasha County currently operates its dispatch and jail management systems with an outdated computer system that is unsupported and inefficient; and Whereas, the Wabasha County Board previously authorized staff to solicit Requests for Proposals to replace the system, and CIS was chosen as the best proposal; and
Whereas, the Wabasha County Board authorized staff to negotiate on behalf of the County with CIS to develop a proposed contract, and staff has done so; and
Whereas, the CIS proposal provides Computer Aided Dispatch, Records Management System, Jail Management System, and Civil Processing System; and
Whereas, the proposal also includes the purchase of a Records Management Data Server for hardware requirements; and
Whereas, the initial installation cost for this system is four hundred fourteen thousand five hundred thirteen and no cents ($434,513.00); and
Whereas, the monies for this system will come out of previously budgeted funds from the Capital Improvement fund three ($333,513.00) and the 911 (290) account ($101,000.00); and
Whereas, there is an annual fee of $26,000, to be paid from 911, Jail, and Sheriff accounts; and
Whereas, the installation of this system will provide a significant upgrade to the level of service and efficiency provided by the emergency and law enforcement personnel;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to enter into the attached agreement with Computer Information Systems (CIS), Inc. for a Computer Records Management System License Agreement 357, and purchase of a Records Management Data Server for hardware requirements. Be it further resolved that funding of the contract will come from the Capital Improvements fund and 911 (920) account.

Resolution No.: 2009-135
Whereas, Wabasha County is obligated to provide radio communications county-wide for its law enforcement and emergency personnel; and
Whereas, in order to provide county-wide service, the County must place communications equipment in Zumbro Falls; and
Whereas, the Minnesota Department of Transportation (MnDOT) has a pre-existing communications tower in Zumbro Falls; and Whereas, MnDOT currently leases space on a County communications tower located in Lake City, Wabasha County; and
Whereas, MnDOT is willing to enter into a reciprocal agreement with the County to lease space on the MnDOT tower in Zumbro Falls; and Whereas, under the terms of the reciprocal agreement, the only cost to the County is for annual cost of utilities, set at $300 per year; and Whereas, these monies will come from the 911 (290) account;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to sign the Communications Facility use agreement for co-locating at Zumbro Falls site with the State of Minnesota Department of Transportation.
Be it further resolved that funding for this agreement will come from the 911 (920) account.

Resolution No.: 2009-116
Whereas, the County is in the process of completing construction of a new criminal justice center and;
Whereas, the dispatch center for Wabasha County must either be relocated to the Criminal Justice Center or the dispatch services be contracted out to another County and;
Whereas, Wabasha County has looked at the feasibility of combining dispatch operations with Winona, Olmsted and Goodhue Counties and;
Whereas, Wabasha County’s communications consultant, PSC, has reviewed the feasibility of combining dispatch operations with these three counties and recommended to the Wabasha County Board of Commissioners that Wabasha County continue with an independent dispatch operation.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County proceed with installation of the dispatch center at the Wabasha County Criminal Justice Center.
