Meeting of June 16, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 16, 2009 at 9:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they had attended.
Administrator’s Update: CJC tour tonight and tomorrow at 6:00 p.m. Meeting with Goodhue County Commissioners, 430 W 6 St., Law Enforcement Center training room.
Louis Hall came before the board with concerns about motorcycle noise at Whippoorwill Campground.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: June 2, 2009 Accept Donation of $2,000 from Casey Albert T. O’Neil Foundation to Restorative Justice

Resolution No.: 2009-118
Whereas, Project S.A.P. 079-623-005 - Traffic Barrier on CSAH No. 23, from 4,669 feet Southwest of CSAH 2 to 1,694 feet Southwest of CSAH 2 - with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to H & R Construction Company in the amount of $2,734.09.

Resolution Number: 2009-119
Whereas, The County Surveyor’s term ends January 31, 2009.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they reappoint David A. Johnson as County Surveyor for a four year term to end January 31, 2013.

Resolution Number: 2009-120
Whereas, Wabasha County shall appoint Dr. Daniel Pesch as Wabasha County Medical Examiner for the calendar year 2009 at a rate of $8,097.00 per year. Also, Dr. Thomas Peyla is appointed as Assistant Medical Examiner at a rate of $647.00 per year.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Dr. Daniel Pesch be appointed Wabasha County Medical Examiner and Dr. Thomas Peyla be appointed Assistant Medical Examiner at the above mentioned salary.

Whereas, the following applicants wish to have their County On Sale, Off Sale and Sunday Liquor License approved:

Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff, The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2009 to July 31, 2010.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Resolution Number: 2009-122
Whereas, most functions of the county government relies on a single IBM iSeries server, and
Whereas, that server is five years old and will be reaching the end of its effective life within the next two years, and
Whereas, IBM is currently offering discounts and favorable terms such that a replacement server on lease to own will realize a total savings of $3727 over the next 5 years in addition to the benefits of having a newer and faster server,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County IT Department be authorized to 1) purchase an IBM Power 520 Server model 8203-E4A from Nordic Systems, Inc. in the amount of $32,021, 2) to hire Nordic Systems, Inc. for installation and data migration services not to exceed $4,000, 3) to purchase a Twinax controller device from any competitive vendor not to exceed $2000,
And furthermore the Wabasha County Board of Commissioners hereby authorizes the County Auditor/Treasurer to issue warrants for applicable sales tax.
Be it further resolved that the Wabasha County Board of Commissioners hereby authorizes the County Administrator to enter into a 5 year lease agreement with IBM Credit for the purchase of the server.

Resolution Number: 2009-123
Whereas, the Wabasha County Criminal Justice Center construction project is nearing completion, and;
Whereas, the day rooms and other rooms of the jail must be provided with tables and chairs for inmate use that are of “correctional facility” quality to withstand hard use, and;
Whereas, the manufacturer has a sale at this time on the needed furniture that will allow the county to save $2,548.44 off the regular price of this furniture.
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to purchase the necessary furniture at a total cost of $11, 671.78, including shipping.
