Meeting of June 2, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 2, 2009 at 9:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they had attended.
There was no public comment during the public forum.
RIESTER - NORMAN
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: May 26, 2009

RIESTER - DWELLE
Resolution No.: 2009-114
Whereas, the Wabasha County Board of Commissioners has approved an appropriation in the amount of $500.00 in the 2009 Budget to be paid to the to the Southern Minnesota Tourism Association, and
Whereas, the Southern Minnesota Tourism Association is requesting this amount be paid to the organization.
Now, therefore, be it resolved, that the Wabasha County Board of Commissioners authorizes the payment of $500.00 to the Southern Minnesota Tourism Association.

DWELLE - HALL
Resolution No.: 2009-115
Whereas, the Planning Commission held a public hearing on May 26, 2009 and reviewed the Conditional Use Permit Application by Yvonne Bowen, 61383 County Road 86 Theilman, MN 55945. The request would be to transfer a residential density to a contiguous property in the A-1 (Agriculture Protection District) under common ownership as per Article 9, Section 5, Subd. 2. The Conditional Use involves the following property: THAT PART OF W1/2SW1/4 LYING ELY CSAH # 4 (55.40 AC) Parcel # 06.00050.00 Section 5, T109N R11W (Highland) & THAT PART OF NW1/4NW1/4 LYING ELY OF CSAH # 4 ROW (10.62 AC) Parcel # 06.00075.00 Section 8, T109N R11W (Highland)
Whereas, the Planning Commission approve the request 5-0 and recommends approval from the County Board with the following conditions. 1) That all building permit requirements be met as per state building code. 2) Environmental concerns on these parcels be mitigated as per Article 3, Section 2 (Nuisance Standards), Subd 7, (Exterior Storage). 3) And Section 11, no junk and/or salvage reclamation yard will be permitted.
Now therefore be it Resolved that the Wabasha County Board of Commissioners approves the Conditional Use request with listed conditions.

RIESTER - DWELLE
Resolution No.: 2009-116
Whereas, the County is in the process of completing construction of a new criminal justice center and;
Whereas, the dispatch center for Wabasha County must either be relocated to the Criminal Justice Center or the dispatch services be contracted out to another County and;
Whereas, Wabasha County has looked at the feasibility of combining dispatch operations with Winona, Olmsted and Goodhue Counties and;
Whereas, Wabasha County’s communications consultant, PSC, has reviewed the feasibility of combining dispatch operations with these three counties and recommended to the Wabasha County Board of Commissioners that Wabasha County continue with an independent dispatch operation.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County proceed with installation of the dispatch center at the Wabasha County Criminal Justice Center.

The commissioners will meet with Goodhue County again before a final decision is made.

HALL - NORMAN
Resolution No: 2009-117
Whereas, the Wabasha County Sheriff’s Office has been authorized to participate in the 2009 Federal Boating Safety Sub Grant; and
Whereas, the Sheriff’s Office has received the 2009 contract which needs to be approved and signed by the Sheriff, County Auditor or County Administrator and County Board Chairperson; and
Whereas, the Sheriff requests the approval and signing of the 2009 Minnesota Department of Natural Resources Federal Boating Safety Sub Grant by the County Administrator, Chairman of the County Board, and Sheriff.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2009 Minnesota Department of Natural Resources Federal Boating Safety Sub Grant is hereby approved and authorizes it’s signing by the County Administrator, Chairman of the County Board, and Sheriff.
