Meeting of June 21, 2011
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 21, 2011 at 4:00 p.m.
The meeting was called to order by Board Chairman Norman.
The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms
HALL - HARMS
Motion to approve the agenda. Closed session to be open at request of employee.
Commissioners reported on meetings they attended.
Public Forum: Maria Lamey, Jim Dahling, Tammy Loretz, Christine Dallmann, Jeanne Bilder, Lisa McNally in regard to employee discipline item; Marvin Howatt, flooding.

Motion to approve the consent agenda including the following:

WOBBE - HARMS
Resolution No: 2011-128
Whereas, a letter of resignation was tendered by Full-Time Jailer Robert Hebert, and;
Whereas, Mr. Hebert's resignation was effective June 20, 2011, and;
Whereas, the vacancy created by Mr. Hebert's resignation has left a void in the State Mandated number of jailers for the Wabasha County Jail.
Now Therefore be it Resolved the Wabasha County Board of Commissioners Hereby:
Accepts the letter of resignation of Full Time Jailer Robert Hebert.

Resolution No: 2011-129
Whereas, a vacancy for a Jailer position has been created;
Whereas, it is expected that this vacancy will be filled from an Eligibility List of applicants.
Whereas, the Wabasha County Sheriff is requesting authorization to hire a Jailer to fill this vacancy.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that:
The Wabasha County Sheriff's Office is hereby authorized to hire a Jailer to fill the current vacancy, effective immediately.
Resolution No.: 2011-130
Whereas, the State Legislature created the Council on local results and innovation and in February 2011 the Council released a preliminary set of 10 performance measures for Counties that will aid State and local elected officials in determining the efficacy of Counties in providing services and measure residences' opinions of those services, and;
Whereas, participation in the performance measurement program is voluntary, and;
Whereas, participating Counties in the program will receive $.14 per capita in Local Government Aid and be exempt from levy limits for taxes payable in 2012 if levy limits are in effect, and;
Whereas, it is recognized that the measures will not be finalized by the Council until February of 2012 and no sanctions have yet been identified for not meeting the as yet unknown performance measures.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County participate in the State's Performance Measurement Program with the acceptance of the above stated unknowns.

ROSCHEN - HALL
Whereas, the county seeks to improve operational reliability, and;
Whereas, HBC, Inc. operates a commercial internet access that is physically separated from our current state provided network connection, and;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to request internet access services from HBC, Inc.

Resolution No.: 2011-132
Whereas, the following applicant wishes to have his County On Sale and Sunday Liquor License approved:
Robert Nihart Reads Landing Brewing Company Pepin Township
Whereas, the application have been approved by the County Attorney and County Sheriff. Wabasha County Auditor/Treasurer has received certificate of insurance and the appropriate license fee. The liquor license will run from July 1, 2011 to July 31, 2011.
Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the renewal of County On Sales and Sunday Liquor License to the individual listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff. The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2011 to July 31, 2012.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Resolution No.: 2011-134
Whereas, the following applicant wishes to have their Minnesota Lawful Gambling – Premise Permit Application approved: Mazeppa Lions in Mazeppa Township, 40240 County Road 90, Mazeppa, at Ponderosa Bar & Grill, and
Whereas, the application is good for two years.
Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the Minnesota Lawful Gambling – Premise Permit Application for the Mazeppa Lions in Mazeppa Township, subject to the approval of the State of Minnesota Gambling Control Board.
ROSCHEN - HARMS
Resolution No.: 2011-135
Whereas, the present economic climate has County and City governments looking for all potential cost savings, and;
Whereas, Wabasha County is budgeted for limited step increases for 2011due to the refactoring of positions and new pay grids created in 2010 to enable Wabasha County to pass the State's pay equity requirement, and;
Whereas, the savings from freezing non-union position salaries would be unknown without knowing the length of the freeze.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that non-union salaries be frozen indefinitely with the recognition that years of service are not affected and that when the salary freeze is lifted, affected employees will move to the appropriate year and salary on their pay grid.
