Wabasha County Human Services Board
Meeting of April 27, 2010
The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., April 27, 2010 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place. The following members were present: Commissioners Dwelle, Hall, Norman, Riester, and Windhorst. Absent: None
DWELLE – WINDHORST
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

RIESTER – DWELLE
WHEREAS, the Minutes of the March 23, 2010 meeting have been presented for review and that no changes have been made to the Minutes;
BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

RIESTER – DWELLE
WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;
BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 3/23/10 through 4/26/10 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;
BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 3/23/10 through 4/26/10 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;
BE IT RESOLVED, that all personnel actions for 3/23/10 through 4/26/10 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 3/23/10 through 4/26/10 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;
BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.
WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;
BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

RIESTER – WINDHORST
Whereas, Wabasha County has established a fee for out-of-home placement of a child in accordance with set policy, and
Whereas, the County Social Services received a request to reduce the fee by the family, and
Whereas, Ms. Jennifer Dregney appeared to this Board to request a reduced fee; and
Whereas, the Collections Officer has met with the family to review the financial information and made a recommendation to the Director; and
Whereas, the Director of Social Services recommends approval of the revised fee as suggested by staff and agreed upon by the client;
Now therefore be it resolved by the Wabasha County Human Services Board to accept the staff recommendation to reduce the assessed fee ($27,679.36) to $1,324.86. The lower amount reflects an accurate determination had all financial information from the family been received timely. Ms. Dregney will continue to work with the Collections Officer by making regular payments on the amount due Wabasha County.

WINDHORST – DWELLE
Whereas, Wabasha County Human Services Board has participated in the regional CREST initiative since 1995 for the purpose of providing mental health services, and
Whereas, participating counties adopted the CREST compact council operating procedures and by-laws in July, 2004; and
Whereas, the integration of Rule 12 State Operated Services financial resources into CREST allows for maximum flexibility in using the resources in a manner that best suits Wabasha County clients and our regional needs; and
Whereas, the mutual promises and consideration contained in this agreement are consistent with Minnesota Statute 471.59; and
Whereas, the Director of Social Services recommends the approval of this agreement;
Now therefore be it resolved, the Wabasha County Board of Human Services hereby approves the Cooperative Agreement for the CREST Initiative. This agreement anticipates approximately $3.5 million in resources to be available regionally, with about $118,600 to Wabasha County residents.

RIESTER – DWELLE
Whereas, the Department of Social Services recognizes May as Nation Foster Care Month; and
Whereas, the Human Services Board has offered a recognition to the foster parents (and their families) for their important role in the lives of children and adults who reside in foster care; and
Whereas; Social Services staff have recommended the County purchase gift cards to recognize the excellent services provided by our foster families; and
Whereas, the Director and Social Services Supervisor recommend the expenditure of these funds;
Now therefore be it resolved, the Wabasha County Board of Human Services hereby approves the purchase of gift cards to be given to the current foster care providers in Wabasha County. The Department has been authorized to purchase $30.00 in gift cards for each licensed home (non-corporate). The Human Services Board members offer their heartfelt thank you for the services provided to our County residents by this group.

DWELLE – WINDHORST
Whereas, Wabasha County Social Services has received notice from the Minnesota Department of Human Services that an audit has been completed in the State, looking at the area of targeted case management services in 2003 and 2004, and
Whereas, Wabasha County Social Services did not have any specific cases pulled for this audit, and has been assigned a county share of funds that are required to be reimbursed , and
Whereas, the State Director association has been consulted and agrees to not request another review of the case files; and
Whereas, the Director of Social Services recommends acceptance to reimburse the determined amount and requests the Human Services Board to accept repayment of the funds (50% in each of the upcoming calendar years);
Now therefore be it resolved by the Wabasha County Human Services Board accepts the recommendation of Department staff to reimburse the State of Minnesota $7,705. This amount will be paid in installments of 50% of the total in February 2011 and 2012, as agreed upon by the State.

HALL – DWELLE
Whereas, Wabasha County is required to put forward a swimming pool ordinance as part of the delegation of authority to the County, and
Whereas, the Public Health Services has developed a proposed ordinance for discussion and review by the Human Services Board, and
Whereas, the next step is to set a public hearing on this ordinance for the purpose of gathering additional public input;
Now therefore be it resolved by the Wabasha County Human Services Board to set June 1, 2010 as the public hearing date for the swimming pool ordinance. This public hearing will take place at the 1st meeting in June of the County Board of Commissioners.

DWELLE – HALL
Whereas, Wabasha County Public Health Services has reviewed and is recommending an update to the Youth Camp Ordinance, and
Whereas, the PHS staff and Board members have recommended a change in Section 9.03, to lower the maximum water temperature from 130 degrees, to 120 degrees; and
Whereas, the Director of Public Health Services recommends moving forward with a public hearing to gain final input to this revised ordinance;
Now therefore be it resolved by the Wabasha County Human Services Board to set June 1, 2010 as the date to hold a public hearing for the purpose of gathering final input from the general public to the ordinance. Board members request a change in Section 9.03 to reflect a lower temperature of 120 degrees, and also approve the draft upon final review by the County Attorney’s Office.

DISCUSSION and INFORMATIONAL ITEMS

Introduction of New Hire in Social Services
Introduction of Tina Wallerich, Case Aide, who began employment with the County on April 6, 2010.
Environmental Health Services Report
Susie West was not available for today’s meeting. During the past month she has been busy updating the ordinances (mentioned above) and also working on school compliance issues.
Darrin Thompson has been working 2 to 3 days per week on the straight pipe inventory of Lake Zumbro. Approximately 25 sites have are yet to be completed.
County Employee Survey Presentation
Lisa McNally, Amy Judy and Tim Hunter presented results from the recently completed employee satisfaction survey. The survey had an 87% response rate and was designed to solicit responses in the following 6 areas: climate & working conditions, communication, meaningful work, support & relationships, stress & burnout, and county activities/events.
The purpose of the survey is to identify areas in need of improvement, make recommendations through the Labor Management Committee, and then act on suggestions to improve the working conditions for County employees. The survey results have been presented to the Labor Management Committee and now to the Board members.
The survey results are available to the county employees through electronic means.
Social Services Quarterly Budget Report
Nicki Moline provided an update on Social Services budget for the 1st quarter of 2010, with comparisons to 1st Q and 4th Q of 2009. Overall, the welfare fund has revenues of about 19% of anticipated budget and expenses of about 24% of budget. There are no significant issues to watch at this point of the year. Transportation Contracting Smith & McNally shared information on the issues of client access to medical services. Recent interpretations by DHS staff have complicated the delivery of services, and have an impact on the amount of time/effort needed by staff to process requests for medical transportation. There is a regional effort to develop a transportation contract. Also, counties are now required to develop individual provider contracts.
PHS/SS Miscellaneous
Barton shared positive comments on the SHIP grant, underway with multiple counties in SE Minnesota.
Smith and Barton also provided an update on the Family Services Collaborative. Sarah Farkas, Coordinator, has resigned. Her duties are going to be covered by PHS staff, with reimbursement for their time. Maintaining the time study and providing training this Fall are high on our priority list.

Being no further business to come before the Board, motion was made and duly carried at 10:54 a.m. to recess this meeting until 9:00 a.m. on May 25, 2010.
