Meeting of February 2, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, February 2, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update - CJC railing replacement – week of February 8 or 15 at no cost to the county. There was no public comment during the public forum.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: January 26, 2010

The meeting began with Social Services acknowledging Sandy Sanderson for 23 ½ years with Wabasha County. Sandy will be retiring on Friday, February 5th. She received a plaque for her services.

Whereas, the request for bids for the Furnish and Apply Traffic Paint Project needs to be published.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the Furnish and Apply Traffic Paint Project – C.P. 79-10-7070.

Whereas, the request for bids for the Furnish and Apply Chloride Solution Project needs to be published.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the Furnish and Apply Chloride Solution Project – C.P. 79-10-7080.

Resolution No.: 2010-028
Whereas, the Wabasha County Highway Department finds it beneficial for the County to purchase Crack Sealing Material.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to purchase Specification 3723, Hot Poured, Elastic Type from Deery American Corp. at $0.398 per pound plus sales tax.

Resolution No.: 2010-029
Whereas, the Lake Zumbro Improvement Association has proposed establishing a Lake Improvement District, that would include all improved properties with deeded access to Lake Zumbro.
Whereas, the purpose of the Lake Improvement District would be to raise local matching funds for a state bonding request, enabling the proposed dredging project on Lake Zumbro.
Now, Therefore be it Resolved by the Wabasha County Board of Commissioners does hereby adopt this resolution, this 2nd day of February, 2010.

Resolution No.: 2010-030
Whereas, Wabasha County installed chain link fencing as a safety measure on the Grant Boulevard bridge, and;
Whereas, the City of Wabasha is requesting that the fencing be removed in order to allow fishing from the bridge, and;
Whereas, the City has provided the County with a Hold Harmless Agreement that has been reviewed by the County Attorney.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the aforementioned fencing be removed at City expense and that the Board accept the City’s Hold Harmless Agreement.

Resolution No.: 2010-031
Whereas, Wabasha County desires to purchase 800mhz portable jail radios; and
Whereas, Whitewater Wireless Inc. provided a bid thru state contract pricing; and
Whereas, the cost incurred in this purchase is $19,482.09; and
Whereas, the monies for this upgrade will come out of the opening jail budget;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to purchase said portable radios from Whitewater Wireless, Inc, at the cost of $19,482.09.
Be it further resolved that funding of the upgrade will come from the jail opening budget account.

Resolution No: 2010-032
Whereas, originally Resolution 2009-154 was passed on August 18, 2009 authorizing the hiring of 15 Jailer positions, and;
Whereas, since the hiring of these positions, there have been two (2) vacancies created. Therefore, this left a total of 13 Jailers. Whereas, one vacancy was temporarily filled by a Deputy Sheriff scheduled to be layed off.
Whereas, Resolution 2010-021 was then passed on January 19, 2010 which gave authorization to fill this same vacant Jailer position due to the Deputy training as a Jailer temporarily returning to the road shift to fill in for an injured Deputy. This still left a total of 2 vacant Jailer positions.
Whereas, it is expected that one of the vacancies will be filled once the injured Deputy is returned to work. The second vacancy will be filled from the pool of prior applicants.
Whereas, at the January 26, 2010 County Board meeting, it was suggested by the County Board that an additional Jailer position be hired bringing the total number of Jailer positions to 16.
Whereas, the Wabasha County Sheriff is requesting authorization to hire one additional Jailer which will bring the total number of Jailer positions to 16.
Whereas, the Wabasha County Sheriff is also requesting that this 16th Jailer position remain open for an undetermined period of time due to the 2nd Deputy Sheriff scheduled to be layed off after the opening of the new jail would fill this position if he does not find other employment in the meantime.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is hereby authorized to hire one additional Jailer, bringing the total Jailer positions to 16, effective immediately.
Now Therefore be it further Resolved by the Wabasha County Board of Commissioners that: it is also authorized that this additional Jailer position remains open for an undetermined period of time.

* It was the consensus of the Board to keep 16 jailers through 2010.

Rodney Bartsh, Sheriff, came before the Board to inform them about the Regional PSAP Consolidation Grant. It was the consensus of the Board to allow Wabasha County to participate in this grant. Commissioner Dwelle volunteered to attend the meeting on February 22nd. Commissioner Windhorst also stated that he was available if Commissioner Dwelle could not make the meeting.
