Meeting of June 17, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 17, 2008 at 9:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.
SPRINGER – McNALLAN
Motion to approve the agenda.
Adopted Unanimously
Commissioners reported on meetings they had attended. Gene McNallan attended a Zumbro Watershed meeting; and Pete Riester attended a CJC jail meeting. There was no public comment during the public forum.

Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of Veteran Service Office Clerical Assistant, and
Whereas, the Wabasha County Administrator & the Veteran Service Director have interviewed and selected _____________as the successful applicant,
Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring ___________to the full time position of Veteran Service Office Clerical assistant at Step ___ of the 2007 scale, ( $ annually). Start date for this position will be________________

Whereas, Dunn Blacktop Company, Division of Mathy Construction Company, had the lowest bid for Project S.A.P. 079-659-007.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Dunn Blacktop Company on Contract No. 08009 for Project S.A.P. 079-659-007 – Bituminous Reclamation, Bituminous Surfacing, and Concrete Curb and Gutter on CSAH No. 59, beginning at the Junction of TH 61 and CSAH 59, ending at the Junction of TH 60 and CSAH 59 – in the amount of $588,759.82 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Dunn Blacktop Company for this work.

DWELLE - SPRINGER
Resolution No.: 2008-151
Whereas, in accordance with Minnesota Statute 400.01 Wabasha County is given the responsibility to conduct solid waste management programs; and
Whereas, in accordance with the Wabasha County Solid Waste Ordinance, solid waste haulers must be licensed to operate within Wabasha County; and
Whereas, Solid Waste Haulers Licenses must be granted by the Wabasha County Board of Commissioners; and
Whereas, the Wabasha County Solid Waste Officer has collected applications, the required support information and fees required by the County Solid Waste Ordinance from local solid waste haulers who wish to be licensed.
Now, therefore, be it resolved that the Wabasha County Board of Commissioners hereby approves the following solid waste haulers license for one year beginning February 1, 2008 and ending January 31, 2009. Solid Waste Hauler Type of License St. Felix School Recycling Only
Adopted Unanimously with an amendment to waive the $75 fee to St. Felix School and issue them a refund.

Resolution No: 2008-152
Whereas, the following have applied to have their 3.2 Beer licenses renewed, and On-Sale Dale T. Preble Mazeppa Area Jaycees West Albany Township On-Sale and Off-Sale Steven J. Schwen Oak Center General Store Gillford Township Roy Eggenberger Roy’s Tavern West Albany Township
Whereas, the applicants have been approved by the County Attorney, County Sheriff and their respective Town Boards and have paid the required license fee. License period will run from July 1, 2008 to June 30, 2009.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the renewal of On-Sale and Off-Sale 3.2 Beer licenses as listed above.

Resolution No.: 2008-153
Whereas, the following applicants wish to have their County On Sale and Sunday Liquor License approved: On Sale & Sunday Liquor Dave Schmidt Lake Pepin Golf Course Pepin Township Ken Roschen Piper Hills Golf Course Plainview Township Randy Rouhoff Mac’s Park Place Mazeppa Township Kevin Kautz Zumbro Falls Golf Zumbro Township On Sale, Off Sale & Sunday Liquor Mark Jensen B J’s Bar & Grill Highland Township
Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff. Wabasha County Auditor/Treasurer has received certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2008 to July 31, 2009.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Whereas, the Wabasha County Auditor/Treasurer’s Office will have a vacancy in the full-time position of Accounts Payable, Deputy Auditor/Treasurer, and
Whereas, the County Administrator recommends the advertising of the vacancy in order to solicit applications to fill the position.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer is authorized to advertise the vacant position of Accounts Payable, Deputy Auditor/Treasurer.

McNALLAN - WINDHORST
Resolution No.2008-154
Whereas, the Wabasha County Board has authorized the County Auditor Treasurer to advertise a vacancy for the position of Accounts Payable, Deputy Auditor/Treasurer and
Whereas, the Wabasha County Auditor/Treasurer & the Finance Director have interviewed and selected Frances Warren as the successful applicant,
Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring Frances Warren to the full time position of Accounts Payable, Deputy Auditor/Treasurer at Step 1 of the 2007 scale, ($13.51/hour). Start date for this position will be discussed with her current department head.

Resolution Approving Agreement with Zumbro Falls Golf Course to Upgrade Septic System
Whereas Kevin Kautz, the Owner of Zumbro Falls Golf Course has proposed expanding his facility to include a full restaurant and bar, and
Whereas the Public Health Department has valid public health concerns regarding the increased patronage and resulting increased need for septic system capacity,
Now, Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County, acting through its Public Health Department, is hereby authorized to enter into an agreement with the Owner regarding the requirements for obtaining a food and beverage license.
DWELLE - SPRINGER
Resolution No.: 2008-156
Whereas, Wabasha County has applied for and received grant funding to aid in the cost of creating a multi-jurisdictional, all-hazard mitigation plan, and
Whereas, Wabasha County previously approved Yaggy Colby Associates to create the all-hazard mitigation plan, and
Now, Therefore, be it Resolved that the County of Wabasha, Minnesota, enter into an Agreement with Yaggy Colby Associates for creation of the Wabasha County All-Hazard Mitigation Plan.

Resolution No.: 2008-157
Whereas, Wabasha County Emergency Management develops and maintains a County-wide All-Hazard Emergency Operations Plan (EOP) that must contain at least 19 SARA Title III items listed in the Local Emergency Operations Plan Crosswalk;
Whereas, said EOP is updated and reviewed yearly by a 4-year cycle EOP review process developed by Minnesota Homeland Security and Emergency Management;
Be It Resolved, that the Wabasha County Board of Commissioners hereby approves the 2008 Wabasha County-wide All-Hazard Emergency Operations Plan (EOP) with its revisions and updates by signing the EOP Certification of Plan Approval page.

Resolution Number: 2008-158
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve $500 to fund the County’s share of start-up costs of its Regional Radio Board. Adopted Unanimously Meeting Recessed from 9:25 until 9:45. Resolution 2008-129 was moved to the next Board meeting. Resolution Number: 2008-129
Whereas, Construction Analysis & Management Incorporated solicited and received proposals for the landscaping portions of the Wabasha County Criminal Justice Center Project, specifically, Seeding & Erosion Control, Screening Trees & Watering.
Whereas, each of the three categories were quoted separately and North Suburban Landscaping provided the lowest quote for each of the three categories.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they award North Suburban Landscaping the Seeding & Erosion Control, Screening Trees & Watering portion of the Criminal Justice Center Project. The plan is to seed the last half of August.
WINDHORST - DWELLE
Land Lease Agreement with Larry Mischke. Authorize appraising property and easement for future use/reference. Adopted Unanimously County Attorney Jim Nordstrom gave the Board an update on the Plainview Prosecution Contract. He is pleased with the arrangements thus far and says his office is handling the workload well. He gave the board statistics on County Attorney and Assistant County Attorney pay throughout the State, since the pay to our Attorneys is much lower than most in the State, Attorney Nordstrom is asking that the $1,500 per month received from the City of Plainview be split amongst the three County Attorney’s at $400 per attorney and the $300 left over go into the County Attorney budget. This will come before the Board on July 1st, 2008.
