HUMAN SERVICES MEETING – TUESDAY – August 26, 2008 The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., August 26, 2008 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place. The following members were present: Commissioners Dwelle, McNallan, Riester, and Windhorst. Absent: Springer

MCNALLAN – DWELLE
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with one deletion: Item 5.E. South Country Health Alliance Capital Call

WHEREAS, the Minutes of the July 22, 2008 meetings have been presented for review and that no changes have been made to the Minutes;
BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

DWELLE – MCNALLAN
WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;
BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 7/22/08 through 8/25/08 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;
BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 7/22/08 through 8/25/08 are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;
BE IT RESOLVED, that all personnel actions for 7/22/08 through 8/25/08 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.
WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 7/22/08 through 8/25/08 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;
BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.
WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;
BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

MCNALLAN – DWELLE
Whereas, the Department of Social Services has completed preliminary budget estimations for calendar year 2009; and
Whereas, the proposed Social Services budget has been discussed with the County Budget Committee; and
Whereas, the proposed Social Services budget is anticipated to meet the budgetary needs for calendar year 2009; Now therefore be it resolved, the Wabasha County Human Services Board approves the 2009 budget for the Department of Social Services with anticipated expenditures of $4,218,091 and revenue in the amount of $4,218,091. The total levy request to support this budget is $1,924,342. The approved 2009 budget will now be forwarded to the County Board for consideration.

DWELLE – MCNALLAN
Whereas, the Wabasha County Human Services Board is the host for group residential housing (GRH) agreements to providers with facilities within Wabasha County; and
Whereas, the State of Minnesota has approved a rate of $776.00 for GRH facilities and host counties therefore need to establish agreements with the providers to meet the needs of our residents; and
Whereas, the Director of Social Services recommends approval of these contracts; Now, therefore be it resolved the Wabasha County Human Services Board approves a new group residential housing agreement, effective July 1, 2008 through June 30, 2009. The monthly rate is $776.00. Providers include: Anna & Norman Hager; Cheri & Ken Chaney; and Fifth Street Elder Care.

MCNALLAN – DWELLE
Whereas, the Wabasha County Human Services Board wishes to contract with the Hiawatha Valley Education District to provide a day treatment program to eligible students of Wabasha County; and
Whereas, the Hiawatha Valley Education District will contract with the Hiawatha Valley Mental Health Center for the mental health component of the day treatment program; and
Whereas, the residents of Wabasha County have been served well by this contract for many years; and
Whereas, the Director of Social Services recommends approval of this contract; Now, therefore be it resolved the Wabasha County Human Services Board approves the day treatment contract between the Hiawatha Valley Education District and Wabasha County. The maximum expense to the County is $138,780.80 for the 2009-2010 school year, representing no increase from the previous year. This contract expires on June 30, 2010.

NO ACTION TAKEN
Discussion on the continuation of the Homemaker Program within PHS, and if this service should be continued. Formal resolution will be developed and brought forward to the County Board for action September 2, 2008.
DISCUSSION and INFORMATIONAL ITEMS
Environmental Health Services Report
Barton provided a short update on services provided by Darrin Thompson and Susie West. There is a meeting at Olmsted County on September 4th to continue reviewing an agreement on Lake Zumbro. Staff has also been working with the owners at Mac’s Campground.
Adult Services Annual Report
Marci Hitz and staff presented information on adult services in the areas of mental health, chemical dependency adult protection, CADI waiver and senior care through South Country Health Alliance. Discussion included trends and observations seen in the past year. Staff assisted in answering questions raised by the Board members.
Minnesota Child Support Strategic Plan
Lisa Schuth-Stuhr will be working to develop a Wabasha County strategic plan to meet the requirements of the State. Focus has been determined to be Goal #2: “Be effective, maximize overall performance and outcomes.” Lisa will be attending a regional meeting in late-September to learn more detail of this planning process.
South Country Health Alliance
Barton & Smith shared recent activity of SCHA and DHS in the re-procurement process. The Minnesota Dept. of Commerce is soon expected to make a decision whether SCHA will continue to exist. In the meantime, DHS is proceeding with a Request for Proposal (RFP) to be published in the State Register, requesting managed care organizations to bid on providing health care coverage for our clients.
Smith shared a probable time-line for the RFP process. Board members agreed with a recommendation to submit materials for the RFP in an effort to best serve county residents. The RFP could be withdrawn from the State Register if the Dept. of Commerce has a favorable ruling on the financial viability of SCHA. There will be a considerable amount of time needed from Barton & Smith in developing a written response to DHS. In addition, there will be more time needed to review any/all managed care organization plans as they respond to DHS.
PHS & SS Miscellaneous
Barton raised a question of continuation of services and budgeting for tuberculosis follow-up. In the past year there has been a significant increase in the number of referrals to Public Health for chest x-rays when someone has a positive result to a Mantoux test. A chest x-ray is this next step to confirm the tuberculosis diagnosis, at a cost of $300-$400 per x-ray. Board members agreed the chest x-rays should be continued and cost included in the 2009 budget. Smith requested input on a request for funding to the Wabasha County Drug Court to assist with a budget shortfall in this program for 2009. Social Services had assisted in past years with a transfer of $6,200. Most recently, this transfer took place in 2007. Smith recommended that if the County decides to financially support the Drug Court, Social Services funding is appropriate. Smith and McNally commented on a newspaper article that should appear in this week’s local newspapers. The article provides further detail for Wabasha County residents regarding Food Stamp fraud. It clarifies some comments and concerns raised by State Representative Drazkowski in a previous column published.
