Meeting of February 15, 2011
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, February 15, 2011 at 9:00 a.m. The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms
HARMS - HALL
Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: February 22, Township meeting, 7:30 p.m., Millville February 25, Jail meeting, Goodhue County Law Enforcement Center, 9:30 a.m., Red Wing March 1, Review new website There was no comment during the public forum.
ROSCHEN - WOBBE
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: February 1, 2011 Accept Donation of $100 from Beverly Poncelet to the Youthlink Mentorship Program

Resolution No.: 2011- 032
Whereas, the County’s Finance Policy requires the advertisement for bids for the Furnish and Apply Chloride Solution Project.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the Furnish and Apply Chloride Solution Project – CP 79-11-8000.

HALL - HARMS
Resolution No.: 2011-033
Whereas, the Wabasha County Highway Department finds it beneficial for the County to purchase Crack Sealing Material.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to purchase Specification 3723, Hot Poured, Elastic Type from Crafco Inc. at $0.398 per pound plus sales tax.

ROSCHEN - HALL
Resolution No.: 2011-034
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department shall use the “Application to Use County Highway Right-of-Way for Special Events”.
Be it further resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer is authorized to approve or deny such applications, make revisions to the application, and/or require additional conditions as deemed necessary.

HARMS – WOBBE
Resolution No: 2011-035
Whereas, the Wabasha County Sheriff’s Office is requesting to purchase two (2) 2011 Ford Crown Victoria’s at a cost of $44,500.00; and
Whereas, the money for the purchase of these vehicles will come out of the Safe Driving Class fund.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase two (2) 2011 Ford Crown Victoria’s locally from Tom Heffernan Ford-Mercury at a cost not to exceed $44,500.00.
Be it Further Resolved by the Wabasha County Board of Commissioners that funding of the purchase for the 2011 Ford Crown Victoria’s will come out of the Safe Driving Class fund.

Resolution No.: 2011-036
Whereas, the Wabasha County Board of Commissioners has determined that it is in the best interest of the County and those we serve that the County undertake the Strategic Planning Process to map our future, and;
Whereas, the foundation Strategic Planning are the organization’s Core Values, Mission and Vision Statement, and;
Whereas, the Board of Commissioners, with input from County Department Heads, have agreed upon Core Values, a Mission Statement and a Vision Statement.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the following Core Values, Mission Statement and Vision Statement be adopted for Wabasha County.
Core Values Fiscal Responsibility - provide effective, efficient, responsible stewardship of public funds and resources.
Integrity - open and honest in all our transactions and communications.
Commitment to Serve - responsive, quality service, delivered with timeliness, courtesy and equality.
Respect - practice recognition of differences, good manners and consideration of others.
Accountability - take responsiblity for our actions which impact the lives of others.
Appreciation - recognize and value employees as our greatest asset in providing services.
Mission Statement Wabasha County's mission is to provide the highest quality services in a fiscally responsible manner to promote the health, safety and well-being of those we serve.
Vision Statement We will be a leader in fiscal stewardship, efficiency, effectiveness, and service. We will lead through innovation, creativity, teamwork, collaboration and positive attitude to make Wabasha County an example of outstanding local government. We will conserve the human, natural, cultural and economic resources for current and future generations, while fostering a business-friendly environment.
