Meeting of March 1, 2011 
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 1, 2011 at 11:00 a.m. The meeting was called to order by Board Chairman Norman. The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

Commissioners reported on meetings they attended. Administrator’s Update: Mediation Thursday, March 3, 9:30 a.m. Jailer/Dispatch FEMA $350K reimbursement for Solid Waste There was no comment during the public forum.

Resolution No.: 2011- 047
Whereas, the Minnesota Housing Finance Agency, State of Minnesota, has been authorized to undertake a program to provide funds for Family Homeless Prevention & Assistance Projects; and,
Whereas, the Southeastern Minnesota Housing Network, working through: 1) Olmsted Community Action, 2) Semcac, 3) Three Rivers Community Action and Y-Link, has developed a renewal application for the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program; and
Whereas, the Southeastern Minnesota Housing Network through Olmsted Community Action, Semcac, Three Rivers Community Action, and Y-Link has demonstrated the ability to perform the required activities of the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program;
Now, Therefore, be it resolved that the Southeastern Minnesota Housing Network is hereby authorized as an entity to be charged with the administration of funds made available through the Minnesota Housing Finance Agency Family Homeless Prevention & Assistance Program in the county of Wabasha in Minnesota.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to purchase one Case 850L WT Crawler Dozer from St. Joseph Equipment in the amount of $77,505 considering the trade-in value of Unit 012.
Be it further resolved that the Wabasha County Board of Commissioners hereby declares Unit 012 – Case 850H Dozer as Excess Equipment and authorizes the County Engineer to dispose as a trade-in allowance with St. Joseph Equipment.

Resolution No: 2011-049
Whereas, the Wabasha County Sheriff’s Office has been a member of the Southeastern Minnesota Drug Task Force for approximately 20 years; and,
Whereas, the current Joint Powers Agreement needed to be modified due to forfeiture issues that arose from the Metro Gang Strike Force in 2010; and,
Whereas, the Sheriff’s Office has received the modified Joint Powers Agreement between the South East Minnesota Narcotics and Gang Task Force (SEMNGTF) and the Wabasha County Sheriff’s Office which needs to be approved and signed by the Sheriff and County Board Chairperson; and,
Whereas, the Sheriff requests the approval and signing of the Joint Powers Agreement between the South East Minnesota Narcotics and Gang Task Force (SEMNGTF) and the Wabasha County Sheriff’s Office by the Chairman of the County Board.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Joint Powers Agreement between the South East Minnesota Narcotics and Gang Task Force (SEMNGTF) and the Wabasha County Sheriff’s Office is hereby approved and authorizes it’s signing by the Sheriff and Chairman of the County Board.

Resolution No.: 2011-050
Whereas, Wabasha County is preparing to demolish the old jail and sheriff’s office, and;
Whereas, Wabasha County must perform asbestos abatement on this structure prior to demolition, and;
Whereas, asbestos was also found in the attached maintenance garage which will not be demolished, and;
Whereas, it is in the best interest of the County to remove the asbestos from the garage at the time the other asbestos is abated, and;
Whereas, the cost estimates ranged from $4,250 to $19,000.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Administrator is authorized to proceed with the asbestos abatement project at the lowest estimated cost, not to exceed $4,250 with A&F Consulting Group, Inc.
