Wabasha County Board of Commissioners Meeting of August 2, 2011
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 2, 2011 at 9:00 a.m.
The meeting was called to order by Board Chairman Norman.

HARMS - WOBBE Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: July 26, 2011 Adopted Unanimously HALL - HARMS Resolution No. 2011-154 Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment from the Feedlot V Low Cost Share Fix 319 Grant for Jack Stamschror in the amount of $3,000.00 Adopted Unanimously ROSCHEN - HARMS Resolution No: 2011-155 Whereas, a letter of resignation was tendered by Full-Time Dispatcher Christopher McGuire, and; Whereas, Mr. McGuire's resignation is effective August 21st 2011, and; Whereas, the vacancy created by Mr. McGuire's resignation will be filled by Fulltime Dispatcher Faye Brown. Dispatcher Faye Brown's position will not be filled at this time. Now Therefore be it Resolved the Wabasha County Board of Commissioners Hereby: Accepts the letter of resignation of Full Time Dispatcher Christopher McGuire effective August 21st 2011. Adopted Unanimously ROSCHEN – HARMS Resolution No.: 2011-156 Whereas, the Planning Commission held a public hearing on July 25, 2011 and reviewed the Conditional Use Permit Application by STACY A & JULIE M MILLER, 20984 575TH ST, PLAINVIEW MN 55964. The purpose of the hearing was to authorize a Non-Commercial Wind Turbine, in accordance with Article 9, Section 3, Subd. 14 of the Wabasha County Zoning Ordinance. The request involves the following described property: Parcel # 06.00231.00 W1/2SW1/4 Section 25 Twp 109 R 011 (Highland Township) Whereas, the Planning Commission approved the request 5-0 and recommends approval from the County Board with the following conditions: ? The purpose of the hearing was to authorize a Non-Commercial Wind Turbine, in accordance with Article 9, Section 3, Subd. 14 of the Wabasha County Zoning Ordinance. The request involves the following described property: Parcel # 06.00109.00 S1/2 NW1/4 & N of County Highway 14 NW1/4 SW1/4 & in E1/2 SW1/4 Section 11, T109N R11W (Highland Township) Whereas, the Planning Commission approved the request 5-0 and recommends approval from the County Board with the following conditions: • Signed copy of the Power Purchase Agreement or documentation that the power will be utilized on-site. Adopted Unanimously ROSCHEN - HALL Resolution No.: 2011-153 Whereas, the Wabasha County Zoning Ordinance was adopted in 2001. Whereas, much has changed in the demand, technology, and information surrounding the development of mining operations. Whereas, our present ordinance is outdated and does not address today's concerns and protection of the citizens and resources of Wabasha County. Now therefore be it resolved by the Wabasha County Board of Commissioners place a moratorium on any new mining operations for one year or until the review of our existing ordinance is completed.
