Meeting of August 23, 2011

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 23, 2011 at 11:00 a.m.

 

The meeting was called to order by Board Chairman Norman.

 

The following Commissioners were present: Norman, Hall, Roschen, Wobbe, Harms

Resolution No.: 2011-175

Whereas, the County has the choice of the level and quality of service to be provided to our citizens, and;

Whereas, we are currently providing a high level of service to our County veteran's through the Veteran's Service office and this level and quality of service would be reduced by eliminating any positions in this department.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Board resolves to keep the staffing of the Veteran's Service Office with its three current positions: Veteran's Service Officer, Assistant Veteran Service Officer and clerical position.

Resolution No.: 2011-176

Whereas, during the demolition of the Old Wabasha County Jail/Sheriff's office, unforeseen circumstances occurred which necessitate additional demolition, debris disposal and fill sand, and;

Whereas, the County is able to provide fill sand at no purchase cost to the contractor or the County which will offset the majority of a requested change order of $6,395.09, and;

Whereas, this arrangement is advantageous to the contractor and the County.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to broker the best possible price reduction from the original requested $6,395.09 change order with the aim of having an end cost of no more than $1,500.

Resolution No: 2011-177

Whereas, it is necessary for Wabasha County Board to upgrade the Qwest/Positron 911 Hardware to meet specifications of Software Evergreen Upgrade to 3.0.; and

Whereas, the cost of required 911 hardware upgrade bid is $5,904.00; and

Whereas, funds originally budgeted for E911 map books in the amount of $5,000 will be used for the upgrade.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners to have Qwest proceed with Maintenance Evergreen Software and required upgrade of 911 hardware to meet software specifications.

Resolution No.: 2011-178

Whereas, Project CP 79-11-8020 – Furnish and Apply Traffic Paint with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Traffic Marking Service in the amount of $3215.52.

Resolution No.: 2011-179

Whereas, Project SAP 079-604-045 – Grading and Aggregate Base on CSAH 4 from 780' south of TH 60 to 695th Street with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Schumacher Excavating Inc in the amount of $7082.16.

Resolution No.: 2011-180

Whereas, the county relies on wireless networking in several departments and buildings, and;

Whereas, the county is currently using a HP MSM760 Wireless controller that can be upgraded to provide additional wireless network capabilities,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the IT director be authorized to purchase a MSM760 license upgrade for $3778.46.

Resolution No.: 2011-181

Whereas, the county is a participant in the State/County Collaboration Program, and;

Whereas, SCCP enables collaboration and cost sharing between local government and state agencies, and;

Whereas, this telecommunications collaboration is for wide area data and video network connectivity, and;

Whereas, the State of Minnesota Office of Enterprise Technology has submitted a new Partner Agreement regarding our participation in the Collaboration Program;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to sign and execute the new Partner Agreement.

Resolution No.: 2011-183

Whereas, some grants available to Wabasha County can come with strings attached, meaning a County match or the use of County funds once the grant funds run out, and;

Whereas, it is fiscally prudent for the Board to have this information up front and approve the grant application prior to the application being submitted with full knowledge of the potential consequences of receiving the grant, and;

Whereas, it is equally prudent for the Board to approve the actual acceptance of each grant.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the attached grant policy be adopted and implemented.

Resolution No. 2011-182

Whereas, Wabasha County must enter into a contract with the Minnesota Department of Natural Resources for the property acquisition program for properties affected by the September 2010 floods; and

Now, Therefore Be It Resolved that the Wabasha County Board of Commissioners authorizes the Wabasha County Administrator and SEMMCHRA Executive Director to execute the contract with the Minnesota DNR.

I certify that the above resolution was adopted by the Board of Commissioners of Wabasha County on August 23, 2011.
