Wabasha County Board of Commissioners Meeting of January 3, 2012
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, January 3, 2012 at 1 :00 p.m.
The meeting was called to order by Board Chairman Norman.
The following Commissioners were present: Norman, Hall, Wobbe, Harms, Roschen
Nominations were taken for Board chairperson and vice chairperson resulting in David Harms being elected chairperson, and Mike Wobbe vice chairperson.
NORMAN - ROSCHEN Remove item J (Discussion of Employee Survey) from the agenda. Nay: Hall, Wobbe Adopted ROSCHEN - NORMAN Motion to approve the agenda, after removal of the Feedlot Cost-Share item, and changing wording of Additional Retainer item from "approve" to "discuss." Adopted Unanimously

ROSCHEN - NORMAN Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: December 27, 2011; December 20, 2011 Donation of$536.04 from Wabasha Combined Drive to Youth Link Mentorship Program Adopted Unanimously HALL-WOBBE Resolution No.: 2012-001 Whereas, the Wabasha County Board of Commissioners has advertised to accept sealed bids for the Wabasha County legal newspaper for 2012; and Whereas, the Wabasha County Board of Commissioners desires to open the sealed bids on Tuesday, January 3, 2012; and Whereas, three bids were received; The Lake City Graphic, The Plainview News and The Wabasha County Herald; and Whereas, the Wabasha County Herald is the apparent low bidder of$9.55 per standard advertising unit (SAU). Now therefore be it resolved by the Wabasha County Board of Commissioners hereby accepts the bid of the Wabasha County Herald as the "legal County newspaper," to include publications of the Commissioners Proceedings, the Delinquent Tax List and other notices ordered by the County Board of Commissioners as required by law for the year 2012. Adopted Unanimously ROSCHEN - WOBBE Resolution No.: 2012-002 BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1,2012 the payment for necessary express, freight, telephone, water, light, e-bay, expenses related to an emergency and other utility charges to be paid on the Warrant of the County Auditor/Treasurer, upon receipt of itemized bills pursuant to MS 375.16. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1,2012 the payment for necessary charges to be paid on the Warrant of the County Auditor/Treasurer to avoid finance charges, upon receipt of itemized bills. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby approves retroactively to January 1,2012 the payment due to other govermnents and payroll deductions, to be paid on the Warrant of the County Auditor/Treasurer, upon receipt of itemized bills pursuant to MS 375.15. +++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby sets the mileage reimbursement rate for 2012 at the same level as the 2012 IRS mileage rate; and (IRS has set the 2012 rate at 55.5 cents per mile) ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, That the Wabasha County Board of Commissioners hereby approves the establishment and/or continuance of a Petty Cash Fund, pursuant to MS 375.162; and BE IT FURTHER RESOLVED, That Sheriff Rodney Bartsh shall be custodian of said fund. The amount of the fund shall not exceed $lOO.OO. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ WHEREAS, the County Auditor/Treasurer's Office currently maintains a checking account for the sole purpose of refunding over-payment of taxes, BE IT RESOLVED, the County Auditor/Treasurer is authorized to maintain a checking account for overpayment of taxes and also for refunds of miscellaneous over-payments or payments made in error as required by all Wabasha County Departments. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ WHEREAS, it is in the best interest of Wabasha County to reduce administrative costs and increase departmental efficiency, and WHEREAS, costs are increasing to mail refunds of overpayments and return documents not processed because of underpayments, BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes the offices of the County Auditor/Treasurer and County Recorder to retain overpayments in amounts not exceeding $2.00 for services of any kind. Revenue from such overpayments shall be deposited in the General Revenue fund in a timely manner, and BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby authorizes the offices of the County Auditor/Treasurer and County Recorder to accept, at their discretion, underpayments of any kind with the deficit amount not exceeding $2.00 and to process the document or transaction regardless of the deficiency. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby sets the maximum reimbursable meal allowance, for 2012, at $8.00 for breakfast, $lO.OO for lunch and $15.00 for dinner. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, that any employee of Wabasha County who has funds to be deposited in a designated financial depository of Wabasha County, shall take said funds to the Office of the County Auditor/Treasurer for transfer to said depository. No employee shall personally transfer or transport funds, except for the County Auditor/Treasurer or designee thereof. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the County Auditor/Treasurer to cash checks not to exceed $2,000 to replenish the change fund. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves payment of per diems for any Commissioner attending committees and board meetings assigned by the Board of Commissioners on the Committee and Board Assignment List, and other meetings assigned by the Board on a per meeting basis. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ Whereas, the County Board under Minnesota Statute may authorize the treasurer or chief financial officer to perform deposit and investment functions relating to public funds. Now therefore be it resolved by the Wabasha County Board of Commissioners that the following appointments and actions are hereby directed and approved: 1. That the Wabasha County Board of Commissioners hereby grants to Debbie Koenig, Finance Director, the authority to designate depositories for the County of Wabasha as provided for in Minnesota Statute 118A.02 subd.l. 2. That the Wabasha County Board of Commissioners hereby authorizes Denise Anderson, Auditor-Treasurer, or Debbie Koenig, Finance Director to make investments of funds under sections 118A.0 1 to 118A.06 of Minnesota Statutes or other applicable law. Adopted Unanimously ROSCHEN - HALL Resolution No.: 2012-003 Whereas, the County of Wabasha has designated First State Bank of Wabasha as a depository of its public funds pursuant to Minnesota Statues, Chapter 118A; and Whereas, David M. Harms has been appointed board chair for 2012. Now, therefore, be it resolved by the Wabasha County Board of Commissioners as follows: 1. David M. Harms is approved as an authorized signer at First State Bank of Wabasha. 2. Merl Norman is removed as an authorized signer at First State Bank of Wabasha. Be it further resolved, by the Wabasha County Board of Commissioners that the following employees and Board Chairman are given specific authority at First State Bank of Wabasha per the attached. (See attachment) Adopted Unanimously HALL-NORMAN Resolution No.: 2012-004 Whereas, the appointment of the Wabasha County Medical Examiner is done annually; and Whereas, per State Statute a medical examiner for the County must be appointed by the county board. Now therefore be it Resolved by the Wabasha County Board of Commissioners that Dr. Daniel Pesch is appointed as Wabasha County Medical Examiner for the calendar year 2012 at a rate of $8,137 per year and that Dr. Thomas Peyla is appointed as Assistant Medical Examiner at a rate of $650.00 per year. Adopted Unanimously NORMAN -HALL Resolution No.: 2012-005 Whereas, there is an Agreement between All American Cooperative and the Wabasha County Board of Commissioners; and Whereas, the Agreement states the existing trail will be allowed to stay open until the new asphalt trail in complete; and Whereas, the Agreement also states that all improvements under the Agreement are to be completed by May 16, 2012; and Whereas, the Agreement has been previously revised for a completion date by June 1,2012 barring unforeseeable delays that could not be overcome with reasonable adjustments to construction activities and progress, as determined by Wabasha County; and Whereas, All-American has requested an extension to the completion date for the following reason: safety concern with adjacent site development. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Agreement be revised as follows: 1. The existing trail be closed and detoured for that portion ofthe trail proposed to be relocated upon the start of site work for the proposed development on All-American's property or the agreed upon trail relocation. The existing trail shall be closed and detoured in accordance with the Minnesota Manual on Uniform Traffic Control Devices. It is the responsibility of All-American to maintain all traffic control devices used for the detour of the trail for the duration of the detour. 2. All trail relocation work shall be completed by September 15, 2012 barring unforeseeable delays that could not be overcome with reasonable adjustments to construction activities and progress, as determined by Wabasha County. 3. (other conditions or damage payments as determined by the Board of Commissioners) Adopted Unanimously ROSCHEN - NORMAN Resolution No.: 2012-006 Be it resolved by the Wabasha County Board of Commissioners that Wabasha County designates its Website as the official publication for advertisements for bids of transportation projects. Adopted Unanimously Resolution No.: 2012-007 Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes payment in the amount of $10,819.00 for the Ray Keller feedlot partial fix, which includes, concrete, concrete labor, supplies, cost of the pipe, and rock/lime. Removed from the agenda ROSCHEN - HALL Resolution No.: 2012-008 Whereas, the County Board has many responsibilities that relate to other civic and govemmental organizations and agencies; and Whereas, frequently, these responsibilities require the County Commissioners participate as a Committee or Board Member for these organizations and agencies. Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that: 2012 Committee and/or Board appointments/assignments are as follows:
Adopted Unanimously HALL- WOBBE Resolution No.: 2012-009 Whereas, the Wabasha County Department of Social Services has a current vacancy for the position of Financial/Eligibility Worker; and Whereas, Director Smith and Supervisor McNally have shared information with the Human Services Board on why this position should be considered essential during the current economic times and therefore be considered to be filled; and Whereas, the hiring of a new Financial/Eligibility Worker will have a fiscal impact of saving the County approximately $13,700 during calendar year 2012 (when compared to the previous employee's salary); and Whereas, the delivery oftimely and quality-level service is important to the residents of Wabasha County and the Human Services Board; Whereas, the Department of Social Services has received a letter of resignation from a second Financial/Eligibility Worker, effective January 27,2012; Now therefore be it resolved, the Wabasha County Board of Commissioners hereby authorizes the Social Services Director to take all necessary steps to fill the two (2) current FinanciallEligibility Worker vacancies. One with a part-time employee, thereby not incurring a county expense for insurance benefits to the employer, and to also fill the latest vacancy with a full-time employee. Part-time would be defmed as less than 30 hours per week by the hired employees. Adopted Unanimously
