Wabasha County Human Services Board

Meeting of September 25, 2012

 

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:30 a.m., September 25, 2012 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

 

The following members were present: Commissioners Hall, Harms, Norman, Roschen, and Wobbe.

Absent: None

 

NORMAN – HARMS

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

HARMS – HALL

WHEREAS, the Minutes of the August 28, 2012 meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 8/28/12 through 9/24/12 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 8/28/12 through 9/24/12 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 8/28/12 through 9/24/12 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 8/28/12 through 9/24/12 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

HARMS - HALL

Whereas, the Wabasha County Services Building has been occupied by county staff for approximately 15 years without an improvement to the exterior door-locking mechanisms; and

Whereas, the existing lock/tumblers are not functioning efficiently; and

Whereas, the installation of proximity card readers will provide improved access to the building by staff and a higher level of security for the property; and

Whereas, a Minnesota Department of Human Services audit of the Food Support program has identified additional security for employees and client data that would be alleviated with the installation of controlled access doors; and

Whereas, four (4) companies have been contacted to bid on this project; and

Whereas, the Directors of Public Health and Social Services recommend this change in security to the County Services Building;

Now therefore be it resolved by the Wabasha County Board of Commissioners, to authorize the installation of proximity card readers to the five (5) identified interior doors of the County Services Building. Total cost is estimated at $9,125, which is an expansion of the system currently being installed. Further, that this project will be paid through existing SCHA funds, thereby not impacting the current budgets of the County. Custom Alarm Systems is hereby awarded the project.

ROSCHEN – HALL

Whereas, the Wabasha County Human Services Board has in the past accepted a grant related to Childhood Immunizations, and

Whereas, the current grant expires the end September, 2012, and

Whereas, a new grant agreement has been offered by MDH which assists with reimbursing the cost of performing these mandated services,

Now therefore be it resolved by the Wabasha County Board of Human Services hereby approves acceptance of the Childhood Immunization grant for October 2012 through September 2013.

NORMAN – HARMS

Whereas, the Wabasha County Human Services Board has in the past accepted a grant for Early Hearing Detection and Intervention and Birth Defects offered by the Minnesota Department of Health, and

Whereas, the current grant extends until the end of 2013, however, the addendum will provide a new reimbursement schedule effective October 2012

Now therefore be it resolved by the Wabasha County Board of Human Services hereby approves acceptance of the Early Hearing Detection and Intervention and Birth Defects grant addendum as offered by the Minnesota Department of Health

CONSENSUS ITEM

Judy asked for permission to attend the Annual Immunization/Infectious Disease conference put on by MDH in Mankato on Nov 1-2. Cost of the conference is $ 90 and cost of overnight room is $84 plus taxes.

DISCUSSION and INFORMATIONAL ITEMS

 

Environmental Health Services Report

Darrin reported that septics are busy with people wanting to get them in before the ground freezes. Reported that he is finishing up campground inspections before they close up this season and has completed 3 food servers inspections, 1 at a school due to a company taking over the food service and 2 restaurant inspections due to change of ownership. Also updating food handlers certifications in files.

Britney Bramer will be starting Oct. 3, 2012. 

Community Health Assessment

Judy Barton did a brief power point presentation on statistics that are being used for the CHS Community Needs Assessment. The presentation presented general statistics on the people in Wabasha County, our birth rates, our age dependence ratio, and various other general statistics that impact the overall health of our residents. More will be added to this presentation and a Public Forum will be held towards the end of Oct. to present statistics on the various determinants of health and get input into other areas which may not be identified by data and to begin prioritizing problem areas and begin looking at methods for intervention in these areas.

Winona County Request to Shared Supervision

A request has been received from Winona County to share our Income Maintenance Unit Supervisor (Lisa McNally) 2 days per week for temporary assistance in the Winona office. Smith shared a copy of the draft agreement that was created by Winona County staff. The Board is supportive of the collaboration with a condition that services provided by the Supervisor can be continued, and expenses covered by Winona County. Smith will continue negotiations with Winona County staff and work towards a Board action item on October 9th.

Wait List for Social Services Clients

Approximately eight months ago a Disability Services Social Worker was reassigned to the Children's Services Unit to meet increasing caseloads in that unit. Then, two months ago another Disability Services Social Worker accepted a position in Winona County. This means the unit which normally has eight social workers now only has six. This has resulted in a 33% increase in DD cases and a 25% increase in AMH cases per worker.

In an effort to hold the line on expanding caseloads and ensure that safety is not compromised or that crucial court deadlines are missed, the Disability Services Unit began a wait list for voluntary services such as DD and AMH case management. The wait list began on 9/1/12. Emergency and/or mandated services such as Adult Protection Assessments and Adult Protection Commitments cannot be wait listed. At this point in time, there are four clients on the wait list. All of these clients have a funding source attached (MA; possible Waiver) and would generate revenue if we were able to serve them. The mandated, emergency clients that we continue to open new cases on usually do not have a funding source attached, and must be served for free. 

PHS/SS Miscellaneous

Smith informed the Board that a new group residential housing provider has requested entering into an agreement to provide services in Wabasha County. The agreement was received too late for inclusion on this agenda. As the agreement is routine in nature, the agreement was signed by county staff and will be brought back to the Board for formal action at the October meeting.

 

HARMS – ROSCHEN

Being no further business to come before the Human Services Board, motion was made and duly carried at 11:23 a.m. to recess this meeting until 9:30 a.m. on October 23, 2012.
