The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Wednesday, December 26, 2012 at 10:00 a.m.

 

The meeting was called to order by Board Chairman .

 

The following Commissioners were present: Hall, Wobbe, Norman, Harms, Roschen

 

HALL - WOBBE

Motion to approve the agenda after moving three Veterans Service items to the top of the agenda.

Donation of $424.08 to Veterans Service from Peoples State Bank, Plainview Veteran's Day fundraiser, for mental health grant; also $3.00 anonymous donation for veteran's van program. Donation of $1604.67 to Public Health Special Needs fund from the Wabasha Combined Drive.

Now Therefore Be It Resolved that the Wabasha County Board of Commissioners set the following meeting dates for 2013.

Resolution Number: 2012-233

Whereas, the Board has approved the Union Contracts to include a 1.0% COLA increase effective January 1, 2013; and

Whereas, a 1.0% increase for non-union employees would preserve the pay differentials required to maintain Pay Equity required by State Statutes; and

Whereas, per Union contracts, Union employees will be granted a 2% COLA increase effective January 1, 2013; and

Whereas, the current Consumer Price Index published by the Bureau of Labor Statistics shows that the inflation rate for 2012 is 2.2% through the end of October, the most current date available.

Now therefore be it resolved, by the Wabasha County Board of Commissioners that Non-Union Employees be granted a 1.0% COLA, and Union employees will be granted a 2% COLA effective January 1, 2013.

Resolution No: 2012-251

Whereas, State Statute requires that the County Board set the annual salary for elected officials prior to the end of the current year for the following year.

Whereas, the current salaries are as follows: Recorder $65,333.11, Sheriff $84,706.85, Attorney $89,659.52 (does not include Plainview contract), and Auditor/Treasurer $62,814.35.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that:

The salary for the elected officials be set as follows:

Wage COLA

Recorder $65,331.11 at 1%

Sheriff $84,706.85 at 1%

Attorney $89,659.52 at 1% (does not include Plainview contract), and

Auditor/Treasurer $62,814.35 at 1%

Therefore, be it further Resolved by the Wabasha County Board of Commissioners that: These salaries will be effective 01/01/2013.

Resolution No.: 2012-252

Whereas, Wabasha County Public Health non-union staff has had a different Holiday schedule than other non-union staff in Wabasha County due to operating a Home Care Program, and;

Whereas, Wabasha County Public Health discontinued operating a Home Care program as of July 1, 2012 and there is no longer a need to have a different Holiday Schedule for their non-union staff,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; previous references to a different Holiday schedule for all non-union Public Health staff be terminated and that all non-union Public Health staff follow the Holiday schedule as per the Wabasha County Policy Manual.

Resolution No. 2012-253

Whereas, the Wabasha County Veteran Service Director has resigned effective December 28, 2012, (current pay is $54,662.40 annually/ $26.28 hourly.) (All figures are based off Wabasha County 2011 pay scale); and

Whereas, the Wabasha County Board of Commissioners has elected to fill the positions of Wabasha County Veteran's Services Director and Assistant Wabasha County Veteran's Service Officer in their current pay grids subject to the experience and qualifications of the candidates who apply; and

Whereas the current Veteran Service Director has recommended to the board to fill the Veteran Service Director position on an interim basis with current Assistant Services Officer Nathan Pelz; and

Whereas the Board of Commissioners has elected to provisionally appoint Nathan Pelz as interim director at $22.68 per hour, step 1 of the Director pay scale, effective December 28, 2012; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the positions of Veteran Service Director and Assistant Service Director be posted and applications sought for the position's permanent filling.

Be It Further Resolved that Nathan Pelz will commence serving as provisional Veteran's Services Director effective December 28, 2012 at the1st step of the CVSO Director scale. If Mr. Pelz does not receive the Director position he will return to the Assistant position at the Assistant CVSO pay he is receiving now.

Note: Initially there were two resolutions dealing with Veteran's Service director and assistant director positions. Wobbe/Hall made the motion and second in regard to the director position; and Hall/Norman made the motion and second to advertise the assistant director position. The two resolutions were combined into Resolution 253 above

Resolution No. 2012-255

Whereas, the Minnesota Department of Veteran Affairs (MNDVA,) has been awarded a onetime appropriation by the legislature of $200,000 to specifically be given to the 87 County veteran Service Offices,

Whereas, Wabasha County Veteran Service Office has been awarded $2,298.00 from this grant,

Whereas the County Board must execute the contract in order to accept the grant.

Whereas the county must approve acceptance and expenditure of grant,

Due to the office position changes, Mr. Nathan Pelz, new Veteran Service Officer Director will study and effectively decide where to allocate the funds,

Now Therefore Be It Resolved the Wabasha County Board of Commissioners have executed the MNDVA grant contract and authorized expenditure of funds once they are received.

Resolution No.: 2012-256

Whereas, the Wabasha County Highway Department proposes to acquire land along the existing right of way of County State Aid Highway 30 for the purpose of the proposed construction under S.A.P. 079-630-015; and

Whereas, S.A.P. 079-630-015 is necessary in order to improve this segment of County State Aid Highway 30 to provide for public health, welfare, safety and convenience; and

Whereas, the lands necessary to be acquired for S.A.P. 079-630-015 are described in Wabasha County Highway Right of Way Plat No. 42.

Now therefore be it resolved that the Wabasha County Board of Commissioners hereby accepts Wabasha County Highway Right of Way Plat No. 42, designating the definite location of the right of way.

Be it further resolved, that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to proceed to acquire the necessary lands as described in Wabasha County Highway Right of Way Plat No. 42 in accordance with applicable laws and statutes.

Resolution No.: 2012-257

Whereas, Wabasha County has been maintaining a levee system near Kellogg along the Zumbro River in accordance with Corps of Engineers requirements; and

Whereas, maintenance of the existing levee system has required resources from the County; and

Whereas, future maintenance of the existing levee system is problematic and expected to require additional and increasing resources of the County; and

Whereas, the County has limited resources to maintain the existing levee system in consideration of other services provided by the County while being fiscally responsible to County taxpayers; and

Whereas, the County recognizes a thorough study that investigates alternatives other than the existing levee system and maintenance may result in solutions that have sustained lower costs to taxpayers, provides for greater flood control, and improves water quality, the watershed, and downstream water resources; and

Whereas, a study is an opportunity for collaboration between many organizations working towards solutions that would benefit the public.

Now therefore be it resolved that the Wabasha County Board of Commissioners hereby supports the study of alternates to the existing Zumbro levee system.

Be it further resolved that Wabasha County encourages the participation of and coordinated efforts of various organizations in such a study.

Resolution No.: 2012-258

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to trade-in Unit #072 2007 – 5425 John Deere Utility Tractor for 2 Woods BW180XHDQRW Mowers through Minnesota Ag Group Inc.

Resolution No.: 2012-259

Whereas, the County has identified the need to review county buildings to improve current HVAC equipment, controls, lighting and other energy savings measures that can be implemented, and

Whereas, Honeywell Building Solutions has agreed to review the County facilities to identify ways to make improvements and put together a plan of implementation, and

Whereas, per the agreement Wabasha County will reimburse Honeywell for costs incurred not to exceed $1,800 as set forth in the attached Letter of Intent.

Now Therefore, be it resolved, that the Wabasha County Board of Commissioners hereby approves the Letter of Intent with Honeywell Buildings Solutions Inc in an amount not to exceed $1,800.
