Meeting of June 17, 2014

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, June 17, 2014 at 3:00 p.m.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present: Springer, Wobbe, Hall, Harms, Roschen

 

WOBBE - HARMS

Motion to approve the agenda.

Adopted Unanimously

 

Public Forum Comments: hiring assistant veteran service officer; Jim Roschen--disapproval of social media.

 

ROSCHEN – HARMS

Motion to amend the June 3, 2014 Board Minutes to include topics discussed in Unfinished Business.

Resolution No.: 2014-153

Whereas, In 1978 the Wabasha County Board of Commissioners approved the sale of real property to Stephen P. Clemens for $800.00.

Whereas, The deed that was prepared in 1978 incorrectly described the real property being sold to Mr. Clemens.

Whereas, The County Recorder's Office found the original railroad deed for the real property that should have been used in 1978.

Whereas, The County Surveyor drafted the correct description from the original railroad deed that should be used in the corrective deed to Mr. Clemens.

Whereas, The County Attorney has reviewed all the documents in regard to the error and has approved the corrective deed.

Now Therefore, Be it Resolved by the Wabasha County Board of Commissioners, hereby approve and authorize the Chairman and Interim County Administrator to sign a corrective deed.

By consensus, Commissioners Hall and Springer were appointed to serve on the Canvassing Board.

 

SPRINGER – HALL

Resolution No.: 2014-154

Whereas, John Plote has been an employee of the County since October 1987, and

Whereas, John Plote has notified the County of his retirement on July 11, 2014, and

Whereas, upon this retirement a vacancy will be made at the Wabasha County Highway Department.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, John Plote's retirement notice/resignation is hereby accepted by Wabasha County.

Be it Further Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise and hire one Highway Maintenance Worker.

HALL - HARMS

Resolution No: 2014-155

Whereas, former Assistant Veteran's Service Officer Mark Larsen tendered his resignation to the County effective June 2, 2014, and

Whereas, the Wabasha County Veteran Service Director and County Administrator recommends the filling of this position; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby accepts the resignation of Mr. Larsen and authorizes the Veteran's Services Director and County Administrator to begin the process of retaining an Assistant Veteran's Service's Officer.

Resolution No: 2014-156

Whereas, the Wabasha County has established a mission statement to administer statutory services to citizens in a simple, efficient and fiscally responsible manner; and

Whereas the current VSO Office is in a stand-alone location at the CJC; and

Whereas, the Springsted Final Report to the County Board recommended relocating the VSO staff to the County Services Building; and

Whereas, this would allow the support staff to coordinate work and to provide easier access to the myriad of county services that may be needed for veterans; and

Whereas, the relocation of office space should be accompanied by a re-organization or a consolidation of functions as a cost-saving measure for the taxpayers of Wabasha County; and

Be it Finally Resolved, the VSO function is a statutory responsibility and also a desired and valued county service which will be preserved through this organizational adjustment.

Resolution No.: 2014-157

Whereas, Deputy Brad Modjeski has submitted a letter of resignation and his resignation will take effect on June 14, 2014; and,

Whereas, due to this resignation, the Sheriff's Office requests approval to fill this vacancy.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the resignation of Deputy Brad Modjeski is hereby accepted effective June 14, 2014.

Be it Further Resolved that the Wabasha County Board of Commissioners authorizes the Sheriff's Office to fill this vacant Deputy position.

HALL - SPRINGER

Resolution No.: 2014-158

Whereas, Dispatcher Stephanie Eggenberger has submitted a letter of resignation and her resignation will take effect on June 11, 2014; and,

Whereas, due to this resignation, the Sheriff's Office requests approval to fill this vacancy.

Whereas, the Sheriff has identified a candidate to fill this position, Jason Drake, that meets all Office and County requirements for the position.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the resignation of Dispatcher Stephanie Eggenberger is hereby accepted effective June 11, 2014.

Be it Further Resolved that the Wabasha County Board of Commissioners authorizes the Sheriff's Office to fill this vacant Dispatcher position.

Be it Further Resolved that the hiring of Jason Drake as a full-time Dispatcher is hereby approved at the rate of $17.83 per hour/$3,089.27 per month (After 1st Year step) per 2013 Teamsters contract pending background and drug test per County Policy.

ROSCHEN – HARMS

Resolution No.: 2014-159

Whereas, Wabasha County authorized the participation in the purchase of a Regional ARMER Shared Voice Logging System per Resolution #2014-008; and,

Whereas, the maintenance agreement now needs to be implemented for this system; and,

Whereas, the agreement is a yearly cost of three thousand four hundred fifty dollars and no cents ($3,450.00); and,

Whereas, the monies for this will come from the 911 (290) account;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to sign the Guaranteed Maintenance Service Agreement with Northland Business Systems for the Audiolog Digital Voice Logging System.

Be it Further Resolved that the yearly cost will come from the 911 (290) account and that the Maintenance Service Agreement not be signed until the system is operational.

Resolution No: 2014-160

Contract #78038

Whereas, the Wabasha County Sheriff's Office has been authorized to participate in the 2014 Federal Boating Safety Patrol Supplement Grant; and

Whereas, the Sheriff's Office has received the 2014 contract which needs to be approved and signed by the Sheriff, County Auditor (or equivalent) and County Board Chairperson; and

Whereas, the Sheriff requests the approval and signing of the 2014 Minnesota Department of Natural Resources Federal Boating Safety Patrol Supplemental Grant by the County Auditor (or equivalent) and Chairman of the County Board.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2014 Minnesota Department of Natural Resources Federal Boating Safety Patrol Supplement Grant is hereby approved and authorizes it's signing by the Sheriff, County Auditor, and County Board Chairperson.

SPRINGER - WOBBE

Resolution No. 2014-161

Whereas, the Wabasha County has been providing office space for MN Department of Corrections Probation Officers for a number of years, and

Whereas, the current lease will be expiring at the end of this year, and

Whereas, the MN DOC is willing to extend the current lease by 5 years with an option for an additional 5 years, and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the Board approve a lease extension with the MN DOC for office space at a rate of $26,151.48 for a period of 5 years with an option for an additional 5 years.

Resolution No.: 2014-162

Whereas, the Wabasha County Board has previously approved filling the vacant Custodian position; and

Whereas, the Interim County Administrator and a hiring committee have conducted interviews with applicants for this position; and

Whereas, the hiring committee is recommending the hiring of Steven J. Johnston for this position; and

Whereas, the hiring committee is also recommending that Steven J. Johnston be hired at the Start step of pay Grade 2 of the 2011-2013 Courthouse Union contract;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby accepts and authorizes the hiring of Steven J. Johnston for the custodian position at Start step of pay Grade 2, at an hourly rate of $12.66, and Start date July 15, 2014.

Resolution No. 2014-163

Whereas, the Wabasha County Negotiation Team met in negotiations and mediation with the AFSCME bargaining units, and;

Whereas, the parties have reached a Tentative Agreement, and;

Whereas, the Negotiation Committee has reviewed the agreement and it met with their unanimous approval, and

Whereas, the AFSCME Courthouse Union has voted to accept the agreement as presented

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners approves the adoption of the attached agreement (Exhibit #1).

Resolution No. 2014-164

Whereas, the Wabasha County Negotiation Team met in negotiations and mediation with the AFSCME bargaining units, and;

Whereas, the parties have reached a Tentative Agreement, and;

Whereas, the Negotiation Committee has reviewed the agreement and it met with their unanimous approval, and

Whereas, the AFSCME Highway Union has voted to accept the agreement as presented

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners approves the adoption of the attached agreement (Exhibit #1).

Resolution No. 2014-165

Whereas, the Wabasha County Negotiation Team met in negotiations and mediation with the AFSCME bargaining units, and;

Whereas, the parties have reached a Tentative Agreement, and;

Whereas, the Negotiation Committee has reviewed the agreement and it met with their unanimous approval, and

Whereas, the AFSCME Social Services Union has voted to accept the agreement as presented

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners approves the adoption of the attached agreement (Exhibit #1).

Discussion was held in regard to adopting a set of County Board Operating Guidelines. It was decided to wait until next year.
