The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, September 23, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present: Springer, Wobbe, Hall, Harms, Roschen

Resolution No.: 2014-210

Whereas, the American Cancer Fund for Children and Kids Cancer Connection report cancer is the leading cause of death by disease among U.S. children between infancy and age 15. This tragic disease is detected in more than 15,000 of our country's young people each and every year.

Whereas, one in five of our nation's children loses his or her battle with cancer. Many infants, children and teens will suffer from long-term effects of comprehensive treatment, including secondary cancers; and

Whereas, founded over twenty years ago, the American Cancer Fund for Children, Inc. and Kids Cancer Connection, Inc. are dedicated to helping these children and their families; and

Whereas, the American Cancer Fund for Children and Kids Cancer Connection provide a variety of vital patient psychosocial services to children undergoing cancer treatment at Mayo Clinic in Rochester, University of Minnesota Amplatz Children's Hospital in Minneapolis, as well as participating hospitals throughout the country, thereby enhancing the quality of life for these children and their families; and

Whereas, the American Cancer Fund for Children and Kids Cancer Connection also sponsor Courageous Kid Recognition Award ceremonies, community Get Well cards and hospital celebrations in honor of a child's determination and bravery to fight the battle against childhood cancer.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that September 28th - October 4th be recognized as Childhood Cancer Awareness Week in Wabasha County.

HALL - HARMS

Resolution No.: 2014-211

Whereas, on June 17 2014 the Board authorized the recruitment and hiring of an Assistant Veterans Services Officer; and

Whereas, after an interviewing multiple candidates the Veteran's Services Officer recommends the hiring of Tracy Crouse at Start Step 1 of Pay Grade 3 which reflects a starting salary of $35,358.96.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners to authorize the hiring of Ms. Crouse at the above referenced rate of pay.

Resolution No.: 2014-212

Whereas, the Springsted Report and the County Administrator have identified the need for additional human resources programs and services in the County; and

Whereas, In June of 2014 the Board authorized the recruitment of a Human Resources Generalist to help strengthen those programs and services; and

Whereas, after an interviewing multiple candidates the County Administrator recommends the hiring of Krissa Bedsted at Step 6 of Pay Grade 5 which reflects a starting salary of $56,038.11.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners to authorize the hiring of Ms. Bedsted at the above referenced rate of pay.

Whereas, the Wabasha County Board of Commissioners per Minnesota Statute 275.065 is required to adopt a proposed property tax levy for taxes payable year 2015 and certify that amount to the county auditor on or before September 30; and

Whereas, based upon the proposed budget the following amounts have been determined to be needed for the 2015 proposed property tax levy.

Now, Therefore, be it resolved by the Wabasha County Board of Commissioners that the County Auditor-Treasurer is to certify the 2015 proposed property tax levy to the Minnesota Department of Revenue as presented.

Whereas, the Wabasha County Board of Commissioners has considered the duties of each and every office,

department and agency and the experience, qualifications and performance of employees, elected officials and appointed employees in the development of this budget; and

Whereas, capital expenditures included in the 2015 proposed budget shall be made only after approval of the Board of Commissioners per the County Purchasing Policy.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the 2015 Wabasha County proposed Budget is adopted as presented.

ROSCHEN – HALL

Resolution No.: 2014-215

Whereas, Wabasha County's current medical examiner has informed the County of their desire to leave the position, and

Whereas, Wabasha County is required to have a medical examiner appointed by the County Board, and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the Southern Minnesota Regional Medical Examiner's Office be appointed to fulfill the duties of the County Medical Examiner per the terms of the attached contract. This appointment shall begin on December 1, 2014.

SPRINGER - HALL

Resolution No.: 2014-216

Whereas, the Wabasha County Highway Department proposes to acquire permanent easements along the existing right of way of County State Aid Highway 25 for the purpose of improvements under projects SP 079-625-015 and SP 079-070-007; and

Whereas, improvements under projects SP 079-625-015 and SP 079-070-007 are necessary in order to improve this segment of County State Aid Highway 25 to provide for public health, welfare, safety and convenience; and

Whereas, the permanent easements necessary to be acquired for improvements under projects SP 079-625-015 and SP 079-070-007 are described in the attached document "County Highway 25 Right of Way Descriptions" labeled as Easements 1 through 11.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that, the County Highway Engineer is hereby authorized to proceed to acquire the necessary easements as described above in accordance with applicable laws and statutes.
