The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, December 16, 2014 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Springer.

The following Commissioners were present: Springer, Wobbe, Hall, Harms, Roschen

By consensus, the Board directed that Human Resources will make recommendations to the Board as to the starting salaries of positions.

ROSCHEN - SPRINGER

Resolution No.: 2014-241

Whereas, Chapter 308 of the 2014 Minnesota Session Laws establishes a County Program Aid grant for Aquatic Invasive Species (AIS) prevention with an amount designated for each county based on the number of watercraft trailer launches as well as the number of watercraft trailer parking spaces within each county; and

Whereas, Wabasha County has already received $45,014 for 2014 and will receive $100,032 each following year provided the County adopts by December 31, 2014 a resolution or a plan that establishes how the funds will be used to prevent the introduction or limit the spread of AIS; and

Whereas, Wabasha County's Water Plan has identified the need for an ongoing effort to inform the public of resource needs, resource impairments, and resource protection matters with the fight against AIS being included in this educational effort; and

Whereas, The Wabasha County SWCD is already responsible for oversight of the County's Water Plan and the County may appropriate the proceeds directly or may use any portion of the proceeds to provide funding to a soil and water conservation district in the county.

Now Therefore Be It Resolved, the Board of Commissioners of Wabasha County, Minnesota designate oversight of Wabasha County's AIS prevention efforts to the Wabasha County Soil and Water Conservation District and delegates to them the responsibility to prepare, implement and report annually a plan to allocate the funding in accordance with the above legislation.

HALL - SPRINGER

Resolution No.: 2014-242

In accordance with; Minnesota Statutes 84.944, Subd. 3, 97A.145, Subd. 2, and 97C.02 the Commissioner of the Department of Natural Resources on December 16, 2014, provided the county board with a description of lands to be acquired by the State of Minnesota for Wildlife Management Area purposes.

Lands to be acquired are described as follows:

The West 33.00 feet of the East 12½ acres of the West 25 acres of the Southeast Quarter of the Southeast Quarter of Section 33, Township 109 North, Range 10 West, Wabasha County, Minnesota.

and

That part of the Northeast Quarter of the Southeast Quarter lying south of the County Road of Section 33, Township 109 North, Range 10 West, Wabasha County, Minnesota, being a strip of land 33.00 feet in width lying easterly of, parallel with, adjacent and contiguous to the following described line: Beginning at the northwest corner the East 12½ acres of the West 25 acres of the Southeast Quarter of the Southeast Quarter of said Section 33; thence north on the northerly extension of the west line of said East 12½ acres of the West 25 acres of the Southeast Quarter of the Southeast Quarter 130 feet, more or less, to County State Aid Highway Number 26 and there terminating.

It Is Hereby Resolved, by the Board of County Commissioners of Wabasha on December 16, 2014,that the State's proposed acquisition of the attached described property be approved.

Resolution No.: 2014-243

Whereas, Wabasha County is in the 50 mile ingestion pathway of the Prairie Island Nuclear Generating Plant in Red Wing, MN; and

Whereas, the State of Minnesota requests all ingestion pathway counties to create and test a response plan; and

Whereas, the State of Minnesota is providing Wabasha County with a $6,000, non-matching, Radiological Emergency Preparedness Grant to create and test the response plan.

Now, Therefore be it Resolved by the Wabasha County Board of Commissioners to approve and sign the Radiological Emergency Preparedness Grant Agreement.

Resolution No.: 2014-244

Whereas, Project SAP 079-604-050 – Drainage Structures and Riprap with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Winona Mechanical Inc. in the amount of $5484.70.

Resolution No.: 2014-245

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County enter into Mn/DOT Agreement No. 07158 with the State of Minnesota, Department of Transportation for the following purposes:

To provide for payment by the State to the County for the use and maintenance of County State Aid Highways No. 2 and 33 as a detour route during the contract construction to be performed upon, along and adjacent to Trunk Highway No. 63 from 0.4 miles south of County State Aid Highway No. 15 to County State Aid Highway No. 15 under State Project No. 7908-30 (T.H. 63=059).

It is further resolved by the Wabasha County Board of Commissioners that the Wabasha County Engineer is authorized to execute the Agreement and any amendments to the Agreement.

Resolution No.: 2014-246

Whereas, South Country Health Alliance has offered Wabasha County Social Services a 2014 Community Reinvestment Grant award in the amount of $277,400.00, and;

Whereas, this award will be used to bring in a mental health services provider, Fernbrook Family Center, to work primarily with our families and children who are part of the child protection system, and;

Whereas, as a condition of acceptance of this award, Wabasha County Social Services must enter into a grant contract agreement with South Country Health Alliance and abide by the terms of such agreement, and;

Whereas, the Social Services Director recommends acceptance of this award as it brings in needed services to the County and supports our families and children who are in or at risk of out-of-home placement;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Director is hereby authorized to accept the 2014 Community Reinvestment Grant award in the amount of $277,400.00 and execute the necessary grant contract agreements with South Country Health Alliance.

Resolution No.: 2014-247

Whereas, the Wabasha County Board and the Wabasha County Human Services Board have previously approved filling a temporary Eligibility Worker position; and

Whereas, the Financial Assistance Supervisor and Human Resources Generalist have conducted interviews with applicants and have recommended a candidate for hire; and

Whereas, the Social Service Director is recommending the hiring of April Schones for this position, contingent on successful passing of background checks and drug screening, and that the salary be set at the initial rate of pay which is grade D, step 1;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby authorizes the appointment of April Schones as an Eligibility Worker, contingent on successful passing of background checks and drug screening. This appointment is to a temporary position not to exceed 24 months from the date of hire. The starting salary for this position shall be set at the initial rate of pay and the date of hire shall be December 17, 2014.

Whereas, the Wabasha County Board is statutorily required to annually set the salary of the Wabasha County Attorney, Auditor-Treasurer, Recorder and Sheriff (hereinafter referred to as the Elected Officials); and

Whereas, it is the statutory obligation of the County Board to individually consider the responsibilities and duties of the Elected Official's office as well as the Elected Official's experience, qualifications, and performance; and

Whereas, the County Board has met and conferred with each Elected Official prior to today's date regarding the salary. Each Elected Official was invited to submit materials they deemed relevant for the County Board to consider related to the duties and responsibilities of the office as well as the Elected Official's experience qualifications and performance; and

Whereas, the County Board has reviewed external salary comparables, tax base information, statutory information related to each position's duties and responsibilities for office, and compilations provided by statewide associations, where available, prior to today's meeting to make itself intimately familiar with each office; and

Now Therefore Be it Resolved by the Wabasha County Board of Commissioners that the 2015 salary for the County Attorney shall be established as follows. County Attorney: $90,000

Whereas, the Wabasha County Board is statutorily required to annually set the salary of the Wabasha County Attorney, Auditor-Treasurer, Recorder and Sheriff (hereinafter referred to as the Elected Officials); and

Whereas, it is the statutory obligation of the County Board to individually consider the responsibilities and duties of the Elected Official's office as well as the Elected Official's experience, qualifications, and performance; and

Whereas, the County Board has met and conferred with each Elected Official prior to today's date regarding the salary. Each Elected Official was invited to submit materials they deemed relevant for the County Board to consider related to the duties and responsibilities of the office as well as the Elected Official's experience qualifications and performance; and

Whereas, the County Board has reviewed external salary comparables, tax base information, statutory information related to each position's duties and responsibilities for office, and compilations provided by statewide associations, where available, prior to today's meeting to make itself intimately familiar with each office; and

Now Therefore Be it Resolved by the Wabasha County Board of Commissioners that the 2015 salary for the County Auditor/Treasurer shall be established as follows. County Auditor/Treasurer: $69,297.40

Whereas, the Wabasha County Board is statutorily required to annually set the salary of the Wabasha County Attorney, Auditor-Treasurer, Recorder and Sheriff (hereinafter referred to as the Elected Officials); and

Whereas, it is the statutory obligation of the County Board to individually consider the responsibilities and duties of the Elected Official's office as well as the Elected Official's experience, qualifications, and performance; and

Whereas, the County Board has met and conferred with each Elected Official prior to today's date regarding the salary. Each Elected Official was invited to submit materials they deemed relevant for the County Board to consider related to the duties and responsibilities of the office as well as the Elected Official's experience qualifications and performance; and

Whereas, the County Board has reviewed external salary comparables, tax base information, statutory information related to each position's duties and responsibilities for office, and compilations provided by statewide associations, where available, prior to today's meeting to make itself intimately familiar with each office; and

Now Therefore Be it Resolved by the Wabasha County Board of Commissioners that the 2015 salary for the County Recorder shall be established as follows. County Recorder: 68,636.10

Whereas, the Wabasha County Board is statutorily required to annually set the salary of the Wabasha County Attorney, Auditor-Treasurer, Recorder and Sheriff (hereinafter referred to as the Elected Officials); and

Whereas, it is the statutory obligation of the County Board to individually consider the responsibilities and duties of the Elected Official's office as well as the Elected Official's experience, qualifications, and performance; and

Whereas, the County Board has met and conferred with each Elected Official prior to today's date regarding the salary. Each Elected Official was invited to submit materials they deemed relevant for the County Board to consider related to the duties and responsibilities of the office as well as the Elected Official's experience qualifications and performance; and

Whereas, the County Board has reviewed external salary comparables, tax base information, statutory information related to each position's duties and responsibilities for office, and compilations provided by statewide associations, where available, prior to today's meeting to make itself intimately familiar with each office; and

Now Therefore Be it Resolved by the Wabasha County Board of Commissioners that the 2015 salary for the County Sheriff shall be established as follows. County Sheriff: $90,903.64

Resolution No.: 2014-252

Whereas, Minnesota Statutes 375.055 provides for the establishment of compensation for services rendered by County Commissioners in Minnesota; and

Whereas, Minnesota Statutes 375.055 provides that a change in County Commissioner's salary or per diems shall not be effective until January 1st of the next year; and

Whereas, Minnesota Statutes 375.055 provides that a change in County Commissioner's salary or per diems shall not change except in accordance with Minnesota Statutes 375.055; and

Now, Therefore, Be It Resolved that for the year of 2014 the salary and per diems for the Wabasha County Board of Commissioners be established at:

Annual Salary (plus $500 for the Board Chair) -- $17, 324.68

Per Diem Payments: $45 less 4 hours; $90 over 4 hours

Be It Further Resolved, that publication of this action and resolution be printed in the official newspaper of the County as part of the proceedings of the meetings of the County Board, and in one other newspaper of the County, in a different municipality than the official newspaper.

Resolution No.: 2014-253

Whereas, the County Board approves Cost of Living Adjustments (COLA) for non-union employees, and

Whereas, a 2% increase was included in the 2015 budget, and

Now therefore be it resolved by the Wabasha County Board of Commissioners that the Non-Union pay grid be adjusted by a 2% COLA effective January 1, 2015.

Be it further resolved by the Wabasha County Board of Commissioners that:

• Highway seasonal workers' rate of pay will not be adjusted by the COLA increase and will be addressed by future resolution.

• Bailiffs will receive the same COLA increase as other non-union positions (position is not on the non-union grid)

• Any non-union employee being paid above the final step of their pay grid will receive only the amount equal to their final step

• Part time dispatchers, deputy sheriffs and jailers will be paid at 50 cents below the starting wage of the union contract wage schedule as approved by Board resolution on December 17th, 2002

• Wages for Non-Union Court Services employees will be determined by the 3rd Judicial District Judge for Wabasha County

Now, Therefore, be it resolved by the Wabasha County Board of Commissioners that the County Auditor-Treasurer is to certify the 2015 final property tax levy to the Minnesota Department of Revenue as presented.

Resolution No.: 2014-255

Whereas, The Wabasha County Board of Commissioners approved a Special Benefit Tax agreement dated July 1, 2005 with Southeastern Minnesota Multi-County Housing and Redevelopment Authority for the purpose of paying, in part the debt service on the Authority's Tax Increment Revenue notes, Series 2005; and

Whereas, pursuant to this agreement, the Wabasha County Board of Commissioners does hereby certify the special benefit property tax levy in the amount of $50,000.00 for the Southeastern Minnesota Multi-County Housing Redevelopment Authority, a Special Taxing district.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners the County Auditor-Treasurer is to certify the above 2015 special benefit property tax levy for Southeastern Minnesota Multi-County Housing Redevelopment Authority to the Minnesota Department of Revenue.

Resolution No.: 2014-256

Whereas, the Southeastern Minnesota Multi-County Housing and Redevelopment Authority was created by action of the Boards of Commissioners of Dodge, Goodhue, Wabasha and Winona Counties pursuant to Minnesota Statutes, Section 469.004; and

Whereas, Minnesota Statute Section 469.033 subs. 6, permits the Authority to levy and collect a special benefits tax not to exceed 0.0185 percent of taxable market value; and

Whereas, the Wabasha County Board of Commissioners has considered the Authority's request to approve a special benefit tax to be levied upon all taxable market value of taxable property within the Authority's area of operation within Wabasha County.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners instructs the County Auditor-Treasurer to certify a 2015 final special benefit property tax levy in the amount of $60,517 for Southeastern Minnesota Multi-County Housing Redevelopment to the Minnesota Department of Revenue.

Whereas, the Wabasha County Board of Commissioners has considered the duties of each and every office, department and agency and the experience, qualifications and performance of employees, elected officials and appointed employees in the development of this budget; and

Whereas, capital expenditures included in the 2015 budget shall be made only after approval of the Board of Commissioners per the County Purchasing Policy.

Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the 2015 Wabasha County Final Budget is adopted as presented.
