Wabasha County Board of Commissioners Meeting of March 17, 2015
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 17, 2015 at 9:00 a.m.
The meeting was called to order by Board Chairman Wobbe. The following Commissioners were present: Goihl, Hall, Springer, Wobbe. Absent: Key
SPRINGER - GOIHL Motion to approve the agenda after moving Item J to C. Adopted Unanimously SPRINGER - GOIHL Motion to approve the consent agenda including the following: Claims Meal Vouchers Per Diems Minutes: March 3, 2015 Resolution No.: 2015-068 Whereas, the Wabasha County Auditor/Treasurer's Office has a current vacancy in the position of Deputy Auditor/Treasurer, due to the incumbent (Julie Drake) giving two week notice; Whereas, Ms Drake has been an employee in the Wabasha County Auditor/Treasurer Office since September 3, 2014, and is in good standings with the Department; Whereas, this position is part time 25 hours a week and receives no benefits. There are times during peak tax collection that the position will work fulltime still will no benefits. Whereas, the Auditor/Treasurer recommends this vacancy be filled; Whereas, this request was presented to the Personnel Committee and the committee recommends approval to hire. Now therefore be it resolved by the Wabasha County Board of Commissioners hereby accepts the resignation of Julie Drake with reluctance and thanks for her services to Wabasha County, effective March 6, 2015. Further, the Auditor/Treasurer is authorized to fill the Deputy Auditor/Treasurer vacancy to maintain normal operations of the Auditor/Treasurer's Department. SPRINGER - HALL Resolution No. 2015-069 Whereas, the Wabasha County Board of Commissioners has designated the Southeastern Minnesota Multi-County Housing and Redevelopment Authority as the administrative entity for the Minnesota Investment Funds to businesses for 2010 flood relief; and Whereas, the Minnesota Department of Employment and Economic Development requires guidelines to be set for the Minnesota Investment Fund revolving loan fund; and Now Therefore Be It Resolved by the Wabasha County Board of Commissioners adopts the Minnesota Investment Fund Revolving Loan Fund Guidelines. Adopted Unanimously SPRINGER – GOIHL Resolution No: 2015-062 Minnesota DNR 2015 State Boat and Water Safety Grant Contract #88108 Whereas, the Wabasha County Sheriff's Office has been authorized to participate in the 2015 State Boat and Water Safety Grant; and, Whereas, the Sheriff's Office has received the 2015 contract which needs to be approved and signed by the Sheriff, County Auditor or County Administrator and County Board Chairperson; and, Whereas, the Sheriff requests the approval and signing of the 2015 Minnesota Department of Natural Resources State Boat and Water Safety Grant by the County Administrator and Chairman of the County Board. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2015 Minnesota Department of Natural Resources State Boat and Water Safety Grant is hereby approved and authorizes it's signing by the County Administrator and Chairman of the County Board. Adopted Unanimously SPRINGER - GOIHL Resolution No: 2015-063 Whereas, the Wabasha County Sheriff's Office is requesting to purchase one (1) 2015 Dodge Durango at a cost of $26,815.83 per attached quote from Nelson Auto Center of Fergus Falls, MN, and; Whereas, the money for the purchase of this vehicle will come out of Capital Funds. Whereas, the Sheriff also requests approval for the Auditor's Office to cut an Auditor's Warrant not to exceed the amount of $27,000.00 once the invoice is received. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase one (1) 2015 Dodge Durango from Nelson Auto Center of Fergus Falls, MN at a cost not to exceed $27,000.00. Be it Further Resolved by the Wabasha County Board of Commissioners that funding of the purchase for this vehicle will come out of Capital Funds. Be it further Resolved by the Wabasha County Board of Commissioners that: the Auditor's Office is hereby authorized to cut an Auditor's Warrant not to exceed the amount of $27,000.00 to the respective vendor once the invoice is received. Adopted Unanimously GOIHL - HALL Resolution No. 2015-064 Whereas, a General Electric Washing Machine (Serial Number 174587G, Model WHRE555OKWW) is declared "excess" and is no longer in working condition; and Whereas, this machine is being replaced out of the Jail budget; and, Whereas, the Wabasha County Jail is requesting that this machine be disposed of. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Jail is authorized and directed to dispose of the General Electric Washing Machine (Serial Number 174587G, Model WHRE555OKWW). Adopted Unanimously HALL - SPRINGER Resolution No.: 2015-065 Whereas, Feils Oil Company Inc. is the lowest responsible bidder for Furnish and Deliver Diesel Fuel. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Feils Oil Company Inc. at the Bid Constant Unit Prices proposed and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Feils Oil Company Inc. for this work. Adopted Unanimously SPRINGER - GOIHL Resolution No.: 2015-066 Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department is authorized to dispose of Toshiba 3500 copier, Ricoh FT5832 copier, and Husky FS/2 data processor, as waste. Adopted Unanimously SPRINGER - HALL Resolution No.: 2015-067 Whereas, Project CP 79-14-8110 – Traffic Paint applied to various County Highways with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to AAA Striping Service Company for completion of Project CP 79-14-8110 in the amount of $2590.50. Adopted Unanimously
Auditor/Treasurer, Denise Anderson, presented information on ACH (Automated Clearing House) for the Accounts Payable Warrants, a new service provided by the A/T office.
