WABASHA COUNTY PLANNING COMMISSION MEETING

July 24, 2017



Minutes

1. Jean Pietig called the meeting to order at 7:00 p.m. Other members present were Ken Jacob, Jon Beckman, John Lubinski, Gayle Gillespie, and Rich Hall.
2. Motion by Gillespie/Beckman to approve the agenda as presented. Motion carried.
3. Motion by Beckman/Jacob to approve the minutes of the June 26, 2017 meeting. Motion carried.
4. Motion by Gillespie/Jacob to open the public hearing for the application submitted by Roger and Rachel Walkes requesting a Conditional Use Permit for the transfer of the dwelling density from parcel 14.00136.06 to parcel14.00207.00 located in Section 20 and Section 29, Township 108 North, Range 11 West, Town of Plainview. Motion carried.
5. Motion by Gillespie/Jacob to close the public hearing for the Walkes application. Motion carried.
6. Motion by Beckman/Jacob to move to the findings for the Walkes application. Motion carried.
7. Motion by Pietig/Jacob to forward the Walkes CUP request to the County Board for consideration with a recommendation that the request be approved with one condition. Motion carried. The one condition is as follows:
• A deed restriction to prohibit any dwellings shall be recorded on all of parcel 14.00136.06.
8. Motion by Gillespie/Jacob to open the public hearing for the application submitted by Lisa Jaeger requesting a Conditional Use Permit for a mental health counseling, consulting, and advocacy business on parcel 05.01059.00 located in Section 12, Township 110 North, Range 10 West, Town of Greenfield (66139 145th Ave.). Motion carried.
9. Motion by Gillespie/Jacob to close the public hearing for the Jaeger application. Motion carried.
10. Motion by Gillespie/Beckman to move to the findings for the Jaeger application. Motion carried.
11. Motion by Gillespie/Beckman to forward the Jaeger CUP request to the County Board for consideration with a recommendation that the request be approved with six conditions. Motion carried. The six conditions are as follows:
• The Conditional Use Permit shall not be valid until a document is provided by Wabasha County’s Building Code inspector that the structure utilized for the business adheres to Minnesota Building Code and Minnesota Accessibility Code.
• The driveway shall be improved within six months of the CUP being issued to accommodate the parking of five vehicles and also improved to allow for a turn-around area so vehicles can enter the township road in a safer manner moving forward as opposed to having to back out onto the township road.
• The business shall not utilize the township road for client parking.
• Business hours shall only be from 8:00 a.m. to 5:00 p.m. Monday through Friday.
• Group sessions shall be limited to a maximum of four participants.
• The CUP for the business is to be utilized only by Lisa Jaeger. If the property is sold, the CUP will not be valid.
12. Motion by Jacob/Pietig to open the public hearing for the application submitted by the City of Zumbro Falls requesting a Conditional Use Permit for the placement of fill in a mapped floodway and floodfringe for the purpose of a parking lot and boat launch. The location of the request is on parcel 07.00045.00 located in Section 6, Township 109 North, Range 13 West, Town of Hyde Park. Motion carried.
13. Motion by Gillespie/Beckman to close the public hearing for the Zumbro Falls application. Motion carried.
14. Motion by Pietig/Beckman to move to the findings for the Zumbro Falls application. Motion carried.
15. Motion by Pietig/Beckman to forward the Zumbro Falls CUP request to the County Board for consideration with a recommendation that the request be approved with two conditions. Roll call vote – Gillespie: aye; Lubinski: aye; Beckman: nay; Jacob: aye; Pietig: aye. Motion carried. The two conditions are as follows:
• Any additional fill being placed on the property (including the placement of gravel on the parking lot) shall require the issuance of another CUP to determine any impact on the regional flood elevation or to determine whether or not it will cause an obstruction to flow.
• Any placement of structures on the property shall require compliance with the provisions of the Wabasha County Zoning Ordinance.
16. Discussion with Assistant County Attorney John Rice about topics for future training. Also discussed number of people that serve on the planning commission for Goodhue and Winona Counties and the dynamics of those commissions.
17. Motion by Jacob/Pietig to adjourn the meeting at 9:08 p.m. Motion carried.
