Meeting of August 25, 2015

 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, August 25, 2015 at 9:00 a.m.

 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

 

HALL - KEY

Motion to approve the agenda.

Donation of $1000 from the Rotary Club of Wabasha to the Substance Abuse Court.

Resolution No.: 2015-194

Whereas, The Wabasha County Planning and Zoning Department will have a vacancy with the Planning and Zoning Officer position; and

Whereas, The position is necessary for the Planning and Zoning Department to adequately function in the administration of the various County land use ordinances; and

Whereas, The budget for the Planning and Zoning Department allows for the hiring of a new Planning and Zoning Officer.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the hiring of a new Planning and Zoning Officer.

A Pictometry (aerial imagery, software) demonstration was given by Dean Larson of Pictometry International Corp.

GOIHL - KEY

Resolution No.: 2015-190

Be It Resolved that Wabasha County is willing to participate in the Rental Rehabilitation Deferred Loan Program through the Minnesota Housing Finance Agency; and

Be It Resolved that the Southeastern Minnesota Multi-County Housing and Redevelopment Authority be the administrative entity for the Rental Rehabilitation Deferred Loan Program.

Now, Therefore Be It Resolved that Wabasha County agrees to participate and partner in the Rental Rehabilitation Deferred Loan program through the Minnesota Housing Finance Agency.

GOIHL - WOBBE

Resolution No.: 2015-191

Whereas, Wabasha County Public Health has certain grants and duties that require they be performed by a Certified Public Health Nurse, and;

Whereas, Public Health has been able to hire only 3 certified public health nurses over the past 35 years, and has had to have in house nurses go back for further education to meet their need for certified public health nurses, and

Whereas, Tammy Fiedler and Therese Schaffner are going back to school so they can become a certified PHN, and;

Whereas, in the past Tammy and Therese have worked 40 hrs/wk and now need to reduce to a work schedule of 72-80 hrs/pay period to complete their schooling, and;

Whereas, the policy manual states that full time employment is 37.5 hrs/wk, and

Whereas, the personnel committee has recommended to the county board approval of this action;

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; Tammy Fiedler, RN and Therese Schaffner, RN be allowed to work 72-80 hrs/pay period and maintain full time insurance benefits while they are completing their education to become a Certified Public Health Nurse. Vacation, sick leave, holiday pay will be earned on a pro-rated basis. Tammy and Therese are to work 40 hours/wk when there are semester breaks and summer breaks from school and upon completion of their schooling.

Nay: Key – Commissioner Key's vote reflected her opinion that employees should not have to utilize vacation or unpaid time to attend classes for certification.

Resolution No.: 2015-192

Whereas, MDH has notified Wabasha County that they need to develop a public non-community water supply ordinance, and

Whereas, the draft ordinance has been reviewed by the Human Services Board, the attorney's office, and the Human Services Advisory Committee, and

Whereas, the draft ordinance is now ready for a public hearing;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, a public hearing on the draft public non-community water supply ordinance be set for September 15, 2015 at 9:15 a.m.

Resolution No. 2015-193

Whereas, Minnesota standards governing jails stipulate that inmates receive appropriate medical care. Once an arrestee is accepted by the jail, the medical financial responsibility has been Wabasha County's; and

Whereas, Minnesota Statutes 466.101 allows the County to seek reimbursement of expenses for medical costs from municipalities for injuries or other medical expenses connected with the arrest of an individual; and

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners adopts the policy that the County will seek reimbursement of medical expenses to the full extent allowed under Minnesota Statutes.
