Meeting of September 1, 2015 


The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, September 1, 2015 at 9:00 a.m. 

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Key, Springer, Wobbe. Absent: Hall 

KEY - SPRINGER

Motion to approve the agenda after moving the Consent Agenda to last item.

Resolution No.: 2015-199

Whereas, Wabasha County has applied for and been granted $19,653 to apply toward expenses associated with the Wabasha County Emergency Management Office through the Emergency Management Performance Grant, and

Whereas, said grant is a 50% matching grant that is awarded through the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, and

Now, Therefore, be it Resolved that Wabasha County enter into an Agreement with the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management, by the 2014 Emergency Management Performance Grant Contract.

Resolution No.: 2015-200

Whereas, Wabasha County adopted an All Hazard Mitigation Plan in March of 2010 by Resolution Number 2010-055; and

Whereas, The All Hazard Mitigation Plan must be updated every 5 years if not, the county risks being ineligible for state and federal funding; and

Whereas, The Federal Emergency Management Agency (FEMA) is offering a Hazard Mitigation Grant through the State of Minnesota to assist in the cost of updating the Plan with 75% of the cost and is asking the county to pay for 25%; and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County apply for the Hazard Mitigation Grant and agree to pay the 25% match amount.

Resolution No.: 2015-195

Whereas, SAP 079-600-012 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Rochester Sand and Gravel Company for completion of Project SAP 079-600-012 in the amount of $15,051.87.

Resolution No.: 2015-196

Whereas, a 2007 Dodge Durango vehicle (#86) with over 188,000 miles is considered a surplus; and,

Whereas, the Wabasha County Sheriff's Office is requesting that this vehicle be sold on Ebay; and,

Whereas, the Wabasha County Sheriff's Office is requesting that the proceeds from the sale of this vehicle be deposited to the Squad Replacement fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized and directed to sell the 2007 Dodge Durango (#86) bearing VIN #1D8HB48207F515308 on Ebay as noted above.

Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above.

Resolution No.: 2015-197

Whereas, a 2007 Dodge Charger vehicle with over 197,800 miles is considered a surplus; and,

Whereas, the Wabasha County Court Services Office is requesting that this vehicle be sold on Ebay; and,

Whereas, the Wabasha County Court Services Office is requesting that the proceeds from the sale of this vehicle be deposited to the Squad Replacement fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: Court Services is authorized and directed to sell the 2007 Dodge Charger bearing VIN #2B3KA43G17H738757 on Ebay as noted above.

Be it Further Resolved by the Wabasha County Board of Commissioners that: funds from the sale be deposited to the Squad Replacement fund as noted above.

Resolution No.: 2015-198

Whereas, the Wabasha County Sheriff's Office is requesting a reduction for Permit to Carry Fees; as follows:

• New – Reduce from $100 to $75 for In-State Resident; Out of State remains the same

• New – Reduce from $100 to $25 for Active/Retired Military and Law Enforcement

• Renewal – Reduce from $75 to $50 for In-State Resident; Out of State remains the same

• Renewal – Reduce from $75 to $25 for Active/Retired Military and Law Enforcement

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the proposed reduced permit to carry fees is authorized and will take effect immediately; and,

Be it Further Resolved by the Wabasha County Board of Commissioners that: the fee schedule will need to be amended to include this change as noted above.
