The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, October 20, 2015 at 9:00 a.m.

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Springer, Wobbe. Absent: Key

Motion to approve the agenda.

Resolution No.: 2015-234

Whereas, MDH has offered Wabasha County a State Health Improvement Planning Grant (SHIP) in the amount of $135,447 for November , 2015 thru Oct 31,2016 , and;

Whereas, this grant will cover the cost of a Full Time SHIP coordinator as well as pass through grants to community projects that meet the criteria for SHIP funding, and

Whereas, no County tax levy dollars will be required to support this grant,

Now Therefore be it Resolved, by the Wabasha County Board of Commissioners that; Wabasha County Public Health accepts the SHIP planning grant and proceed with developing an implementation grant.

Whereas, a 2007 Dodge Durango utilized by the Zoning Department is in need of extensive repair; and

Whereas, the mileage and overall condition of the vehicle do not justify the expense of the repairs; and

Whereas, the Zoning Department is requesting that the 2007 Dodge Durango be sold.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners authorizes the Wabasha County Sheriff to sell the 2007 Dodge Durango (VIN # #1D8HB482X7F539518) from the Zoning Department on eBay.

Resolution No.: 2015-236

Whereas, a 2006 Ford Taurus is in need of necessary repairs needed to bring it back to a working state beyond its value; and

Whereas, the Assessor's Office is requesting that the 2006 Ford Taurus be sold on eBay; and

Whereas, the Assessor's Office is requesting that the proceeds from the sale of this vehicle be deposited back into the Wabasha County Sheriff's squad car replacement fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized and directed to sell the 2006 Ford Taurus bearing VIN # 1FAHP53U56A249137 on eBay as noted above.

Resolution No.: 2015-237

Whereas, currently the position of Chief Deputy is vacant in the Sheriff's Department; and

Whereas, the County Sheriff and County Administrator have identified the need to keep the position filled; and

Whereas; the County Sheriff has identified Mr. Jim Warren as a suitable replacement for the position; and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Mr. Jim Warren is hereby authorized to be hired as a Wabasha county Chief Deputy at the Grade 9 Step 4 $34.6672 per hour as stated in the non union pay grid.

Whereas, The Wabasha County Auditor/Treasurer's Office is currently splitting a position with the Environmental Services Department; and

Whereas, after undertaking a thorough staffing review it is recommended that the position be filled in a full-time manner by one staff person; and

Whereas, the recommendation is to transition that an existing staff person back to the Auditor/Treasurer's Office to provide support coverage when needed to other county departments like the Recorder's Office or the Finance Department.

Whereas; it is the recommendation that most appropriate manner to potentially transfer positions is to open the positions for applications.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the authorization to seek internal applicants for the position and the hiring of a Deputy Auditor/Treasurer Wabasha County Auditor/Treasurer Department.

Resolution No.: 2015-239

Whereas, The Wabasha County Environmental Services Department is currently splitting a position with the Recorder's Office and the Auditor/Treasurer's Office; and

Whereas, the position is necessary for the Environmental Services Department to adequately function in the daily operations of the department.

Whereas, after undertaking a thorough staffing review, it is recommended that the position be filled in a full-time manner by one staff person; and

Whereas; it is the recommendation that most appropriate manner to potentially transfer positions is to open the positions for applications.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners approves the authorization to seek internal applicants for the position and the hiring of an Administrative Assistant to be based in the Environmental Services Department.

Resolution No.: 2015-240

Whereas, On October 5, 2015 the DNR notified the County of its interest in purchasing 39 acres of land from a private seller near Mazeppa Township. The DNR would intend to use the land for public recreation and wildlife habitat protection and management. The area being acquired consists of forest, grassland and some cropland; and

Whereas, Pursuant to Minnesota Statute, the DNR is required to request approval from the County prior to acquiring the land; and

Now Therefore Be It Resolved that the Wabasha County Board of Commissioners approves the request from the DNR to purchase the above referenced property.

Resolution No.: 2015-241

Whereas, the Wabasha County Board of Commissioners deems it in the best interest of the safety and welfare of its citizens to adopt an ordinance providing for the establishment and administration of an official plan for a coordinated system of road numbers and addressable structures in the unincorporated areas of Wabasha County.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the attached Wabasha County Rural Addressing Ordinance is hereby adopted and enacted.

Resolution No.: 2015-242

Whereas, the Rural Addressing Ordinance requires the Wabasha County Board of Commissioners to designate a Coordinator for the administration of the Rural Addressing Ordinance.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the position of GIS Coordinator is hereby designated as the Coordinator to administer the Rural Addressing Ordinance.

Resolution No.: 2015-243

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for CP 79-16-8230, CP 79-16-8240, and CP 79-16-8250.

Be it further Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to proceed in coordinating with Winona County for the preparation of plans and advertising for bids of SAP 079-625-018.

Resolution No.: 2015-244

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SP 079-070-008 and SAP 079-615-008, SAP 079-615-007, and SAP 079-615-009 and SAP 079-609-012.

Discussion was held in regard to the Road and Bridge Improvement Plan for 2016-2025.

Resolution No.: 2015-245

Whereas, GASB Statement No. 45 states that a actuarial valuation is required at least once every three years, and

Whereas, the County had contracted with Hildi Inc to provide the actuarial services to the County previously, and

Whereas, the next actuarial review is required as of January 2016.

Now Therefore, be it resolved, that the Wabasha County Board of Commissioners hereby approves the attached agreement for consulting services between Hildi Inc and Wabasha County.

Resolution No.: 2015-246

Whereas, Wabasha County has adopted a Comprehensive Zoning Ordinance as provided in Chapter 394 Minn. Stats.; and

Whereas, the Wabasha County Planning Commission has reviewed Articles One (1) through twelve (12) and has recommended changes to each article which are now labeled Chapters one (1) through twelve (12) ; and

Whereas, the Planning Commission conducted a public hearing on September 28, 2015 and after the public hearing voted 5-0 that the revisions be forwarded to the Wabasha County Board of Commissioners with a recommendation that the revisions be approved by the County Board.

Now Therefore Be It Resolved, the Wabasha County Board of Commissioners has received and reviewed the recommendations of the Wabasha County Planning Commission; and

Be It Further Resolved, the Wabasha County Board of Commissioners adopts Chapters one (1) through twelve (12) as attached to respectively replace Articles one (1) through twelve (12) of the Wabasha County Zoning Ordinance.

Resolution No.: 2015-247

Whereas, Minnesota Department of Revenue (DOR) recommends counties adopt an Abatement Policy dealing with property taxes.

Whereas, County Assessor and County Auditor/Treasurer recommends adopting the policy attached. Policy was written accordingly to Minnesota State Statues.

Whereas, the policy was reviewed by County Attorney, County Finance Director, DOR and Office of the State Auditor with no concerns to report.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners herby, approves the Wabasha County Abatement Policy as attached.

Motion to close the open meeting and open the Closed Session for Performance Evaluation of County Administrator.

Resolution No.: 2015-248

Whereas, Minn. Stat. §13D.05 subd. 3(a) permits closing a County Board meeting to evaluate the performance of an individual who is subject to its authority; and

Whereas, the County Board desires to conduct a performance evaluation of County Administrator Michael Plante; and

Whereas, the Board shall conduct its performance evaluation during the closed session and will summarize the results of that evaluation at its next public board meeting; and

Now, Therefore Be It Resolved, a closed meeting of the County Board will be held to conduct a performance evaluation of County Administrator Michael Plante pursuant to the above referenced terms.
