Meeting of December 15, 2015 

The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, December 15, 2015 at 9:00 a.m.

The meeting was called to order by Board Chairman Wobbe.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Motion to approve the agenda after moving Item A to E, and Item E to C.

Whereas, SP 079-070-006 with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to AAA Striping Service Company for completion of Project SP 079-070-006 in the amount of $11,158.99.

GOIHL - SPRINGER

Resolution No.: 2015-285

Whereas, Winona County has opened bids for a contract including Wabasha County SAP 079-625-018, and

Whereas, Wabasha County desires to complete the work as planned.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the work planned under SAP 079-625-018 is authorized to be completed and payments made by the Wabasha County Engineer to Winona County for the work certified on this project SAP 079-625-018.

SPRINGER - KEY

Resolution No.: 2015-286

Whereas, the Wabasha County Highway Department proposes to acquire property in addition to the existing right of way of County State Aid Highway 2 for the purpose of improvements under project SAP 079-602-040; and

Whereas, improvements under project SAP 079-602-040 are necessary in order to improve this segment of County State Aid Highway 2 to provide for public health, welfare, safety and convenience; and

Whereas, the property necessary to be acquired for improvements and existing right of way for project SAP 079-602-040 are described on Wabasha County Highway Right of Way Plat No. 47.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby approves and accepts Wabasha County Highway Right of Way Plat No. 47 designating the location of right of way.

Be It Further Resolved by the Wabasha County Board of Commissioners that, the County Highway Engineer is hereby authorized to proceed to acquire the property as described in Wabasha County Highway Right of Way Plat No. 47 in accordance with applicable laws and statutes.

Resolution No.: 2015-288

Whereas, Fahrner Asphalt Sealers LLC is the lowest responsible bidder for CP 79-16-8230, and

Whereas, Fahrner Asphalt Sealers LLC is the lowest responsible bidder for CP 79-16-8240, and

Whereas, Fahrner Asphalt Sealers LLC is the lowest responsible bidder for CP 79-16-8250.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Fahrner Asphalt Sealers LLC. for CP 79-16-8230 – Sealcoat with Boiler Slag - in the amount of $556,836.11 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Fahrner Asphalt Sealers LLC for this work.

Be it Further Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Fahrner Asphalt Sealers LLC. for CP 79-16-8240 – Sealcoat with GSB-88 - in the amount of $167,358.04 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Fahrner Asphalt Sealers LLC for this work.

Be it Further Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Fahrner Asphalt Sealers LLC. for CP 79-16-8250 – Sealcoat County Hwys 58 and 65 - in the amount of $36,168.76 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Fahrner Asphalt Sealers LLC for this work.

Resolution No.: 2015-287

Whereas, Mattison Contractors Inc. is the lowest responsible bidder for SAP 079-609-012 and SAP 079-615-009.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County hereby accepts the bid of Mattison Contractors Inc. for SAP 079-609-012 and SAP 079-615-009 excluding the planned guardrail at and near the bridge in the amount of $60,762.50 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Mattison Contractors Inc. for this work.

KEY - HALL

Resolution No.: 2015-284

Whereas, Chapter 308 of the 2014 Minnesota Session Laws establishes a County Program Aid grant for Aquatic Invasive Species (AIS) prevention with an amount designated for each county based on the number of watercraft trailer launches as well as the number of watercraft trailer parking spaces within each county; and

Whereas, Wabasha County has already received $45,014 for 2014, has received $100,032 in 2015, and will receive $99,620 in 2016 and each following year the County approves and submits a plan to the State by December 31 of the current year, a resolution or a plan that establishes how the funds will be used to prevent the introduction or limit the spread of AIS; and

Whereas, Wabasha County's Water Plan has identified the need for an ongoing effort to inform the public of resource needs, resource impairments, and resource protection matters with the fight against AIS being included in this educational effort; and

Whereas, The AIS Coordinator at the Wabasha County SWCD is already responsible for implementing and continuing the development of the County's AIS program and has been successful in completing much of the work load of the original plan. The request is that the AIS Coordinator position be reduced to 75% time allowing 25% of the employee's time go to other funded programs within the SWCD.

Now, Therefore Be It Resolved, the Board of Commissioners of Wabasha County, Minnesota allow the adjustment to the work plan of the AIS Coordinator and continue oversight of Wabasha County's AIS prevention efforts within the Wabasha County Soil and Water Conservation District and delegates to the County SWCD the responsibility to prepare, implement and report annually a plan to allocate the funding in accordance with the above legislation.
