Wabasha County Human Service Board

Meeting of November 24, 2015


The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 11:35AM, November 24, 2015 in accordance with MS 402.01 to 402.10.  The previous meeting was recessed to this time and place.

The following members were present: Commissioners Hall, Wobbe, Springer, Goihl and Key.

Springer/Key
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda

Hall/Key
WHEREAS, the Minutes of the October 27, 2015 regular board meeting have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

Hall/Key
WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 10/27/15 through 11/24/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 10/27/15 through 11/24/15 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 10/27/15 through 11/24/15 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for  10/27/15 through 11/24/15 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

Key/Goihl

Whereas, there are current open position on the Health and Human Services Advisory Committee; and

Whereas, Commissioner Cheryl Key has recommended Jil Garry for consideration for appointment; and

Whereas, Jil Garry has agreed to serve on the committee if appointed by the Health and Human Services Board;

Now therefore be it resolved by the Wabasha County Board of Human Services that, they
appoint Jil Garry of Lake City, MN to the Wabasha County Health and Human Services Advisory Committee effective immediately.

Key/Wobbe

Whereas, the Minnesota Department of Employment and Economic Development in conjunction with the Minnesota Department of Human Services has authorized a grant to the participating counties of Goodhue, Houston, Mower, and Wabasha to provide employment and training services for Supplemental Nutritional Assistance Program (SNAP) recipients; and

Whereas, the participating counties have agreed that Wabasha County will act as the fiscal agent for this grant; and

Whereas, the participating counties have agreed to how this grant money will be distributed; and

Whereas, the total available funds for this grant are $71,393 designated for direct program expenses and $3,024 designated for support services for the period of October 1, 2015 through September 30, 2016; and

Whereas; the Social Services Director recommends approval of this agreement with the partnering counties and Workforce Development, Inc.;

Now therefore be it resolved by the Wabasha County Board of Human Services that, it approves the Multi-County Agreement for the Provision of Supplemental Nutritional Assistance Program Employment & Training with Workforce Development, Inc.

DISCUSSION and INFORMATIONAL ITEMS

A. SHIP Update
Tina Moen, SHIP coordinator presented to the Board on the SHIP 3 grant, partners who were funded and projects that were done with SHIP 3 funding.  She also presented on SHIP 4 funding and planned grant activities.

B. County Health Rankings
Judy Barton presented on the annual County Health Ranking which are done by the University of WI and funded through the Robert Wood Johnson foundation.  She reviewed the criteria used for the rankings and  stated Wabasha County ranked 7th in the state in reported health behaviors and 25st in the state in Health Outcomes.  She also presented a comparison of where Wabasha County ranked as compared to neighboring counties. 

C.  Wendy’s Wonderful Kids Adoption Recruitment Program MOU
John reported that the Dave Thomas Foundation recently announced that they had pulled regional funding for the Wendy’s Wonderful Kids Adoption Recruitment Program for next year.   This recruitment service, had the funding been in place, would been available at no cost to the county.  Without the funding, the monthly cost of the recruitment service would be $750 per child.  Given this development, an MOU will not be pursued as planned, though it may be pursued in the future if determined to be cost effective for a particularly difficult placement.

D. PHS and SS Miscellaneous: 
John mentioned that he is in the process of reviewing the latest Human Services Cost Report.  For 2014, Wabasha County’s per capita ranking by total cost was 9th (a low ranking means lower cost per capita).  For 2013 and 2012, Wabasha County was ranked 11th in this measure.
