Wabasha County Human Services Board
Meeting of August 25, 2009

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., August 25, 2009 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place. The following members were present: Commissioners Dwelle, Hall, Norman, Riester, and Windhorst. Absent: None

WINDHORST – HALL

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with 2 changes: Item 5F has been added – Home Health Aide Hiring

RIESTER – HALL

WHEREAS, the Minutes of the July 28, 2009 meeting have been presented for review and that no changes have been made to the Minutes; BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 07/28/09 through 08/24/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 07/28/09 through 08/24/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 07/28/09 through 08/24/09 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 07/28/09 through 08/24/09 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

NO ACTION TAKEN

A family request had been received to waive fees set by the Department of Social Services for a child in the family. The family owes $1,639.60. There was considerable discussion among the Board members on the expenses incurred, and efforts by the family to reimburse the County for the expenses. Wabasha County has covered approximately $95,800 in expenses. The County has received almost $21,000 in recoveries toward the expenditure. After consideration, the Board chose to take no action on the family request, which then leaves the placement fees of $1,639.60 as collectable.

WINDHORST – NORMAN

Whereas, the Wabasha County Human Services Board provides the host county contract for various waivered services; and

Whereas, the providers offer direct services to Alternative Care, Elderly Waiver, CADI, and CAC waiver clients as determined appropriate through effective case management; and

Whereas, the services to disabled individuals are funded through Medicaid funds, a combination of State and Federal dollars; and

Whereas, the contracts have been reviewed by the County Attorney to form and execution and Director of Public Health recommends renewal of the of these contracts;

Now, therefore be it resolved the Wabasha County Human Services Board approves renewal of the waivered services contract with Fairview Red Wing Regional Home Health, Home Keepers International, St. Elizabeth’s Medical Center, Three Rivers Community Action Council, Fifth Street Elder Care, Benedictine Care Center, Monica Burrows AFC, Lake City Medical Center, Prestige Care, In Home Personal Care, and Parkside Elder Care.

RIESTER – WINDHORST

Whereas, the Department of Social Services has completed a proposed 2010 budget for all services provided by the Department; and

Whereas, the Human Services Board is required to approve a preliminary budget for consideration by the Wabasha County Commissioners in preparation to set the County levy for 2010; and

Whereas, the preliminary budget is the starting point for further budget discussions, knowing the preliminary budget will not increase after the levy is set;

Now therefore be it resolved, the Wabasha County Human Services Board approves forwarding a proposed Social Services budget of $4,343,563 to the Wabasha County Board of Commissioners for further consideration. A levy request of $2,128,982 is required to achieve a balanced budget for 2010.

WINDHORST – HALL

Whereas, the Department of Public Health Services has completed a proposed 2010 budget for all services provided by the Department; and

Whereas, the Human Services Board is required to approve a preliminary budget for consideration by the Wabasha County Commissioners in preparation to set the County levy for 2010; and

Whereas, the preliminary budget is the starting point for further budget discussions, knowing the preliminary budget will not increase after the levy is set;

Now therefore be it resolved, the Wabasha County Human Services Board approves forwarding a proposed Public Health Services budget of $1,525,888 to the Wabasha County Board of Commissioners for further consideration. A levy request of $322,232 is required to achieve a balanced budget for 2010. Discussion: Commissioner Windhorst made a suggestion to recommend to the County Board that the levy request be increased to the same level as 2009 budgeted amount of $347,276 due to the uncertainty of H1N1 and SHIP funding continuation. There was unanimous consensus on this recommendation.

RIESTER – HALL

Whereas, the Department of Social Services policy for burial of indigents had not been updated since 1997 and the Minnesota Statutes in regard to Poor Relief Burials was updated in the 2009 Legislative Session; and

Whereas, the County is required to provide for the final disposition of indigent persons; and

Whereas, the recommended method of disposition will be direct cremation, or immediate burial if cremation is contrary to the beliefs or expressed wishes of the deceased, or those of the deceased’s spouse or next of kin; and

Whereas, a delegation of Funeral Home Directors met with County staff to review and offer suggestions to improve the Policy;

Now therefore be it resolved, the Wabasha County Human Services Board approves the updated county burial policy (#2.701) as recommended.

WINDHORST – HALL

Whereas, the Public Health Services Department has openings for two (2) Home Health Aide positions; and

Whereas the Wabasha County Human Services Board has approved advertisement and filling of the positions to serve the residents of Wabasha County; and

Whereas, the Director of Public Health Services has recommended the hiring and salary of each individual based upon experience and credentials;

Now, therefore be it resolved, the Wabasha County Human Services Board approved the hiring of Mary Lou Hager at Step 9, $14.70 per hour, and Ashley Jacoby at Step 1, $11.25 per hour, to the position of Home Health Aide. These positions do not receive any benefits and are called to serve clients on an as-needed basis. Abstain: Riester For: Dwelle, Hall, Norman & Windhorst

DISCUSSION and INFORMATIONAL ITEMS

Environmental Health Services Report
Thompson and West were unable to attend meeting. Judy updated the board on their activities. Well construction remains down for the second year in a row, however, septic system replacements and construction has remained fairly stable. Susie has been inspecting restaurants and working with schools on their coop plans. The previous month has been business as usual.

Adult Services Report
Hitz, Huebner and Dallmann reported on activity for our adult services clients being served by Social Services staff. The overall waiver budget is within expectations; mental health staff is being hired and should be in place prior to October 1st. There have been 4 mental health commitments in the last couple weeks, and chemical dependency services continue to be at a high level.

2010-2011 MFIP/CCSA Plan
Smith reported the 2010-2011 MFIP/CCSA Plan will be due to the State in October. The plan will be compiled and ready for Board approval at the September meeting. Public input has been requested through e-mail notification to various service providers and a posting on the County website. Those comments received will be used in consideration as the upcoming plan is developed.

The Plan provides a basic framework on how State/Federal funding will be used to meet service goals for Wabasha County.

PHS & SS Miscellaneous
Barton reported she has been requested to participate in a stakeholder’s workgroup that will be meeting regularly in St. Paul. This group will be reviewing proposed changes to waiver programs as they impact nursing home admissions and eligibility for home waiver programming. She also requested assistance from the Commissioners to identify local contacts to participate in development of objectives under the State Health Improvement Plan (SHIP). This regional effort has received significant funding, yet also needs local planning.

Smith reported the recent mailing of a 20-page document from Assistant DHS Commissioner Tom Wilkin that is a response to how redesign efforts should be developed, from the State perspective.

Being no further business to come before the Board, motion was made and duly carried at 10:55 a.m. to recess this meeting until 9:00 a.m. on September 22, 2009.
