The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, March 15, 2016 at 9:00 a.m.

The meeting was called to order by Board Chairman Hall.

The following Commissioners were present: Goihl, Hall, Key, Springer, Wobbe

Resolution No. 2016-066

Whereas, the Board authorized the County Administrator to fill the vacant Administrative Specialist position, and;

Whereas, the Administrator interviewed potential candidates, and;

Whereas, the Administrator believes that the position should be offered to Katie Streveler on pay grade 3, “start” step of the non-union pay scale which reflects $17.77 an hour, and

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that,

Katie Streveler be hired with a starting date of March 21, 2016. Starting hourly rate will be at pay grade 3, “start step” of the non-union pay scale.

Resolution No. 2016-067

Whereas, Wabasha County will have a vacancy in its Public Health Department for a Public Health Nurse due to the retirement of Kathy Brehmer; and

Whereas, the Personnel Committee and the Public Health Director have identified the need to keep the position filled; and

Whereas, Wabasha County has advertised, taken and reviewed applications for one vacant full-time Registered Nurse,

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners authorizes the hire of Amber Reidt, Registered Nurse with the start date of March 21, 2016 and starting wage to be Paygrade 5 “Step 3” of the Nonunion Scale, $25.771.

Resolution No. 2016-068

Whereas, Katie Streveler has recently been appointed to a position in the Human Resources Department; and

Whereas, this appointment has created an account technician vacancy in the Social Services Accounting Unit; and

Whereas, the Social Services Director has recommended the hiring of an account technician to fill this vacancy; and

Whereas, the Wabasha County Personnel Committee has reviewed the Social Services Director's request to hire an account technician vacancy and supports his recommendation;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Social Services Director is hereby authorized to hire an account technician vacancy to fill the vacancy created in the Social Services Accounting Unit.

Resolution No. 2016-069

Whereas, the Wabasha County Board of Commissioners has previously approved the hiring of a social worker in the Adult Services & Chemical Dependency Unit; and

Whereas, the Human Resources Department in conjunction with the Social Services Supervisor have conducted interviews with applicants for this position and have recommended a candidate to hire; and

Whereas, the Social Service Director has reviewed the selection process and agrees with the recommendation to appoint Brittany Dondlinger to fill this position;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby authorizes the Social Services Director to appoint Brittany Dondlinger to fill the social worker vacancy in the Adult Services & Chemical Dependency Unit. The starting salary for this position shall be set at Grade F, Step 1 and the date of hire shall be March 21, 2016.

Resolution No. 2016-070

Whereas, the Wabasha County Board of Commissioners has previously approved the hiring of a social worker in the Home & Community Based Services Unit; and

Whereas, the Human Resources Department in conjunction with the Home & Community Based Services Supervisor have conducted interviews with applicants for this position and have recommended a candidate to hire; and

Whereas, the Social Service Director has reviewed the selection process and agrees with the recommendation to appoint Cori Barker to fill this position and based on her previous experience set her starting salary at Grade F, Step 3;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, it hereby authorizes the Social Services Director to appoint Cori Barker to fill the social worker vacancy in the Home & Community Based Services Unit. The starting salary for this position shall be set at Grade F, Step 3 and the date of hire shall be April XX, 2016.

Resolution No. 2016-071

Whereas, As part of the bond refunding with Springsted Consulting they work outside Bond Counsel to render an objective legal opinion with respect to the authorization and issuance of the bonds; and

Whereas, Any costs associated with the bond counsel should be rolled into the overall refunding;

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that it authorizes the County Administrator to sign the enclosed agreement entitled “Proposed Issuance of General Obligation Jail Refunding Bonds, Series 2016.”

Resolution No. 2016-072

Whereas, the position of Paralegal/Victim-Witness Coordinator became vacant on July 5, 2015;

Whereas, Wabasha County Attorney Karrie S. Kelly met with the Personnel Committee on March 8, 2016 and received approval to advertise and interview applicants to fill the position.

Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves advertising and interviewing applicants to fill the position of Paralegal/Victim-Witness Coordinator OR Legal Secretary.

Resolution No. 2016-073

Whereas, Charles Holmstadt has been an employee of the County since November 1987, and

Whereas, Charles Holmstadt has notified the County of his retirement on March 31, 2016, and

Whereas, upon this retirement a vacancy will be made at the Wabasha County Highway Department.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Charles Holmstadt’s retirement notice/resignation is hereby accepted by Wabasha County with appreciation of his service.

Be it Further Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise (until filled) and hire the position of Highway Maintenance Worker.

Resolution No. 2016-074

Whereas, pursuant to the laws of the State of Minnesota and Section 103 of the Internal Revenue Code of 1986, as amended (the “Code”), Wabasha County, Minnesota (the “County”), acting by and through the authority of its Board of Commissioners, has issued, and likely will issue in the future, tax exempt municipal bonds, notes or other obligations (“Tax Exempt Bonds”); and

Whereas, the County deems it necessary and desirable to adopt certain procedures and practices to be followed by the County in connection with the issuance of Tax Exempt Bonds; and

Whereas, the proposed Post Issuance Tax Compliance Policy For Tax-Exempt Bonds is attached hereto as Exhibit A (the “Compliance Policy”);

Now Therefore be it Resolved by the Board of Commissioners of Wabasha County, Minnesota, as follows:

Section 1. The Compliance Policy attached hereto as Exhibit A is hereby adopted and shall be dated as of the date hereof.

Section 2. The County Clerk is hereby authorized and directed to periodically update the Compliance Policy in accordance with the Code and related rulings or regulations, with advice from bond counsel.

Section 3. All resolutions or parts of resolutions in conflict herewith are hereby repealed to the extent of such conflict.

Resolution No. 2016-075

RESOLUTION AUTHORIZING ISSUANCE, AWARDING SALE, PRESCRIBING THE FORM AND DETAILS AND PROVIDING FOR THE PAYMENT OF $8,515,000 GENERAL OBLIGATION JAIL REFUNDING BONDS, SERIES 2016A

Resolution No. 2016-076

Whereas, the Wabasha County Sheriff’s Office is requesting to purchase an upgrade and computers for the audio/video system at a replacement cost of $35,681.49 from Accurate Controls, Inc.; and,

Whereas, the current audio/video system has failed and a replacement is urgently needed. Parts are no longer available. Vendor, Accurate Controls, Inc. is recommended to do the work as they already have existing systems in place at the CJC; and,

Whereas, the money for this purchase will come out of unallocated funds within the capital equipment fund; and,

Whereas, the cost will not exceed $36,000.00

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase the upgrade and computers for the audio/video system at a cost not to exceed $36,000; and,

Be it Further Resolved by the Wabasha County Board of Commissioners that funding of these purchases will come out of unallocated funds within the capital fund.

Resolution No. 2016-077

Whereas, the Wabasha County Sheriff’s Office is requesting to purchase an upgrade and computers for the Jail electronic/inmate control system (jail inmate movement) at a replacement cost of $18,279.67 from Accurate Controls, Inc.; and,

Whereas, future costs will also include an annual services agreement at a cost of $1,147.50; and,

Whereas, the current system needs to be upgraded from XP to Windows 7 as XP is no longer supported. Vendor, Accurate Controls, Inc. is recommended to do the work as they already have the existing system in place at the CJC; and,

Whereas, the money for this purchase will come from capital funds which was approved in the 2016 budget; and,

Whereas, the cost will not exceed $18,300.00

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to purchase the upgrade and computers for the Jail electronic/inmate control system at a cost not to exceed $18,300; and,

Be it Further Resolved by the Wabasha County Board of Commissioners that funding of these purchases will come from the capital fund.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for improvements on County Highway 86 under CP 079-086-007.

Resolution No. 2016-079

Whereas, the Wabasha County Highway Department has received proposals for herbicide application contract services; and

Whereas, the proposal from Barth Construction Inc. was the lowest proposal received per unit price.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Engineer to purchase herbicide application contract services from Barth Construction Inc.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, Wabasha County hereby accepts the proposal of True North Steel for the 2016 Corrugated Metal Culvert Materials in the amount of $22,198.50 and that the County Engineer is hereby authorized to purchase culvert materials from True North Steel.

Now Therefore be it Resolved that the Wabasha County Board of Commissioners that Wabasha County enter into the attached “Agreement Between Wabasha County and Mathy Construction Company” for improvements on Wabasha County Highway 86 and hereby authorizes the Chair of the Board and County Administrator to execute the above Agreement.

Resolution No. 2016-083

Whereas, the Wabasha County Sheriff’s Office is requesting to purchase one (1) Mobile radio at a cost of $7,879.63 and two (2) Portable radios at a cost of $4,298.25 each per attached quotes from Motorola Solutions, and;

Whereas, the money for these purchases will be paid from the Radio Designation Fund (01-291) not to exceed the amount of $17,000.00.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Auditor is authorized to issue an Auditor’s Warrant for the purchase of one (1) Mobile radio and two (2) Portable radios from Motorola Solutions.

Be it Further Resolved by the Wabasha County Board of Commissioners that the total cost for these purchases will not exceed the amount of $17,000.00.

Be it Further Resolved by the Wabasha County Board of Commissioners that funding for these purchases will come from the Radio Designation Fund (01-291).
