Meeting of January 27, 2009

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m., January 27, 2009 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place. The following members were present: Commissioners Dwelle, Hall, Norman, Riester, and Windhorst. Absent: None. Guests included 3 Winona State University nursing students, completing an internship/placement with PHS this semester.

RIESTER – WINDHORST
BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes:

WINDHORST – RIESTER

WHEREAS, the Minutes of the December 23, 2008 meetings have been presented for review and that no changes have been made to the Minutes;

BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WINDHORST – RIESTER

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 12/23/08 through 01/26/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 12/23/08 through 01/26/09 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 12/23/08 through 01/26/09 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 12/23/08 through 01/26/09 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

NO ACTION Wabasha County client filed an appeal of fee determination with the Department of Social Services, in accordance with appeal process. The appeal was filed timely and heard appropriately by the Human Services Board on this date. Client did not appear in person to discuss the $108.98 fee that had been assessed for services received at the Crisis Receiving Unit in Rochester. Client indicated he did not initiate the services, and therefore should not be liable for payment. Smith recommended the fee remains valid and payable, as the client received the services, whether or not they were voluntary. The Human Services Board took no action to waive the $108.98 fee. Therefore, the fee remains as payable to the County.

RIESTER – WINDHORST

Whereas, Wabasha County Human Services Board receives a number of documents requiring signature during the calendar year in the Public Health Services and Social Services Department; and

Whereas, the Minnesota Department of Health and the Minnesota Department of Human Services provide continuing funding for services through grants and allocation of funds authorized by Legislation, which also need signature by a representative of Public Health Services or Social Services staff; and

Whereas, these documents can be signed by administrative personnel as a matter of routine administrative procedure; and
Whereas, there has been a long history of administrative personnel signing certain documents on behalf of the Human Services Board; and

Whereas the authorized staff involved in these actions understand they will also comply with the Wabasha County Purchasing Policy, adopted Feb 5, 2002; Now therefore

Be it resolved, the Wabasha County Board of Human Services hereby authorizes the Directors of Public Health and Social Services, or their designees, to approve purchases, sign contracts, placement agreements, and other legally binding documents on behalf of the County during 2009. There is a limitation of $2,500 per individual item and $12,000 per contract (excluding contract for medical assistance waivers). RIESTER – WINDHORST

Whereas, Ms. Stacey Hjelmeland has been employed as a Financial Worker with the Department of Social Services since November 13, 2007, and

Whereas Ms. Stacey Hjelmeland has submitted a letter of resignation effective February 2, 2009; and

Whereas the Director of Social Services indicates she is an employee in good standing;

Now, therefore be it resolved, the Wabasha County Human Services Board accepts, with regrets, the resignation of Ms. Stacey Hjelmeland, effective the end of our workday on February 2, 2009.

Adopted Unanimously.

RIESTER – NO SECOND – MOTION FAILS Motion offered to allow the filling of the Financial Worker vacancy created with the resignation of Ms. Hjelmeland. Motion failed with no second.

WINDHORST – HALL

Whereas, the Director of Public Health Services has reported a donation of $2,088.12 from the Wabasha Combined Drive; and

Whereas, the Director of Public Health Services indicated these funds have been designated for the special needs fund in the Department; and

Whereas, the Director of Public Health Services recommends the Human Services Board accept the donation to be in compliance with County policy;

Now, therefore be it resolved, the Wabasha County Human Services Board accepts the donation of $2.088.12 from the Wabasha Combined Drive, with said funds to be dedicated to the special needs fund within the Public Health Services Department. The Human Services Board thanks the individuals for their generous donation to all agencies through the Combined Drive.

NORMAN – RIESTER

Whereas, the Director of Public Health Services has reported the receipt of a $10,000 award for capacity building; and

Whereas, the Director of Public Health Services recommends the Human Services Board accept the award from NACCHO;

Now, therefore be it resolved, the Wabasha County Human Services Board accepts a Capacity Building Award of $10,000 from NACCHO.

RIESTER – WINDHORST

Whereas, the Director of Social Services has provided detailed information to the Human Services Board on the vehicles available through the State bid contract; and

Whereas, a replacement vehicle has been included in the 2009 budget for Social Services; and

Whereas, the 2006 Taurus is the vehicle to be moved to the general county car pool upon purchase of a 2009 vehicle; and

Whereas, the purchase of a vehicle by the Department of Social Services provides the highest level of reimbursement and is cost-effective;

Whereas, the Director of Social Services recommends the purchase of a 2009 vehicle and transfer of the 2006 vehicle to the general car pool;

Now, therefore be it resolved, the Wabasha County Human Services Board approves the purchase of a 2009 Chevrolet Malibu at a cost of $17,909.88, as listed in the State bid contract.

RIESTER – NORMAN

Whereas, the Director of Public Health Services has indicated a revision is necessary in the mileage reimbursement policies for staff; and

Whereas, the Director of Public Health Services has indicated the proposed changes will reduce the budget expense for this budgeted item; and

Whereas, the Director of Public Health Services has indicated the proposed changes are within the guidelines of 29 CFR 785.35 on reimbursement for home to work / work to home travel;

Now, therefore be it resolved, the Wabasha County Human Services Board approves the proposed procedure for determining travel reimbursement, consistent with 29 CFR 785.35, effective February 1, 2009.

RIESTER – WINDHORST

Whereas, the Director of Public Health Services had received approval to rehiring 2.0 FTE Home Health Aide positions in 2007,with the understanding a workload decrease would bring future consideration on the status of these positions; and

Whereas, the Director of Public Health Services has recommended a 1.0 FTE Home Health Aide position be reduced to part-time status;

Now, therefore be it resolved, the Wabasha County Human Services Board approves the reduction of a 1.0 FTE Home Health Aide position to be part-time, as recommended by the Director of Public Health Services.

DISCUSSION and INFORMATIONAL ITEMS

Organization and Structure of the Human Services Board
Presentation by Smith and Barton on the organization of the Human Services Board for Wabasha County. PowerPoint presentation included background on the formation of this Board and the Minnesota Statute authority that guides the Board. Board members also reviewed the packet materials provided monthly.

Environmental Health Services Report
Delegation Agreement with the State will require revision for 2010. Judy Barton and staff are working on this revision with Minnesota Department of Health staff. This item will come back to the Human Services Board for action/adoption before the calendar year ends.

Darrin Thompson indicated the septic sub-treatment system (SSTS) grant reporting is due on February 1st. The Department of Health is completing a well evaluation process with Darrin. And there is additional compliance work needed for the Autumn Ridge Retreat Center, in submission of a septic certification. The owners must submit a full design of the system for review before the system can be certified.

Suzie West was not available for this meeting.

Social Services 4th Quarter 2008 Budget Repor
t
Moline provided an update on revenues and expenditures through the end of 2008. Revenues were reported at 8% higher than anticipated, and expenditures were 1% less than anticipated. The result is a cash balance of $2,724,989.55 as of December 31, 2008. Board members reviewed a report showing Court Services placements/expenses for 2008. Approximately $369,500 was expended on a budget for the same year of $281,000.

Home Care Department
Judy Barton provided a PowerPoint presentation on the home care services provided by Public Health Services. The discussion included the numbers of county residents currently being served, expenses & reimbursements related to the program, ramifications of a reduction in services.

PHS & SS Miscellaneous
Social Services reported receipt of a Food Support Program bonus payment of $5,817 that arrived in early January. These funds are to be used for improvements to the Food Support Program. McNally indicated these funds could be used to offset salary for the vacant Financial Worker position. Otherwise, the funds will be used, in part, to update computer equipment to help increase efficiency of the Unit. Barton indicated there are now 2 active tuberculosis cases in Wabasha County this year. Staff will respond as necessary to the individuals with services. Three (3) Winona State University nursing students attended this meeting as part of their placement activities. Each student introduced themselves and area of future interest when completing their degree.

NORMAN – RIESTER

Being no further business to come before the Board, motion was made and duly carried at 10:59 a.m. to recess this meeting until 9:00 a.m. on February 24, 2009.
