The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, May 23, 2017 at 9:00 a.m.

The meeting was called to order by Board Vice-Chairperson Goihl.

Reappoint Nate Pelz Wabasha County Veteran’s Services Officer

Whereas, On June 4, 2013 Nate Pelz was appointed to a four (4) year term as the Wabasha County Veteran’s Services Office; and

Whereas, it is being requested that the Board continue that appointment for a successive four (4) year term;

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Nathan Pelz be reappointed as County Veteran’s Services Officer pursuant to Minnesota Statute 197.60 Subd. 2 for a term of 4 years starting June 8, 2017 and ending June 8, 2021.

Approval to create an additional General Investigator position, remove Dispatch Floater position, and hire a full-time Deputy to backfill a current Deputy position.

Whereas, the Wabasha County Sheriff’s Office is requesting approval to create an additional General Investigator position, remove the current Dispatch Floater position, and hire a full-time Deputy to backfill a current Deputy position within the Sheriff’s Office. 

Whereas, This request has been approved by the personnel committee.

Now, therefore be it resolved by the Wabasha County Board of Commissioners,  that the Sheriff’s Office is hereby authorized to create an additional General Investigator position, remove the current Dispatch Floater position, and hire a full-time Deputy to backfill a current Deputy position within the Sheriff’s Office.

Resolution No.: 2017-102

Whereas, Revenue Recapture is a process where the Minnesota Department of Revenue (DOR) can take (“recapture”) tax refunds and use them to pay debt claims filed by qualified agencies

Whereas, Wabasha County is currently using DOR – Revenue Recapture process in the following departments:  Auditor/Treasurer, Social Services, Social Services – Income Maintenance, Probation, and Jail.

 Whereas, DOR is asking for the County to sign and return an Updated Service Level Agreement (SLA).  Wabasha County needs to sign one SLA for each department that is using this process.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby, authorizes the Board Chair to sign Service Level Agreements for the above departments.  Signed agreements will be on file in the Wabasha County Auditor/Treasurer’s Office.

Approve 3.2 Beer Licenses

Whereas,  the following applicants wish to have their County On Sale and Off 3.2 Beer Licenses approved:

 Whereas, the applications have been approved by the County Attorney and County Sheriff and have paid the required license fee. Term of license is from July 1, 2017 to June 30, 2018.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the renewal of 3.2 Beer License to the individuals listed above, subject to the State of Minnesota.

Resolution No.: 2017 - 104

Radiological Emergency Preparedness Grant

Equipment Purchase

Whereas, the State of Minnesota has trained locals to respond to a Radiological Emergency Preparedness Program Reception Center at the Wabasha-Kellogg School to help evacuees from the City of Red Wing in the event a large incident occurs at the Prairie Island Nuclear Generating Plant in Red Wing, MN; and

Whereas, through the State of Minnesota, Xcel Energy has provided Wabasha County with a grant to purchase equipment for the County and the City of Wabasha to use at the Reception Center; said equipment is also approved to be used in day to day business; and

Whereas, Wabasha County and the City of Wabasha have met and compiled a list of equipment to be purchased with the Reception Center Grant funds:

•    A mobile repeater for better 800 MHz radio communications at the school

•    2 portable 800 MHz radios for the Wabasha Fire Department

•    A mobile 800 MHz radio, including installation in a Fire Department pickup

•    Bank charger and 3 800 MHz portable radios for the Sheriff’s Department

•    Annual 800 MHz radio maintenance for City of Wabasha and Wabasha County Radios.

•    Safety Vests for the Sheriff’s Office

Now, Therefore, Be It Resolved that the Wabasha County Board of Commissioners approves purchase of the equipment listed above.

Resolution No.: 2017-105

Whereas,  Wabasha County Probation has requested and been approved for the Department of Corrections Caseload/Workload Grant of $ $39, 484, per year, in FY 2018 and 20197 and Wabasha County Probation uses these dollars for costs related to “caseload and workload reduction” expenses

Whereas,  Wabasha County Probation has requested and been approved for the Department of Corrections Remote Electronic Alcohol Grant (REAM) $ 6,000, per year, in FY 2018 and 2019 and Wabasha County Probation uses these dollars assist eligible offenders in covering expenses related to alcohol monitoring,

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Board of Commissioners hereby approves and accepts DOC FY 2018-2019 Caseload/Workload and REAM Grants.

Resolution No.: 2017-106

Whereas, the County currently owns property described below at the address 201 Bridge Street, Millville Minnesota containing a Highway Maintenance Shop and Salt Shed:

Legal Description: Lots 11, 12, 13, 14, 15, and 16 in Block 3 of A. Darrow’s Addition to Millville according to the plat on file and of record in the Office of the County Recorder in and for Wabasha County, State of Minnesota.

Excepting there from the following:

That part of the North Half of the vacated alley in Block 3 of A. Darrow’s Addition to Millville, according to the recorded plat thereof, which lies southerly of and adjoining Lots 11, 12, 13, 14, 15, and 16 in said Block 3.

Also Excepting there from the following:

The West 40 feet of Lot 11, Block 3, A. Darrow’s Addition to Millville according to the plat thereof on file and of record in the Office of the County Recorder in and for Wabasha County, State of Minnesota.

Personal Property: Attached work bench, attached cupboards, small office wall cabinet, salt shed, water heater, furnaces and ceiling mounted heaters, and door openers.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Highway Department is authorized to advertise for sealed bids for the sale of the above property including the Shop and salt shed, and personal property.

Resolution Number: 2017-107

Whereas, May 2, 2017, the City of Wabasha extended a Request for Proposals for the prosecution of cases on behalf of that municipality.  The deadline for submissions is June 2, 2017;

Whereas, the Wabasha County Attorney’s Office believes such a contract would be beneficial to both the city and the county;

Whereas, there would be no negative impact to the 2017 County budget given the deferral of hiring a new legal secretary until January 2, 2018;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby authorizes the Wabasha County Attorney’s Office to submit a proposal to the City of Wabasha for the prosecution of cases on behalf of that municipality.  If accepted by the City of Wabasha, the County Attorney’s Office shall be allowed to hire a legal secretary who will begin employment on or after January 2, 2018.

Resolution No.: 2017-108

Labor Negotiation Strategy

Whereas,  Minn. Stat. §13D.03 subd. 1(a) permits closing a County Board meeting for the purposes of discussing labor negotiation strategy;

Whereas, the County Board desires to consult regarding the best course of action to take during the ongoing labor negotiations;

Whereas, it is not possible to fully discuss strategy and the options available to the County in a public meeting;

Whereas, certain phases of the negotiation strategy may be impaired if every discussion is available for the benefit of opposing parties;

Whereas, the County Board wishes to meet with to discuss the pros and cons, and strategy regarding the labor negotiations, and finds that such a discussion cannot be had in public session;

Whereas, based upon the foregoing the Board finds there is an absolute need for confidentiality of this matter;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that a closed meeting of the County Board concerning labor negotiations will be held. No subject matter other than the foregoing shall be discussed at said meeting.
