The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, July 18, 2017 at 9:00 a.m.

The meeting was called to order by Board Chairperson Key.

Resolution No.: 2017-137

Whereas, Wabasha County has received an ongoing grant from the State to supplement child protective services; and

Whereas, the purpose of this grant is to increase service capacity in child protective services; and 

Whereas, the majority of these grant dollars are used to fund an ongoing social worker position, the Social Services Director has recommended that excess funding be used to hire a part-time case aide in support of child protective services; and

Whereas, the Wabasha County Human Services Advisory  Committee and the Personnel Committee has reviewed and approved the Social Services Director's request to use these excess funds in this manner;

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Director of Social Services is hereby authorized to hire a part-time case aide to support child protective services with an initial appointment not to exceed 12 months.  Any extension of this position will be dependent on the receipt of ongoing funding for the position.

Resolution No.:  2017-138

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for SAP 079-602-042 replacement of bridge 79510 and approach grading and surfacing.

Whereas, Wabasha County has reviewed the pertinent data on bridges requiring replacement, rehabilitation, or removal; and

Whereas, Wabasha County has identified those bridges that are high priority and has previously established a list of those bridges that require replacement, rehabilitation, or removal; and

Whereas, the following additional bridges have been since identified as also requiring replacement, rehabilitation, or removal.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that, the following bridge is a high priority and Wabasha County intends to replace, rehabilitate, or remove this bridge as necessary when funds are available.

Be It Further Resolved that Wabasha County does hereby request authorization to replace, rehabilitate, or remove such bridge and authorizes the Wabasha County Engineer to request funds.

Resolution No.: 2017-140

Whereas, Project CP 79-17-8260 – Aggregate Surfacing with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed. 

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Roberson Lime & Rock Inc. in the amount of $4922.19.

Resolution No.: 2017-145

Whereas, a request dated June 9, 2017 was received for a Quit Claim action on the following described area:

That part of the North half of the Northeast Quarter of Section 32, Township 109, Range 13, which lies east of the Highway containing approximately 4.0 acres, more or less.  Excepting the property described as Parcel 13 of Wabasha County Right of Way Plat No. 24, Wabasha County, Minnesota.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby ___________(approve or deny)______ the submitted request;

Be it Further Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby vacate and release any and all rights or interest it may have in the above described property to the requestor as stated on the Quit Claim Deed.

Be it further resolved that the Chair of the Board and County Administrator acting as Clerk of the Board are hereby authorized to execute the Quit Claim Deed.

Whereas, the County currently owns property described below at the address 201 Bridge Street, Millville Minnesota containing a Highway Maintenance Shop and Salt Shed:

Legal Description: Lots 11, 12, 13, 14, 15, and 16 in Block 3 of A. Darrow’s Addition to Millville according to the plat on file and of record in the Office of the County Recorder in and for Wabasha County, State of Minnesota.

Excepting therefrom the following:

That part of the North Half of the vacated alley in Block 3 of A. Darrow’s Addition to Millville, according to the recorded plat thereof, which lies southerly of and adjoining Lots 11, 12, 13, 14, 15, and 16 in said Block 3.

Also Excepting therefrom the following:

The West 40 feet of Lot 11, Block 3, A. Darrow’s Addition to Millville according to the plat thereof on file and of record in the Office of the County Recorder in and for Wabasha County, State of Minnesota.

Personal Property: Attached work bench, attached cupboards, small office wall cabinet, salt shed, water heater, furnaces and ceiling mounted heaters, and door openers.

Whereas, the County has advertised for sealed bids for the sale of the above described property including the Millville Highway Maintenance Shop and Salt Shed, and

Whereas, the highest bid received was submitted by Millville Feed, Inc. for the amount of $141,050.

Now Therefore be it Resolved by the Wabasha County Board of Commissioners that, the sale of the above described property including the Millville Highway Maintenance Shop and Salt Shed to Millville Feed Inc. in the amount of $141,050 is approved.

Be it Further Resolved by the Wabasha County Board of Commissioners that upon receipt of full payment of the bid amount, the Chair of the Board and County Administrator are authorized to execute a Quit Claim Deed for the conveyance of the above property to Millville Feed, Inc.

Resolution No.: 2017-142

Whereas, the Wabasha County Highway Department proposes to acquire property in addition to the  existing right of way of County State Aid Highway 18 for the purpose of improvements under project SAP 079-618-008; and 

Whereas, improvements under project SAP 079-618-008 are necessary in order to improve this segment of County State Aid Highway 18 to provide for public health, welfare, safety and convenience; and

Whereas, the property necessary to be acquired for improvements and existing right of way for project SAP 079-618-008 are described on Wabasha County Highway Right of Way Plat No. 48.

Now Therefore Be It Resolved by the Wabasha County Board of Commissioners hereby approves and accepts Wabasha County Highway Right of Way Plat No. 48 designating the location of right of way.

Be It Further Resolved by the Wabasha County Board of Commissioners that, the County Highway Engineer is hereby authorized to proceed to acquire the property as described in Wabasha County Highway Right of Way Plat No. 48 in accordance with applicable laws and statutes.

Resolution Authorizing Execution of FY 2018-2019

Radiological Emergency Preparedness Grant Agreement

Whereas, the State of Minnesota is in need of a Radiological Emergency Preparedness Program Reception Center south of the City of Red Wing in the event an incident causing evacuation of residents of Red Wing occurs at the Prairie Island Nuclear Generating Plant in Red Wing, MN; and

Whereas, the State of Minnesota has selected, and FEMA has approved, the Wabasha-Kellogg School as the place that would suit the needs of a Reception Center; and

Whereas, Wabasha County is within the 50 mile ingestion pathway of the Prairie Island Nuclear Generating Plant in Red Wing; and

Whereas, the State of Minnesota is interested in entering into a Radiological Emergency Preparedness grant agreement with Wabasha County for the purpose of funding a Reception Center at the Wabasha-Kellogg School as well as funding costs associated with ingestion pathway relocation, planning and training.

Now, Therefore, Be It Resolved that the Wabasha County Board of Commissioners approves and signs the FY 2018-2019 Radiological Emergency Preparedness Grant Agreement with the State of Minnesota.

Resolution No: 2017-144

Resolution Regarding The Wabasha County

Attorney’s 2017 Salary

Whereas, Karrie Kelly is the Wabasha County Attorney; and

Whereas, the County Board has the duty and responsibility to set the salary of the County Attorney by resolution; and

Now, Therefore, Be It Resolved by the Wabasha County Board of Commissioners, as follows: 

1.    The Board has reviewed and hereby approves the Settlement Agreement with the County Attorney, and sets her 2017 salary at $96,600 retroactive to January 1, 2017.

2.    The Board Chair is authorized to sign the Settlement Agreement on behalf of the County Board.

3.    The Finance Office is authorized and directed to make the changes to the County Attorney’s salary consistent with this Resolution and the terms of the Settlement Agreement.
