Meeting of July 21, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 21, 2009 at 9:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
HALL - DWELLE
Motion to approve the agenda.

Commissioners reported on meetings they had attended. Administrator’s Update: Meeting with Soil & Water Board at 8:30 a.m. Commissioners Windhorst and Hall will be on the Soil and Water Board. Motion by Commissioner Riester, second by Commissioner Dwelle. Township Officers Association meeting -- Tuesday, August 11, 7:30 p.m. at Millville Union contract MOUs at next Board meeting. Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: July 7, 2009

Millville American Legion representatives came before the Board to get permission to post plaques on the new Millville Bridge to dedicate it to veterans. There was a motion by Merl Norman and a second by Rich Hall to approve placement of the plaques with the condition that it is approved by the highway department.
Jill Evans with the Southern Minnesota Initiative Fund came before the Board to ask to be included in the Wabasha County budget. Representatives from the HRA came before the Board to present their 2010 Levy. Their request for 2010 is $43,467. That is a 0% increase from last year.

Resolution No.: 2009-136
Whereas, Project C.P. 79-09-7050 – supply and haul crushed quarry rock to various roads located in Wabasha County, with any and/or all Supplemental Agreements, Change Orders or Work Orders, has been completed.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Roberson Lime & Rock, Inc. in the amount of $7,013.98.

DWELLE
Resolution No.: 2009-137
Whereas, we are constantly experiencing problems with regulating both heating and cooling in the Court House and Annex, causing routine discomfort to employees and customers and;
Whereas, when the present system was installed, portions of the system recommended by Honeywell were either deleted or downgraded to save costs and;
Whereas, we routinely have Honeywell on site to attempt to balance the system to little effect and;
Whereas, Honeywell has recommended a long term two phase fix to the current problems,
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Board approves purchase and installation of the Enterprise Buildings Integrator (EBI) front end system, which includes a front end display terminal with 16 VAV boxes, boilers, Court house AHU’s and Annex AHU. To allow building maintenance personnel to make setpoint changes faster, respond quicker to internal comfort issues and help reduce energy costs. And, install a 15 HP Variable Frequency Drive for the annex AHU to help air flow issues inside the annex “VFDs” help save energy and have quick paybacks. Total cost of phase 1 to be $20,806.
Failed for Lack of Second
Sheriff Rodney Bartsh introduced Deputy Jason Bade and his new K9 “Tango”. Tango will eventually replace K9 Ringo who has reached 9 years of age and is experiencing bone spurs in his spine. Tango is currently 4 months old and will be trained by Deputy Bade. He hopes to have Tango on the streets of Wabasha County in less than a year.

Resolution No.: 2009-138
Whereas, the new Criminal Justice Center has a large amount of paved walkway and a grassed area to maintain it is necessary to purchase a lawn tractor with mower deck, 2 stage snow blower and rotary broom, and;
Whereas, it is most appropriate to purchase a piece of equipment that allows for the interchanging of existing accessories, and;
Whereas, three quotes where obtained from different John Deere dealers with small price variations and the lowest price being received from SEMA Equipment, Inc. of Plainview at a total price of $12,950 plus tax.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that this equipment be purchased from SEMA Equipment at the specified price.

NORMAN - HALL
Resolution No.: 2009-139
Whereas, Wabasha County accepts Communications Facility Use Agreement for co-locating at Bear Valley (Whippoorwill) site with State of Minnesota Department of Transportation; and
Whereas, the cost incurred in this use agreement is an annual cost of three hundred and no cents ($300.00); and
Whereas, the monies for this upgrade will come out of the 911 (290) account;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Chairperson of the Wabasha County Board of Commissioners is hereby authorized to sign Communications Facility use agreement for co-locating at Bear Valley (Whippoorwill) site with State of Minnesota Department of Transportation.
Be it further resolved that funding of the upgrade will come from the 911 (920) account.

There was discussion on the crop that is at the Criminal Justice Center property. It was a consensus of the Board that the jail committee find a way to harvest the crop at the Criminal Justice Center.
Dave Johnson and the Space Committee brought some ideas to the Board for rearranging offices as some offices move out to the Criminal Justice Center. One option included an elevator in the court house building to make it handicapped assessable. One option is that public health would move to the second floor of the Services Building and the offices that are currently on the second floor would move to the courthouse building. The Board asked Administrator Johnson to look into prices for rearranging/remodeling the courthouse and annex to accommodate moving offices such as Planning and Zoning into the annex.
