Meeting of February 24, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, February 24, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

RIESTER - NORMAN
Resolution No.: 2009-032
Whereas, the Wabasha County Highway Department finds it beneficial for the County to purchase Crack Sealing Material. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to purchase Specification 3723, Hot Poured, Elastic Type from Deery American Corp. at $0.398 per pound plus sales tax.

NORMAN - HALL
Resolution No.: 2009-033
Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for bridge or roadway repairs associated with Southeast Minnesota Flood located on County State Aid Highway 11 and County Aid Highway 68; and
Whereas, the Commissioner of Transportation has given notice that funding for this construction project is available; and
Whereas, the amount of the grant has been determined to be $762,035 by reason of the detail damage cost estimated prepared by the agency and approved by Minnesota Department of Transportation, District State Aid Engineer.
Now therefore, be it resolved that Wabasha County does hereby agree to the terms and conditions of the grant consistent with Minnesota Statutes, section 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for the bridge and road but not required.

RIESTER - DWELLE
Resolution No.: 2009-034
Whereas, funds were budgeted to be used for various E911 and dispatch projects over the last several years, and
Whereas, the projects have not been completed and the not all of the budgeted amounts have been used, and
Whereas, the County will be incurring costs in the approximate amount of $600,000.00 for the dispatch console, $100,000.00 for the narrow band siren, and $329,818.00 for a records management system, and
Whereas, the County has designated funds in the amount of $170,812.00 for the records management system leaving an undesignated balance of $859,006.00 for the above projects.
Now therefore be it resolved, by the Wabasha County Board of Commissioners designates $859,006.00 of General Revenue Fund balances for the above projects effective December 31, 2008.

Janet Sandwick from the Jail Transition Team brought the Board up to date on the Boarding costs for the Counties inmates. The cost for boarding and mileage for January 2009 was $43,275.17. Medical expenses cost the County $2,881.37. Medical expenses were down from December. As of February 24, 2009 there were 24 inmates in jail, with an average of 19 inmates for the month of January. The expenses and average number of inmates from January 2008 compared to January 2009 are very similar. Boarding and mileage expenses from January 2008 were $42,133.00. The average inmate population was 18. Another item of discussion was the placement of the locks on the doors at the new jail. Currently the locks are near the floor.

Whereas, The County has a policy requiring itemized receipts for meal reimbursement; and
Whereas, The State Auditors require that we follow the policy, unless a signed affidavit explaining the lost or un-itemized receipt is provided by the employee to verify the reimbursement claim.
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that an affidavit form, provided by the County, be accepted in lieu of an itemized receipt when the receipt is lost or an itemized receipt cannot be obtained by the employee to substantiate their reimbursement claim

The commissioners made it very clear that a “lost” receipt is not a good excuse. They would prefer the affidavit only be used when an itemized receipt is not available. The use of the affidavit will be monitored closely for abuse.
