Meeting of January 27, 2009
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, January 27, 2009 at 11:00 a.m. The meeting was called to order by Board Chairman Windhorst. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
DWELLE - HALL
Motion to approve the agenda.

Commissioners reported on meetings they had attended. Public forum comments were made by Al Schacht in regard to county government.

Resolution No.: 2009-016
Resolution authorizing issuance, awarding sale prescribing the form and details and providing for the payment of $1,915,000 general obligation jail bonds, Series 2009A
I, the undersigned, being the duly qualified and acting recording officer of the public corporation issuing the Bonds referred to in the title of this certificate, certify that the documents attached hereto, as described above, have been carefully compared with the original records of said corporation in my legal custody, from which they have been transcribed; that said documents are a correct and complete transcript of the minutes of a meeting of the governing body of said corporation, and correct and complete copies of all resolutions and other actions taken and of all documents approved by the governing body at said meeting so far as they relate to said Bonds; and that said meeting was duly held by the governing body at the time and place and was attended throughout by the members indicated above, pursuant to call and notice of such meeting given as required by law.
It was reported that six (6) proposals for the purchase of the Bonds were received prior to 1:00 p.m. on January 26, 2009, pursuant to the Official Statement distributed to potential purchasers of the Bonds by Springsted Incorporated, financial advisor to the County. The proposals have been publicly opened, read and tabulated.

RIESTER - DWELLE
Resolution No.: 2009-017
Whereas, the Solid Waste Subcommittee has proposed a substantial revision to the existing Solid Waste Ordinance, last amended in 1992, and
Whereas, a public hearing is required before amendments can be made to any ordinance, pursuant to Minn. Stat. 375.51, Subd. 1; Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: A public hearing regarding the adoption of revisions to the Solid Waste Ordinance will be held March 3 at 9:30 a.m. Appropriate notice will be given through the official county newspaper.

Jail Administrator Charlene Rickard updated the Board on Jail Costs and the Transition Team. The total housing costs for December 2008 was $48,809.49. The yearly total for Inmate Housing costs was $533,027.35. The transition team is 95% done with the rough draft of the jail policies. Charlene also said that the construction of the jail is at such a place that the transition team will be spending more time at the jail site.
DWELLE - HALL
Resolution No.: 2009-018
Whereas, the Wabasha County Veteran Service Officer recommends: Wabasha County Appoint Nathan Pelz as the Assistant Wabasha County Veteran Service Officer for a four-year term. Minnesota Statutes Section 197.60 states a Veteran Service Officer will be appointed for a term of four years. Nathan Pelz has received a satisfactory six-month review and has completed his county probationary period of six months on January 21, 2009. The Service Officer will take an oath in the presence of Judge Terrence Walters on February 3, 3009. The Service Officer will need to complete an additional six-month probationary period under Minnesota Statutes Section 197.60.

Ross Hoffman from the Cannon River Watershed Partnership out of Northfield spoke to the Board. He is working with the MN Pollution Control Agency. He came to provide information on Agriculture Shore land Management Project. The project wants to see where Wabasha County is on protecting its waterways. Ross said that there are farmers in Wabasha County that are farming a little too close to our streams and waterways. The problem with farming too close to the water is erosion and fertilizer from fields seeping into the waterways. Both of these occurrences affect water quality in our county. The 50-foot area between the waterway and the field is called the Shore Impact Zone and our County has a 50-foot rule requiring a Shore Impact Zone. The county has the authority to administer the 50-foot rule.

Resolution No.: 2009-019
Whereas, Wabasha County will enter into an agreement with the State of Minnesota, SE Minnesota Regional Radio Board and Olmstead County, fiscal agent for the SE MN RRB for the 2007 HSEM Public Safety Interoperability Communications PSIC Grant, effective 7/1/2008 through 9/30/2010, in which each County or City within the SE MN Regional Radio Board is required to pay matching funds of $10,804.44 for equipment; and
Whereas, no equipment can be purchased for a specific County or City of the SE MN Regional Radio Board until their match has been received by the fiscal agent, Olmsted County. Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that Wabasha County enters into an agreement with the State of Minnesota, SE MN Regional Radio Board and Olmsted County, fiscal agent for the SE MN Regional Radio Board for the 2007 HSEM Public Safety Interoperability Communications Grant.
