Meeting of March 16, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, March 16, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: CJC humidification system installed and running Board of Adjustment & Equalization – June 15, 7:00 p.m. Regular meeting 5:00 p.m. There was no public comment during the public forum. Regional Rail Authority Meeting was cancelled.

Resolution No.: 2010-045
Whereas, a 2000 Proline 19’ Sport Boat (Hull #PLCSU160L900), 2000 150 HP Mercury Opti-Max Outboard Motor (Serial #OT1477078), and a 2000 EZ Load Trailer (VIN #1ZEADAMB9YA016288) is considered a surplus as it has been replaced with a 2010 Proline 19’ Sport Boat (Hull #AMHCU001G910), 2010 Evinrude Motor (Serial #05269828), and a 2010 Loadmaster Trailer (VIN #4YPAB2026AT048792) as approved through Federal Sub Grant Contract #B29374 and Resolutions #2009-117 and #2009-165; and
Whereas, the Wabasha County Sheriff’s Office is requesting that this watercraft be donated to the Wabasha Fire & Rescue; and Whereas, the Department of Natural Resource office has also been notified.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Sheriff is authorized to donate the 2000 Proline 19’ Sport Boat (Hull #PLCSU160L900), 2000 150 HP Mercury Opti-Max Outboard Motor (Serial #OT1477078), and 2000 EZ Load Trailer (VIN #1ZEADAMB9YA016288) to the Wabasha Fire & Rescue as noted above.

Whereas, Schumacher Excavating Inc. is the lowest responsible bidder for Project S.A.P. 079-604-045.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Schumacher Excavating, Inc. on Contract No. 10001 for Project S.A.P. 079-604-045 – Grading and Aggregate Base on Wabasha C.S.A.H. No. 4, from 700 feet south of the Junction of T.H. No. 60 and C.S.A.H. No. 4 north to 695th Street – in an amount of $1,140,338.11 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Schumacher Excavating, Inc. for this work.

Whereas, Traffic Marking Service, Inc. had the lowest bid for Project C.P. 79-10-7070 – Furnish and Apply Traffic Paint to Roads in Wabasha County.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Traffic Marking Service, Inc. on Contract No. 10002 for Project C.P. 79-10-7070 – Furnish and Apply Traffic Paint to Roads in Wabasha County - in the amount of $56,423.10 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Traffic Marking Service, Inc. for this work.

Whereas, Quality Propane, Inc. had the lowest bid for Project C.P. 79-10-7080 – Furnish and Apply Magnesium Chloride Solution to Roads in Wabasha County.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the bid of Quality Propane, Inc. on Contract No. 10003 for Project C.P. 79-10-7080 – Furnish and Apply Magnesium Chloride Solution to Roads in Wabasha County - in the amount of $94,365.00 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with Quality Propane, Inc. for this work.

Resolution No.: 2010-049
Whereas, the Wabasha County Highway Department finds it beneficial to purchase one 2010 International Tandem Truck and snow removal equipment, and
Whereas, with the purchase of one 2010 International Tandem Truck and snow removal equipment, Unit 982 – Sterling Tandem Truck and associated snow removal equipment is considered excess.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to purchase one 2010 International Tandem Truck from Astleford International Trucks in an amount of $57,326.26 which includes trade-in of Unit 982 – Sterling Tandem Truck, and snow removal equipment from Towmaster, Inc. in an amount of $76,048, and hereby authorizes the County Auditor/Treasurer to issue warrants for applicable sales tax and license fees of the truck.
Be it further resolved that the Wabasha County Board of Commissioners hereby declares Unit 982 – Sterling Tandem Truck and associated snow removal equipment as Excess Equipment and authorizes the County Engineer to dispose as a trade-in allowance.

The Gillford Township Board requested that rumble strips be cut into Wabasha County Roads 33 and 2 to alert drivers of the upcoming stop at Wabasha County Hwy. 42. It was the consensus of the Wabasha County Board of Commissioners to install the rumble strips.

Resolution No.: 2010-050
Whereas, the following applicant wishes to have its “1 to 4 Day Temporary On-Sale Liquor License” approved:
Theilman Sportsman Club, 62643 261st AVE, Theilman, West Albany Township, and
Whereas, the liquor license will be in effect for July 3rd and 4th, 2010.
Now therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves the “1 to 4 Day Temporary On Sale Liquor License” to the Club listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

The Board of Commissioners decided not to utilize the Recovery Zone Bond allocations received through the American Recovery and Reinvestment Act; and consequently, will return the unused allocation to the state.
NORMAN – HALL
Resolution No.: 2010-051
Whereas, Wabasha County was awarded by DHS a Children’s Mental Health Combined Grant to be used in part to offset costs related to screening of individuals in the juvenile justice system for further mental health assessment, and
Whereas, the County Social Services department received the funds from the Children’s Mental Heath Grant., and
Whereas, the County Probation department portion of the allocation for the screenings was $9,923,
Now therefore be is resolved by the Wabasha County Board of Commissioners that the Finance Director be authorized to approve an interfund transfer from the Social Services (Fund 11) to the General Revenue-Court Services Department (01-252) in the amount of $9,923 for the Juvenile Justice portion of the Mental Health screenings..

Resolution No.: 2010-052
Whereas, it is in the best interest of the County and its residents to close the Public Health Building and consolidate services in the Courthouse/Annex and Services Building, and
Whereas, this consolidation will require some renovation in these buildings, and
Whereas, the Board approved the Administrator obtaining quotes for this work. Subsequently four quotes were requested and two were actually obtained, and
Whereas, the work to be done entails removing walls, replacing ceilings in affected areas, electrical, plumbing and HVAC work, and installation of roll-up service windows and service counters, and Whereas, the two quotes obtained were relatively close in price, with one quote being more comprehensive and inclusive of detail and less likely to incur additional charges,
Now, Therefore, be it Resolved by the Wabasha County Board of Commissioners that the project be awarded to KBS of Plainview, MN at their quoted price.

Resolution No: 2010-053
Whereas, the Wabasha County Sheriff’s Office has been authorized to fill a vacancy regarding the in-house union posting for a Regularly Scheduled Part-time Jail Administration Clerk; and
Whereas, the Sheriff has identified a candidate to fill this position, Miranda Klees, that meets all departmental and county requirements; and
Whereas, the Wabasha County Sheriff is hereby requesting to hire Miranda Klees as the permanent part-time Jail Administration Clerk, effective March 28, 2010, and;
Whereas, this position will begin at Step 1 wage and will work 3-eight hours days per week.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The hiring of Miranda Klees as a permanent part-time Jail Administration Clerk is hereby approved at the rate of $14.67 per hour (Step 1 - Grade 6) per AFSCME Union Contract, effective March 28, 2010.
