Meeting of March 23, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, March 23, 2010 at 11:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: Work in Courthouse/Annex started today. AWAIR Jerry Leisen – tax errors Public Forum: Andru Peters, High Speed Rail Update Recessed for Regional Rail Authority Meeting at 11:07 a.m. Reconvened at 11:34 a.m.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: March 16, 2010 Accept Donations to the Veterans Service Office: American Legion Post 50, Wabasha, $25.00; Richard Kaufmann, Lake City, $75.00; American Legion Post 179, Plainview, $551.25

Resolution No.: 2010-054
Whereas, Wabasha County has contracted with Stellar Services for inmate commissary items, and
Whereas, Inmates must have the money in their account before they can place an order with Stellar Services for any commissary items, Now therefore be it resolved, by the Wabasha County Board of Commissioners approves the payment to Stellar Services for inmate commissary purchases be paid on the Warrant of the County Auditor/Treasurer, upon receipt of itemized bills pursuant to MS 375.16.

Resolution No.: 2010-055
Whereas, the Wabasha County All Hazard Mitigation Plan has been prepared in accordance with FEMA requirements at 44 C.F.R. 201.6; and,
Whereas, County of Wabasha, participated in the preparation of a multi jurisdictional plan, Wabasha County All Hazard Mitigation Plan; and, Whereas, County of Wabasha is a local unit of government that has afforded the citizens an opportunity to comment and provide input in the Plan and the actions in the Plan; and
Whereas, County of Wabasha has reviewed the Plan and affirms that the Plan will be updated no less than every five years.
Now Therefore Be It Resolved by Board of Commissioners that the Wabasha County adopts the Wabasha County All Hazard Mitigation Plan as the jurisdictions Multi Hazard Mitigation Plan, and resolves to execute the actions in the plan.

Resolution No.: 2010-056
Whereas, the Wabasha County Veterans Service Director applied for State MN Department of Affairs Grants.
Whereas, the grant contracts have been received and the State of MN has awarded Wabasha County with $20,000.00 over two years. Whereas Wabasha County agrees to enter into the Grant Contract with the MNDVA to conduct the Veteran Service Enhancement Projects, Transportation grant and Collaboration grant.
Whereas the grant must be used to enhance the operations of the County Veteran Service Office under Minn. Statutes Section 197.608 Subd. 4(a), and should not be used to supplant or replace other funding.
Whereas the Wabasha County Veteran Service Director Lisa Jaeger is authorized to execute the grant contract on behalf of the county. Whereas, it is required that Wabasha County officially accept the grants and execute the State of MN DVA contracts.
Whereas this contract will be executed also by the Wabasha County Board Chair Tom Dwelle who certifies to be the custodian of the minutes of all proceedings held by Wabasha County.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves.

Resolution No.: 2010-057
Whereas, the Wabasha County Veterans Service Director position must be re-appointed every four years.
Whereas, Lisa Jaeger the Wabasha County Veterans Service Director will complete her first four year appointment on March 31, 2010. Whereas, it is required that Wabasha County officially appoint this position.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners hereby approves.

Resolution No.: 2010-058
Whereas, Wabasha County Highway Department wishes to advertise for three - 2010 Part-Time Temporary Summer Employment Positions.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby authorizes Wabasha County Highway Department to advertise for applicants for three - 2010 Part-Time Temporary Summer Employment Positions.

Resolution No.: 2010-059
Be it resolved by the Wabasha County Board of Commissioners that Wabasha County enter into the attached Cooperative Agreement between Oakwood Township and Wabasha County for the replacement of Bridge L8984 and authorizes the Chairman of the Board and County Administrator to execute the Agreement.

Resolution No.: 2010-060
Whereas, the Wabasha County Highway Department finds it beneficial for the County to order road salt through the State of Minnesota as a Cooperative Purchasing Venture Member.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to order Regular Road Salt through the State of Minnesota as a Cooperative Purchasing Venture Member for the 2010/2011 winter season.

Resolution No.: 2010-061
Whereas, The Wabasha County Highway Department has received Proposals for the 2010 Corrugated Metal Culvert Materials, and, Whereas, All Steel Products Company of Chaska MN had the lowest amount.
Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby accepts the Proposal of All Steel Products Company of Chaska MN for the 2010 Corrugated Metal Culvert Materials in the amount of $24,783.24 and that the Chairman of the County Board and the County Administrator are hereby authorized to execute a Contract with All Steel Products Company for these materials.

Recessed to the Highway Shops Tour. The Board of Commissioners, County Administrator and County Engineer visited the Wabasha, Lake City and Millville highway shops and discussed existing conditions and possible changes.
