Meeting of May 18, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, May 18, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: District 9 AMC Meeting Theilman – on-going, RH & DW There was no public comment during the public forum.

Resolution No.: 2010-097
Whereas, Wabasha County and Minnesota AFSCME Council #65, Local 3542 Courthouse Unit are parties to a collective bargaining agreement, and;
Whereas, the cost of healthcare is increasing annually, and;
Whereas, the cost of post employment health care is a concern to employees, and;
Whereas, the Minnesota State Retirement System offers a program, authorized by MN Statute 352.98 which allows employees to transfer their severance payments into a Health Care Savings Plan for use at a later date, and;
Whereas, this plan has the potential to save both the employee and employer money.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Union and Wabasha County agree that upon separation with the County an employee’s unused sick leave, as referred to in Article XX shall be transferred into an employee sponsored health care plan which is administered by the Minnesota State Retirement System. This program is available to those employees with ten or more years of service.
Be it Further Resolved, that only those individuals with severance exceeding $500 in value shall be eligible for this program, anything $500 or under will be paid out. This program shall be available for the duration of the current contract and must be reaffirmed in each subsequent contract.

Resolution Number: 2010-098
Whereas, with the consolidation of County Services in the Services Building and Old Courthouse/Annex and the movement of offices the opportunity currently presents itself to replace the old worn carpeting on the first floor of the Old Courthouse, and be least disruptive to services being preformed, and;
Whereas, the cost to remove the old carpet and install new is $8,304 for all of the office areas on the first floor, a cost lower than anticipated.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County Administrator be authorized to purchase new carpet for the first floor of the old Courthouse at the quoted price.

Resolution No.: 2010-099
Whereas, Wabasha County issue auditors warrant check for contracted work on Dispatch Center at Criminal justice Center; and Whereas, Thimmesch Electric, LLC provided a bid; and
Whereas, the bid is $5,430.00; and Whereas, the monies for this will come out of the County building fund budget;
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: The Auditor/Treasurer is hereby authorized to issue an auditor’s warrant payable to Thimmesch Electric LLC for the above stated amount.

Resolution No: 2010-100
Minnesota DNR 2010 Federal Boat and Water Safety Grant Contract #B42575
Whereas, the Wabasha County Sheriff’s Office has been authorized to participate in the 2010 Federal Boat and Water Safety Grant; and Whereas, the Sheriff’s Office has received the 2010 contract which needs to be approved and signed by the Sheriff, County Auditor or County Administrator and County Board Chairperson; and
Whereas, the Sheriff requests the approval and signing of the 2010 Minnesota Department of Natural Resources Federal Boat and Water Safety Grant by the County Administrator and Chairman of the County Board.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the 2010 Minnesota Department of Natural Resources Federal Boat and Water Safety Grant is hereby approved and authorizes it’s signing by the County Administrator and Chairman of the County Board.

Resolution No: 2010-101
Whereas, the Wabasha County Sheriff’s Office is requesting authorization to enter into a contract with Advanced Correctional Healthcare for healthcare services for the Jail; and Whereas, this contract needs to be approved and signed by the Sheriff and County Administrator; Whereas, the Sheriff requests the approval and signing of the Advanced Correctional Healthcare contract by the County Administrator. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that: the Wabasha County Sheriff’s Office is authorized to enter into a contract with Advanced Correctional Healthcare and authorizes it’s signing by the County Administrator.

Resolution No.: 2010 - 102
Whereas, the Wabasha County Board of Commissioners previously declared Unit 982 – Sterling Tandem Truck and associated snow removal equipment as excess and authorized to dispose of Unit 982 as a trade-in allowance; and
Whereas, it is preferable to keep Unit 982; and Whereas, Unit 983 – Sterling Tandem Truck is desired to be declared as excess and used as a trade-in allowance.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that Unit 983 – Sterling Tandem Truck and associated snow removal equipment is Excess Equipment and authorizes the County Engineer to dispose as a trade-in allowance.
Be it Further Resolved by the Wabasha County Board of Commissioners that Unit 982 – Sterling Tandem Truck and associated snow removal equipment is not considered excess and shall remain as County owned until such time the Board of Commissioners declares as excess.
