Meeting of June 15, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, June 15, 2010 at 5:00 p.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.
WINDHORST - HALL
Motion to approve the agenda.

Commissioners reported on meetings they attended. Administrator’s Update: Property tax comparison Furniture installed, nothing on electrical Great River Ridge Trail ribbon cutting There was no public comment during the public forum.
RIESTER – HALL
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: June 1, 2010 Accept Donation of $100 from the Wabasha County Council of American Legions to the Veteran Services

Resolution No: 2010-108
Whereas, the following applicants have applied to have their 3.2 Beer licenses renewed, and
“On-Sale”
Dale Preble Mazeppa Area Jaycees Mazeppa Township
Steven Schwen Oak Center General Store Gillford Township
“On-Sale” and “Off-Sale”
Roy Eggenberger Roy’s Tavern West Albany Township
Whereas, the applicant’s request for renewed license has been approved by the County Attorney, County Sheriff and their respective Town Boards and have paid the required license fee. Term of license is from July 1, 2010 to June 30, 2011.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the renewal of “On-Sale” and “Off-Sale” 3.2 Beer licenses as listed above.

Resolution No.: 2010 – 109
Whereas, the following applicants wish to have their County On Sale and Sunday Liquor License approved:
On Sale & Sunday Liquor
Dave Schmidt Lake Pepin Golf Course Pepin Township
Paul Pehler Piper Hills Golf Course Plainview Township
Randy Rouhoff Mac’s Park Place Mazeppa Township
Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff. The Wabasha County Auditor/Treasurer has received the certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2010 to July 31, 2011.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

RIESTER - NORMAN
Resolution No.: 2010-110
Whereas, Wabasha County is permitted by Minnesota Statute 203B.13, subd.1 to authorize a County Absentee Ballot Board effective June 25, 2010, and
Whereas, this authorization will bring uniformity in the processing of accepting or rejecting returned absentee ballots to the Wabasha County Auditor/Treasurer. This board shall consist of a sufficient number of election judges as provided in sections 204B.19 to 204B.22, and
Whereas, this will eliminate the need for election judges to perform this technical and time consuming task on Election Day wherein the county absentee ballot board can begin this process 45 days prior to an election.
Now therefore be it resolved by the Wabasha County Board of Commissioners hereby approves the Wabasha County Auditor/Treasurer to implement a County Absentee Ballot Board that would consist of a sufficient number of election judges as provided in sections 204B.19 to 204B.22 to perform the task.

Resolution No.: 2010-111
Whereas, MN Statute 204C.31 states that two county commissioners must be appointed by the county board to be members of the County Canvass Board, and
Whereas, neither of the two appointees can be candidates for election.
Now therefore be it resolved that the Wabasha County Board of Commissioners hereby appoint Commissioner Norman and Commissioner Hall to be members of the 2010 Wabasha County Canvass Board.

HALL - RIESTER
Resolution No.: 2010-112
Whereas, Wabasha County has applied for and been granted $22,268 to apply toward expenses associated with the Wabasha County Emergency Management Office through the Emergency Management Performance Grant, and
Whereas, Brenda Wodele, Wabasha County Emergency Management Director, and Tom Dwelle, Wabasha County Board of Commissioners Chairman, are hereby authorized to sign the Grant Agreement with the Minnesota Department of Public Safety, Division of Homeland Security on behalf of Wabasha County, and
Now Therefore be it Resolved that the County of Wabasha, Minnesota, enter into an Agreement with the Minnesota Department of Public Safety’s Division of Homeland Security and Emergency Management for the 2010 Emergency Management Performance Grant.

Resolution No.: 2010-113
Whereas, Wabasha County is in the process of consolidating offices and the decision was made to move Public Health to the County Services Building, and;
Whereas, the present Public Health Building will no longer be needed by the County.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners authorizes the County Administrator to list the Public Health Building for Sale.
