Meeting of October 5, 2010
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Courthouse, in the City of Wabasha, Minnesota on Tuesday, October 5, 2010 at 9:00 a.m. The meeting was called to order by Board Chairman Dwelle. The following Commissioners were present: Windhorst, Dwelle, Riester, Norman and Hall.

Commissioners reported on meetings they attended. Administrator’s Update: Assessor’s Update Union negotiations October 21 at 9:00 a.m. Highway union - request for post-retirement Health Care Savings Plan HSA - commissioners There was no comment during the public forum.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: September 28, 2010

Resolution No.: 2010- 198
Whereas, Wabasha County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for construction of Bridge 79549 on County State Aid Highway 2 under S.A.P. 079-602-037, and
Whereas, the Commissioner of Transportation has given notice that funding for this Project is available, and
Whereas, the amount of the grant has been determined to be $180,275 by reason of the lowest responsible bid, and
Whereas, the State of Minnesota requires the attached General Obligation Bond Proceeds Grant Agreement – Construction Grant for S.A.P. 079-602-037 be executed by Wabasha County in order to receive the necessary funds for this Project.
Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County does hereby agree to the terms and conditions of the grant and attached Agreement consistent with Minnesota Statutes; 174.50, subdivision 5, clause (3), and will pay any additional amount by which the cost exceeds the estimate, and will return to the Minnesota State Transportation Fund any amount appropriated for this Project but not required.
Be it further resolved that the Chairman of the Wabasha County Board of Commissioners and County Administrator are hereby authorized to execute the attached General Obligation Bond Proceeds Grant Agreement – Construction Grant and Declaration on behalf of Wabasha County.

Resolution No.: 2010-199
Whereas, the County was unsuccessful in its attempt to sell the Public Health Building through the sealed bid process, and;
Whereas, SEMMCHRA has expressed an interest in purchasing the building at the withdrawn bid price of $85,000 on a contract for deed, and;
Whereas, it is in the best interest of the County to sell this property.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Purchase Agreement from SEMMCHRA for a contact for deed sale in the amount of $85,000, with $5,000 down, with the remaining balance of $80,000 paid at 0% interest, amortized semi-annually over a 30 year period, with a balloon payment of the then remaining principal due in 5 years.

Whereas, a vacancy will be made at the Wabasha County Highway Department due to the resignation of an employee on October 13, 2010.
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Department be authorized to advertise for a Highway Maintenance Worker.
