Meeting of November 25, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, November 25, 2008 at 11:00 a.m.
The meeting was called to order by Board Chairman Riester.
The following Commissioners were present: Windhorst, McNallan, Riester and Springer. Commissioner Dwelle was absent.

Motion to approve the agenda. Adopted Unanimously Commissioners reported on meetings they had attended. There was no public comment during the public forum.

Resolution No.: 2008-245
Whereas, The Wabasha County Highway Engineer wishes to have the following equipment declared as Excess Equipment: Item 5236 – Distance Meter Now Therefore be it Resolved that the Wabasha County Board of Commissioners hereby declares the following Equipment as Excess Equipment and authorizes the County Engineer to dispose as parts or garbage: Item 5236 – Distance Meter

Resolution No.: 2008-246
Whereas, Wabasha County is obligated to maintain County State Aid Highways within cities throughout the County, and
Whereas, it is more expedient for the citizens of the listed cities to have those cities perform the maintenance activities of snow and ice control and removal, and sweeping and removal of debris. Now Therefore be it Resolved by the Wabasha County Board of Commissioners that the County of Wabasha enter into the attached agreements for the maintenance activities described above with the City of Elgin, Kellogg, Mazeppa, Millville, Plainview and Wabasha, and authorizes the Chairman of the Board and County Administrator to execute the Agreements. The table below is a summary of the mileages and payment amounts of the agreements.

Tom Mosher, Wabasha County’s Solid Waste Director gave the Board an update on the County’s solid waste status.

Resolution No.: 2008-247
Whereas, the Wabasha County Board of Commissioners establishes and revises policies for Wabasha County, and
Whereas, MN Statutes 2006, section 471.345 has been revised to include new thresholds for contracting. Now therefore be it resolved, by the Wabasha County Board of Commissioners that the revised Purchasing Policy has been approved.

Resolution Number 2008-248
Whereas, the Wabasha County Substance Abuse Court has contracted in the past with the Minnesota Department of Corrections for a probation agent dedicated solely to Substance Abuse Court participants; and
Whereas, said contract is due to expire on December 31, 2008; and Now Therefore Be It Resolved by the Wabasha County Board of Commissioners that the attached contract, entitled State of Minnesota Joint Powers Agreement, is hereby approved. Adopted Unanimously Janet Sandwick came on behalf of Jail Administrator Charlene Rickard to give the Board an Inmate Update for October 2008. The total expenditure for October was $48,253.58. Total medical costs were $2,387.94. Inmate count as of 8:00am on November 25th was 34 inmates. Resolution 2008-240 moved to next Board meeting. Resolution 2008-240 Consideration of changing all remaining non-bargaining unit positions from 37.5 to 40 hours per week and adopting a pay grid system based upon comparative worth points.
Whereas, the Wabasha County Board of Commissioners recognizes the importance of providing effective services to the residents of Wabasha County; and
Whereas, the County presently has some non-bargaining unit positions that work 37.5 hours per week and others that work 40 hours per week; and
Whereas, on 10/7/2003 the Board approved adoption of the current Wabasha County Comparable Worth Job Points without adopting a corresponding pay grid system; and
Whereas, in the past, it is recognized that pay grids have not been established systematically; and
Whereas, it is recognized that some existing pay grids have not kept pace with comparable counties, while others have surpassed the majority of comparable counties. Now, Therefore, Be It Resolved, that the Wabasha County Board of Commissioners hereby approves changing all remaining non-bargaining positions from 37.5 hours per week to 40 hours per week, and approves adoption of the proposed pay grid system based upon comparative worth points. Zoning Administrator Floyd Riester came before the Board to inform them of Campground Violations within the County. Mr. Riester would like a consensus from the Board to move forward and clean up the campgrounds and RV parks and get them in compliance with County Ordinances and State building codes.
The Board came to a consensus.
CapX2020 attended the meeting to give a presentation on transmission lines and the need to build more of them. He explained that we are all using more electricity. The representative from CapX2020 is letting the Board know their current status on their request for approval. More open houses and public meetings are planned.
