Meeting of July 1, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, July 1, 2008 at 9:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.
DWELLE - SPRINGER
Motion to approve the agenda.

Commissioners reported on meetings they had attended. Dwelle attended a Workforce Development meeting and Emergency Management Service meeting. There was no public comment during the public forum. Recessed to Regional Rail Authority meeting at 9:05 a.m. Reconvened at 9:20 a.m.

Resolution No: 2008-159
Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of Assistant Veteran Service Officer, and
Whereas, the Wabasha County Administrator & the Veteran Service Director have interviewed and selected Nathan Pelz as the successful applicant,
Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring Nathan Pelz to the full time position of Assistant Veteran Service Officer at Step 2 of the 2008 scale, ($34,473.04 annually). Start date for this position will be July 28, 2008.

Resolution No. 2008-149
Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of Veteran Service Office Clerical Assistant, and
Whereas, the Wabasha County Administrator & the Veteran Service Director have interviewed and selected Martha Collins as the successful applicant,
Now Therefore Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring Martha Collins to the full time position of Veteran Service Office Clerical assistant at the hire step of the 2008 scale, ($28,873.57 annually). Start date for this position will be Monday, July 7, 2008.

Resolution No.: 2008 - 167
Whereas, the following applicants wish to have their County On Sale and Sunday Liquor License approved: On Sale & Sunday Liquor Gary Todd Pioneer Club Greenfield Township Orin Haugen Hill Supper Club & Lounge Plainview Township
Whereas, the applicants do have current food & beverage licenses issued by Wabasha County Public Health, and
Whereas, the applications have been approved by the County Attorney and County Sheriff, Wabasha County Auditor/Treasurer has received certificate of insurance and the appropriate license fee. The liquor license will run from August 1, 2008 to July 31, 2009.
Now therefore be it resolved that Wabasha County Board of Commissioners hereby approves the renewal of Liquor License to the individuals listed above, subject to the approval of the State of Minnesota Liquor Control Commissioner.

Resolution Number: 2008-165
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they approve the Labor Contract between Wabasha County and the Social Services Union- AFSCME Local #3541. This contract is affective January 1, 2008 through December 31, 2010.

Resolution 2008-155 was removed from the agenda. Commissioner Springer stated that the Golf Course and Public Health came to an agreement to take water readings through the month of July and he will take it to a certified installer and see if the capacities are ok. If the septic installer says that the septic can handle the water usage they will continue as they currently are, if the water usage is too much they will proceed with the upgrade.
Resolution No. 2008-155
Resolution Approving Agreement with Zumbro Falls Golf Course to Upgrade Septic System
Whereas Kevin Kautz, the Owner of Zumbro Falls Golf Course has proposed expanding his facility to include a full restaurant and bar, and
Whereas the Public Health Department has valid public health concerns regarding the increased patronage and resulting increased need for septic system capacity,
Now, Therefore Be It Resolved by the Wabasha County Board of Commissioners that Wabasha County, acting through its Public Health Department, is hereby authorized to enter into an agreement with the Owner regarding the requirements for obtaining a food and beverage license.

Resolution Number: 2008 - 168
Whereas, the Wabasha County Extension Committee has nominated Valerie Ahlers of Wabasha to serve as a member of the Extension Committee for a period of three (3) years,
Now, Therefore be it resolved that the Wabasha County Board of Commissioners appoint Valerie Ahlers to the Wabasha County Extension Committee.

DWELLE - SPRINGER
Resolution Number: 2008-169
Whereas, the County Attorney’s Office for Wabasha County, Minnesota, has entered into an agreement with the City of Plainview to perform prosecution and civil forfeiture matters for the City of Plainview for a period of one year, beginning April of 2008, and
Whereas, the City of Plainview pays the County Attorney $1500 per month for said services, and
Whereas, no county funds are expended for the performance of the contract,
Now, Therefore, Be It Resolved that the entire contract sum under the agreement shall be paid to the County Attorney budget and each of the three attorneys shall receive, as additional compensation, the sum of $400 per month during the term of the Contract. Nay: McNallan

Resolution Number: 2008-170
Now Therefore be it Resolved by the Wabasha County Board of Commissioners that they authorize Commissioners Riester & McNallan to finalize decisions on, and contracting for, the Landscaping for the Wabasha County Criminal Justice Center.

Assistant County Attorney Lisa Bayley spoke on property search options for the County website. Currently anyone can search properties in Wabasha County by name or parcel number. She feels that this is a safety issue. She stated that there is someone currently in custody in Wabasha County for something that “arose” from using the website and searching for someone’s address by their name. Ms. Bayley said that the surrounding counties such as Goodhue, Olmsted, Dakota and Mower allow searches only by parcel number or address. Winona County is the only one near Wabasha County that allows someone to search by name. None of the offices are opposed to changing Wabasha County’s property search options. Attorney Bayley asked for a consensus from the Board to come to a compromise and take the name search options out, keep the parcel number search option and add the option to search properties by address on the Wabasha County Website. The Board did not reach a consensus. There was much discussion from Sheriff Bartsh and Blaine Hentz about radio towers and dispatching.
