Meeting of April 22, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, April 22, 2008 at 11:00 a.m.
The meeting was called to order by Board Chairman Riester. The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.
SPRINGER - DWELLE
Motion to approve the agenda. There was much discussion on how the agenda is handled, personnel issues and closed session policies.
Adopted Unanimously
Commissioners did not report on meetings they had attended. Public Forum speakers were Andru Peters – Minutes on the website; Vince Sexton – Fair Board.

Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Minutes: April 8, 2008; April 15, 2008 Advertise to fill Finance Assistant Job
Whereas, the Wabasha County Administration Office will have a vacancy in the full-time position of Finance Assistant effective immediately,
Whereas, the County Administrator recommends the advertising the vacancy in order to solicit applications to fill the position, Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Administrator is authorized to advertise the vacant position of Finance Assistant.

Resolution No.2008-102
Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of Finance Director, and
Whereas, the Wabasha County Administrator has interviewed and selected Deb Koenig as the successful applicant, Now Therefore
Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring Deb Koenig to the full time position of Finance Director at Step 4, ($54,354.62 annually). Start date for this position would be immediately. Koenig was interviewed by David Johnson, Jerry Leisen and Laura Kreofsky.

WINDHORST – SPRINGER
Resolution No.: 2008-103
Whereas, Wabasha County has advertised and taken applications for a soon to be vacant Highway Maintenance Worker Position. Now Therefore
Be it Resolved that the Wabasha County Board of Commissioners hereby authorizes the County Highway Engineer to hire Robert Wodele as a Highway Maintenance Worker. Motion to Table until May 6, 2008

Whereas, the County of Wabasha is planning to implement County State Aid Projects in 2008 which will require State Aid funds in excess of those available in its State Aid Municipal Construction Account, and
Whereas, said County is prepared to proceed with the construction of said projects through the use of an advance from the County State Aid Construction Fund to supplement the available funds in their State Aid Municipal Construction Account, and
Whereas, the advance is based on the following determination of estimated expenditures: Municipal Account Balance as of April 9, 2008 $388,336 Less estimated disbursements: Project SAP 079-602-034 $50,400 Project SAP 079-602-035 $382,000 Project SAP 079-659-007 $500,000 Total Estimated Disbursements $932,400 Supplement from 2008 Regular Construction Account $194,064 Advance Amount (amount in excess of acct balance) $350,000
Whereas, repayment of the funds so advanced will be made in accordance with the provisions of Minnesota Statutes 162.08, Subd. 5 & 7 and Minnesota Rules, Chapter 8820, and
Whereas, the County acknowledges advance funds are released on a first-come-first-serve basis and this resolution does not guarantee the availability of funds. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Commissioner of Transportation be and is hereby requested to approve this advance for financing approved County State Aid Highway Projects of the County of Wabasha in an amount up to $350,000 in accordance with Minnesota Rules 8820.1500, Subp.9. Be it further Resolved by the Wabasha County Board of Commissioners that repayment is authorized to be made from subsequent accruals to the State Aid Municipal Construction Account of said County and, if the State Aid Municipal Account is depleted, from subsequent accruals to the State Aid Regular Construction Account of said County. Be it further Resolved by the Wabasha County Board of Commissioners that repayment of State Aid Regular Construction Account funds used for the above advance financing be made from subsequent accruals to the State Aid Municipal Construction Account.

Whereas, the County of Wabasha is planning to implement the following County State Aid Projects in 2008 which will require State Aid funds in excess of those available in its State Aid Municipal Construction Account: Project SAP 079-602-034 Project SAP 079-602-035 Project SAP 079-659-007
Whereas, said County is prepared to proceed with the construction of said projects by providing State Aid Regular Construction Account funds to supplement the available funds in the State Aid Municipal Construction Account, and
Whereas, repayment of the funds so advanced by the County is desired in accordance with the provisions of Minnesota Statutes 162.08, Subd. 5 & 7 and Minnesota Rules 8820.1500, Subp. 9. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Commissioner of Transportation be and is hereby requested to approve this basis for financing said construction projects and to authorize repayments to said Regular Construction Account from subsequent accruals to said Municipal Construction Account. Resolution No: 2008-109
Whereas, Wabasha County contracts with private solid waste haulers to provide services to private individuals within the county; And
Whereas, these contracts are due to expire June 30, 2008; And
Whereas, the County and the haulers wish to enter into an extension of these contracts for a period of one year, and have made minor changes to the previous contract; And
Whereas, it is the recommendation of the solid waste subcommittee that these contract extensions be approved; Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Board Chair is hereby authorized to sign the attached contracts on behalf of Wabasha County.

Be It Resolved that the Wabasha County Board of Commissioners hereby Authorizes the remaining money form the 2007 Feedlot Grant to be spent on the LEQA program registration process at $225.00 times a maximum of twenty feedlots.

Resolution 2008-108
Whereas, the Wabasha County Board has authorized the County Administrator to advertise a vacancy for the position of IT Technician, and
Whereas, the Wabasha County Administrator has interviewed and selected Paul Tuchtenhagen as the successful applicant, Now Therefore
Be It Resolved that the Wabasha County Board of Commissioners hereby authorizes hiring Paul Tuchtenhagen to the full time position of IT Technician at Step 4, ($20.42/hour) based upon prior education and experience. Start date for this position would be May 12, 2008.

There were eight applicants, three were offered interviews, one of those persons declined to be interviewed as they had accepted another job. Dave Nelson from Camp Victory gave a presentation on the Conditional Use Permit he applied for. Virginia Harvey, a neighbor of Camp Victory voiced her concerns about the conditional use permit. Scott Nelson also spoke to the Board. He is also a neighbor of Camp Victory and his concerns included the noise level produced by the number of people at Camp Victory, and lighting issues. County Personnel also voiced their opinions. It was recommended that this issue be brought back to the Board so they can do some research on the issue and make an educated decision. The commissioners plan to visit Camp Victory. This issue was tabled until May 6th, 2008 (Motion: Dwelle, Second: Windhorst (Adopted Unanimously) when they will have more discussion, focusing on the bathhouse second floor expansion. Charlene Rickard, Jail Administrator, gave an update on the County’s inmates and their expenses. The total costs for March is $51,677, which includes boarding costs, mileage, salary, benefits, and inmate meals. This number does not include medical expenses. $1,966 was the total medical expenses for March, this number is down from the previous month. The number of inmates has remained consistent, but the number of days the inmates are serving has increased. The majority of the inmates are in Goodhue County.
