Meeting of January 15, 2008
The Board of County Commissioners of Wabasha County, Minnesota, convened in Regular Session at the Wabasha County Services Building, in the City of Wabasha, Minnesota on Tuesday, January 15, 2008 at 9:00 a.m.
The meeting was called to order by Board Chairman Riester.
The following Commissioners were present: Windhorst, Dwelle, McNallan, Riester and Springer.
SPRINGER - WINDHROST
Motion to approve the agenda with the deletion of Item I: Union Negotiations
Adopted Unanimously
Commissioners reported on meetings they had attended. Chair Riester recognized David Schumacher, a farmer, in regard to loss of land.
SPRINGER - DWELLE
Motion to approve the consent agenda including the following: Claims Meal Vouchers SSIS Claims Utility Permit #984 Minutes: January 8, 2008

Resolution No.: 2008-017
Whereas, Combined Projects S.A.P. 079-606-015 and S.A.P. 079-599-073 – furnish and install Bridge No. 79J55 on CSAH No. 6 and furnish and install Bridge No. 79J56 on Zumbro Township Road No. 197 and construct approaches, with any and/or all Supplemental Agreements, Change Orders or Work Orders, have been completed. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Auditor/Treasurer be authorized to issue a warrant for final payment to Fitzgerald Excavating & Trucking, Inc. in the amount of $9,804.78.

Resolution No.: 2008-018
Whereas, The request for bids for the 2008 Crushed Rock Project needs to be published. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the Wabasha County Highway Engineer be authorized to advertise for bids for the 2008 Crushed Rock Project – CP 79-08-7030.

SPRINGER - WINDHORST
Resolution No.: 2008-019
Whereas, Wabasha County has received a 400-gallon water tank from Mr. John Wingert as a gift; and
Whereas, Minnesota Statute 465.03 requires acceptance of such gifts shall be made by resolution of the governing body. Now Therefore
Be it Resolved by the Wabasha County Board of Commissioners that the above-described gift is hereby recognized and accepted without any terms of acceptance.

Resolution 298 awaits a legal opinion from the County Attorney’s Office. Resolution Number: 2007-298
Be It Resolved, by the County Board of Wabasha County, Minnesota that the recommendation from the Southeastern Minnesota Multi-County Housing and Redevelopment Authority of David Windhorst to serve as Commissioner of the Southeastern Minnesota Multi-County Housing and Redevelopment Authority for a period of five (5) years, the recommendation of appointment is hereby approved. Awaits Legal Opinion Chair Riester recognized Dietrich Flesch, Highway Engineer, who gave a brief report on departmental activities. Assessor ‘s Office - set date for the Board of Appeal and Equalization meeting. It was the consensus of the Board to set the meeting date as Tuesday, June 17, 1:00 p.m.
DWELLE - WINDHROST
Resolution No: 2008-020
Whereas, Wabasha County Board of Commissioners hereby authorize/approve the following resolution: Elert & Associates Contract for Services as outlined in the request for proposal for Immediate-term & short-term needs discussed at the December 6th Commissioners meeting.
Whereas, the cost for the Consultant Services is $40,000.00.
Whereas, the consultant services are for the Law Enforcement Dispatch Center, and Communications Interoperability Study as outlined in the request for Services. Now therefore
Be it resolved by the Wabasha County Board of Commissioners to authorize said contract for services to be provided by Elert & Associates in said request for Proposal.

Solid Waste Sub-Committee Discussion – extension of hauler contracts. Assistant County Attorney Bayley advised county to seek a one-year extension from the end of current contracts; with the goal to have a Joint Powers Agreement with 12 counties to haul waste to LaCrosse, WI.
