Meeting of January 22nd, 2008

The Human Services Board of Wabasha County, Minnesota, convened in Regular Session at the County Services Building, in the City of Wabasha, Minnesota at 9:00 a.m. January 22, 2008 in accordance with MS 402.01 to 402.10. The previous meeting was recessed to this time and place.

The following members were present: Commissioners Dwelle, McNallan, Riester, Springer, and Windhorst. Absent: None

DWELLE – RIESTER

BE IT RESOLVED, that the Wabasha County Board of Commissioners hereby approves the agenda, with no changes.

Adopted Unanimously.

WINDHORST – RIESTER

WHEREAS, the Minutes of the December 26, 2006 meetings have been presented for review and that no changes have been made to the Minutes; BE IT RESOLVED, the Human Services Board accepts the Minutes as an accurate reflection of the content and actions taken at its previous meetings.

WINDHORST – RIESTER

WHEREAS, the Director of Social Services has advised that all Income Maintenance case actions are in conformance with State, Federal, and County laws, rule, regulations and policies;

BE IT RESOLVED, that all Income Maintenance case openings, closings, suspensions, grant changes and any other action affecting client eligibility and payments documented in the Department on listing of proposed case actions, (through MAXIS computerized client files and reports, and MMIS II), Director's Actions, abstracts of payment, and reports of refunds and cancellations for the period 12/26/07 through 1/21/08 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health and Social Services case actions are in conformance with State, Federal and County laws rules, regulations and policies;

BE IT RESOLVED, that all Public Health and Social Services case openings, closings, payments, placements and licensing actions as documented in the Department on Agency listing for Licensing actions, case records, record of Social Service plan, purchase of service abstracts, reports of refunds and cancellations, payment authorizations and computer printouts for 12/26/07 through 1/21/08 are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all personnel actions are in conformance with State and Federal law, Merit System rules, existing labor agreements and personnel policies;

BE IT RESOLVED, that all personnel actions for 12/26/07 through 1/21/08 for employees of the Departments of Public Health and Social Services as documented in the Department on proposed personnel actions listing, personnel abstracts, payroll reports and personnel actions forms are hereby approved.

WHEREAS, the Directors of Public Health and Social Services have advised that all Public Health claims and, Social Services and Welfare claims against the County submitted for payment for 12/26/07 through 1/21/08 have been reviewed and are eligible for payment pursuant to all applicable rules, regulations, laws and policies;

BE IT RESOLVED, that all bills as listed on listing of warrants and claims against the Public Health, Social Services and Welfare funds and warrant registers shall be approved as valid claims against the County and are hereby approved for payment.

WHEREAS, the Directors of Public Health and Social Services have advised that employee requests to attend conferences and/or training have met approval of Administration, and are within the budgetary guidelines of the Agency;

BE IT RESOLVED, that all requests presented by the Directors of Public Health and Social Services are hereby approved.

RIESTER – WINDHORST

WHEREAS, Wabasha County Human Services Board receives a number of documents requiring signature during the calendar year in the Public Health Services and Social Services Department; and Whereas, the Minnesota Department of Health and the Minnesota Department of Human Services provide continuing funding for services through grants and allocation of funds authorized by Legislation, which also need signature by a representative of Public Health Services or Social Services staff; and Whereas, these documents can be signed by administrative personnel as a matter of routine administrative procedure; and Whereas, there has been a long history of administrative personnel signing certain documents on behalf of the Human Services Board; Now therefore be it resolved, the Wabasha County Board of Human Services hereby authorizes the Directors of Public Health and Social Services, or their designees, to approve purchases, sign contracts, placement agreements, and other legally binding documents on behalf of the County during 2008. There is a limitation of $3,000 per individual item and $12,000 per contract (excluding contract for medical assistance waivers). DWELLE – RIESTER

WHEREAS, the Wabasha County Human Services Board has discussed the processing of children’s medical expenses; and

WHEREAS, the Wabasha County Human Services Board has directed staff to develop a notification process to medical providers to bill a child’s medical insurance before billing the County for services to the child;

NOW THEREFORE BE IT RESOLVED, the Wabasha County Human Services Board approves a policy in Social Services through which a provider of medical services to a child will be required to document submission/denial of a medical insurance claim before the County issues payment for such services. The Social Services staff will provide an update to the Commissioners at the September 2008 meeting.

RIESTER – DWELLE

WHEREAS, County Boards may elect to collaboratively perform various duties including purchase of service and MA Waiver contract development, monitoring and oversight;

WHEREAS, the Wabasha County Human Services Board has authorized staff to assess the feasibility of developing a regional purchase of service Contract Manager position agreement with Olmsted County shared among the Counties of Winona, Houston, Dodge, Fillmore, Mower, Freeborn, Steele and Wabasha;

WHEREAS, the County staff have explored the viability of doing this alone or in partnership with other counties;

NOW THEREFORE BE IT RESOLVED the Wabasha County Human Services Board has approved entering into this agreement and to so notify the MN Department of Human Services indicating Wabasha County would like to create this shared Contract Manager position in cooperation with the other above mentioned Counties and Olmsted County.

MCNALLAN – DWELLE

WHEREAS, UCare has contacted Wabasha County staff to inquire if there is local interest in grant funds that are available from UCare; and

WHEREAS, the Public Health Services has expressed interest in receiving up to $15,000 in funds to help support the infrastructure for the department, serving UCare clientele;

NOW, THEREFORE BE IT RESOLVED, the Wabasha County Human Services Board approves the application and acceptance of a grant in the amount of $15,000 from UCare to help support the infrastructure of public health services to residents of Wabasha County.

RIESTER – WINDHORST

WHEREAS, an employee of PHS has requested a 3-month leave of absence upon the birth of her child;

WHEREAS, this request for leave is in accordance with Wabasha County personnel policy;

NOW, THEREFORE BE IT RESOLVED, the Wabasha County Human Services Board approves a 3-month leave of absence for Jodi Johnson, anticipated to begin in March 2008.

WINDHORST – DWELLE

WHEREAS, administrative staff of Social Services have received a letter of resignation from Ms. Valerie LaPorte, effective February 28, 2008; and

WHEREAS, the Department of Social Services requests approval to fill the vacancy;

NOW, THEREFORE BE IT RESOLVED, the Wabasha County Human Services Board regretfully accepts the resignation of Ms. LaPorte, effective 2-28-08. The Board thanks Ms. LaPorte for her 3 years of service to the families and children of Wabasha County.

DISCUSSION ITEMS

Environmental Health Services Report

Ms. Susie West reported much of her activity in the past month has been with license renewals. Some calls are being received with comments about the higher fees for licenses. The Board members also discussed the application for a food & beverage license by Hill’s Supper Club in Plainview. Board members would like to assurances the food & beverage license can be coordinated with any septic requirements.

Mr. Darrin Thompson has completed a necessary septic system report for the State. He has also been working on well licensing and disclosures.

The Board was informed of an expansion at the Zumbro Falls Golf Club. The expansion is to accommodate full kitchen service. This expansion will likely require updates to the golf club's septic system. Board members would like to make sure the food & beverage licensing is coordinated with any septic system update requirements. Darrin will work on a contract to outline what is expected of the Zumbro Falls Golf Club, in order to have a septic system that meets the needs of his establishment and complies with the state rules that govern septic systems in Minnesota.

INFORMATIONAL ITEMS

Social Services Unit Quarterly Report

Ms. Marci Hitz informed the Board of 2 Interns working in the Department during the Winter Semester. She also reviewed the 4th Quarter 2007 intake and case numbers with the Board. The number of children in out-of-home placement continues to be low. Yet, the number of new cases has steadily increased. We are currently at 560 open cases in this Unit.

PHS & SS Miscellaneous

Ms. Judy Barton informed the Board that Intrepid Home Care is going out of business in February. This could result in a number of new referrals as home care services are in demand across the region. PHS has hired to Home Health Aides, Ms. Kathy Dicke and Ms. Kelly Zomok. Barton believes the ability to offer an insurance benefit has allowed her to hire very qualified individuals for this work.

Barton recently received a personal invitation from the State Community Health Advisory Committee Chair to participate in this monthly meeting. The meeting is held in St. Paul.

There is a possible change forthcoming in the Women, Infant and Children’s (WIC) program. The State has proposed requiring WIC participants to have their assets reviewed for eligibility prior to receiving WIC benefits. The change would require WIC participants to be eligible for Medical Assistance, which is not a current requirement. This change could become effective in March.

At the beginning of today’s meeting, Barton introduced 8 nursing students who are working with PHS staff. Each is in their senior year at Winona State University.

Ms. Lisa McNally updated the Board on a proposed change to the Fraud Prevention program. The State has proposed a change that results in most fraud investigators being assigned to a metro county. Outstate Minnesota counties would be allocated about 9 staff to continue fraud investigations. Board members suggested our 5 counties contact Legislators before the upcoming Session to recommend against this change.

4th Quarter Budget Report – Social Services

Ms. Nicole Moline provided an update on the 2007 budget. The Social Services Department is carrying forward a reserve of $2,141,300 into 2008. The handout shared with the Board supported comments made earlier in the meeting about the number of children in placement being lower in 2007. 2008 CCSA Plan Approval Notification has been received from the Department of Human Services (DHS) approving our CCSA Plan for 2008. Minor changes were made from the original 2-year plan. The next Plan will be written during the coming summer months, with anticipated mailing to DHS at the end of August.

Food Stamp Bonus

Wabasha County was notified it would receive $5,685 as our portion of the Food Support Program performance bonus. These funds are returned to counties when the State of Minnesota has a low error rate in the processing of Food Support applications. These funds must be used to maintain or improve administration of the Food Support Program or MFIP. There are no local matching funds required, but there is a report back to DHS by March 15th on how the funds will be used.

Issues to Watch in 2008

Smith shared a short list of issues to watch in the upcoming year. Court Administration funding, target case management funding, Minnesota’s economy, upcoming Legislative Session, pay equity, funding for Court Services placements, and staff turnover were included in the short list.
